This resolution urges the United Kingdom, France, and Germany (E3) to reimpose UN sanctions on Iran under UNSCR 2231 due to Iran's repeated violations of the JCPOA and advancements in its nuclear program. The resolution reaffirms the U.S. commitment to preventing Iran from acquiring nuclear weapons and supports sanctions to curb Iran's nuclear and missile programs. It calls for the E3 to act before the expiration of the snapback option in October 2025.

The "First Rhode Island Regiment Congressional Gold Medal Act" authorizes the creation of a Congressional Gold Medal to collectively honor the First Rhode Island Regiment for their heroic service during the Revolutionary War. This regiment, one of the first racially integrated units in American history, was composed of African American, Indigenous, and mixed-race soldiers. The gold medal will be presented to the Rhode Island State Library for public display and research, with the hope that it will also be exhibited at other locations associated with the Regiment. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Maritime Fuel Tax Parity Act" amends the Internal Revenue Code to extend an excise tax exemption on alternative motorboat fuels. This expansion includes vessels that operate solely between U.S. ports on either the Atlantic or Pacific coast. This amendment to Section 4041(g) of the Internal Revenue Code of 1986 takes effect for fuel sales or usage after December 31, 2025.

The "Protecting Access for Hunters and Anglers Act of 2025" prevents the Department of Interior and Department of Agriculture from banning or regulating lead ammunition and fishing tackle on federal lands and waters open to hunting and fishing. An exception is allowed in specific areas where lead is scientifically proven to be the primary cause of wildlife population decline, but any restrictions must align with state laws or have the approval of the state's fish and wildlife department. The reasoning for any such prohibition or regulation must be published in the Federal Register.

The WEST Act of 2025 repeals a Bureau of Land Management rule concerning conservation and landscape health that was published in the Federal Register (88 Fed. Reg. 19583). This action effectively voids the rule.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The Filipino Veterans Family Reunification Act of 2025, exempts individuals from immigrant visa limits if they are eligible for visas under the Immigration and Nationality Act and have a parent who naturalized under specific sections of past immigration laws related to Filipino veterans. This act aims to facilitate the reunification of families of Filipino veterans who served during World War II.

The "Veterans 2nd Amendment Protection Act of 2025" prevents the Department of Veterans Affairs from sharing veterans' personal information with the national instant criminal background check system (NICS) based solely on the appointment of a fiduciary to manage their benefits. Information can only be shared if a judicial authority determines the veteran poses a danger to themselves or others.

The AM Radio for Every Vehicle Act of 2025 mandates that new passenger vehicles sold in the U.S. must include standard equipment capable of receiving AM broadcast signals within a few years of the law's enactment. This requirement aims to ensure drivers retain access to crucial emergency alerts, overriding conflicting state or local laws. The bill also directs the GAO to study the reliability of AM radio versus other emergency alert technologies in vehicles.

The "Flight 293 Remembrance Act" directs the Secretary of Defense, in coordination with the Secretary of Veterans Affairs, to create a database of Armed Forces members who died in non-combat military plane crashes since 1984, and to proactively provide their families with comprehensive support, resources, and personalized guidance to navigate benefits and services. This includes connecting families with community support networks and establishing a dedicated point of contact within the Department of Defense to assist them. The Act also ensures that all programs and activities funded under it adhere to non-discrimination policies and requires a report to Congress on the progress and effectiveness of these efforts.

The "JOBS Act of 2025" expands Federal Pell Grant eligibility to students enrolled in short-term job training programs (150-600 hours) that lead to credentials in high-demand fields. These programs must meet specific requirements, including alignment with industry needs and assurance from state boards. The act also requires accrediting agencies to assess the quality of these programs and mandates data sharing between the Departments of Education and Labor. Finally, the bill lowers the threshold for the minimum Federal Pell Grant from 10 percent to 5 percent.

The Fair Access to Banking Act aims to ensure equal access to financial services by preventing banks and credit unions from denying services to individuals or entities engaged in lawful activities based on subjective or politically motivated reasons. It sets requirements for banks with over $10 billion in assets, prohibiting them from denying services based on reputational risk and requiring them to justify denials with documented, risk-based standards. Furthermore, it mandates the destruction of existing federal records identifying silencer owners and establishes new serial number marking requirements for manufacturers.

The "Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act" expands Medicare coverage to include innovative multi-cancer early detection screening tests starting in 2028. These tests, which use genomic sequencing to detect multiple cancer types, will be covered for eligible beneficiaries with age and frequency limitations. The payment amount for these tests will initially align with that of multi-target stool screening DNA tests. This new coverage aims to improve early cancer detection without affecting existing Medicare-covered cancer screenings.

The Laken Riley Act mandates the detention of illegal aliens who commit theft, burglary, larceny, or shoplifting. It empowers state attorneys general to sue the Department of Homeland Security or the Secretary of State if they believe the state or its residents are harmed by violations of immigration enforcement or visa granting. The bill aims to ensure that these aliens are detained throughout their removal proceedings and to provide states with legal recourse against perceived failures in federal immigration enforcement.

The Southern Mongolian Human Rights Policy Act supports the human rights of Southern Mongolians in China, addresses religious freedom concerns, and aims to protect their culture and language. It directs the U.S. government to monitor and report on human rights abuses, consider sanctions against those responsible, and establish a Voice of America service in the Mongolian language. The act also encourages support for Southern Mongolian culture through the Smithsonian Institution and the Institute for Museum and Library Sciences, and promotes sustainable livelihoods by directing U.S. representatives in international financial institutions to support relevant projects.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to make the deduction for qualified business income permanent. This is achieved by eliminating the expiration date for this deduction. This change provides long-term tax certainty for small businesses.

The "Promoting Domestic Energy Production Act" amends the Internal Revenue Code to change how intangible drilling and development costs are calculated for adjusted financial statement income, specifically regarding depreciation and depletion expenses. It allows companies to deduct these costs, aligning financial statement income calculations more closely with taxable income calculations. These changes apply to taxable years starting after December 31, 2025.

This joint resolution nullifies a Department of Energy rule setting energy conservation standards for gas-fired instantaneous water heaters. By disapproving the rule, Congress prevents its enforcement.

The "No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2025" seeks to prohibit the use of federal funds for abortions and for health benefits coverage that includes abortion coverage, with exceptions for rape, incest, or to save the life of the mother. It clarifies that premium credits and cost-sharing reductions under the Affordable Care Act (ACA) cannot be used for health plans that include abortion coverage, allowing for separate purchase of abortion coverage without federal tax credits. The Act also requires health plans to transparently disclose the extent of abortion coverage and any related premium surcharges to enrollees.
