The "POSTAL Act" prevents the U.S. Postal Service from closing or downgrading processing and distribution centers if doing so would leave a state without one. A processing and distribution center is defined as a central mail facility that distributes mail, provides mail preparation instructions, dispatch schedules, and sorting plans, and is a sectional center facility, a general mail facility, or a dedicated mail processing facility without a station or branch. The term "State" includes a State or the District of Columbia.

This resolution formally expresses the Senate’s gratitude to the Joint Congressional Committee on Inaugural Ceremonies, law enforcement, and all personnel involved in the January 20, 2025, Presidential Inauguration. It commends these groups for their professionalism, resilience, and dedication in ensuring a safe and successful event despite unexpected logistical challenges.

The DRIVE Act of 2025 ensures that the Department of Veterans Affairs (VA) provides a mileage reimbursement rate for beneficiary travel that is at least equal to the federal rate provided to government employees. It also mandates that the VA process and pay these mileage allowances within 90 days of receiving a complete and accurate claim. The SALONS Stories Act aims to support domestic violence prevention by increasing grant funding to states that require cosmetologists and barbers to undergo training on recognizing and responding to signs of domestic violence, sexual assault, stalking, and dating violence. This training will equip them to refer clients to resources for victims. The Attorney General can increase grants to eligible states by up to 10% for up to three years, with $5,000,000 authorized annually from 2027 through 2033 for this purpose.

The Pharmacy Benefit Manager Transparency Act of 2025 aims to regulate pharmacy benefit managers (PBMs) by prohibiting unfair pricing practices, requiring transparency in pricing and reporting, and protecting whistleblowers who report violations. It mandates PBMs to disclose drug costs, fees, and payments received from drug manufacturers, and it empowers the FTC and state attorneys general to enforce the Act. The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The "End Double Taxation of Successful Consumer Claims Act" allows taxpayers to deduct attorney fees and court costs related to claims of consumer protection violations. This deduction applies to a broad range of violations under federal, state, and local laws, including those related to real estate, lending, credit, debt collection, product safety, and more. This change applies to attorney fees and court costs paid in taxable years ending after the enactment date of this Act, for judgments or settlements occurring in those taxable years.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. It mandates the appointment of dedicated attorneys to prosecute crimes against postal employees and directs the Sentencing Commission to update guidelines to ensure that assaulting or robbing a postal worker is treated as severely as assaulting a law enforcement officer.

The "Protecting Sensitive Locations Act" amends the Immigration and Nationality Act to limit immigration enforcement actions within 1,000 feet of sensitive locations like schools and places of worship, requiring supervisor consultation and discreet conduct. Exceptions are allowed only in cases of national security or public safety threats or medical emergencies. The Act mandates annual training, detailed reporting of enforcement actions, and evidence suppression for violations, enhancing oversight and accountability in immigration enforcement.

This resolution designates February 2025 as "Career and Technical Education Month" to recognize the vital role of CTE in preparing students for high-demand, skilled careers. It highlights the importance of workforce training in meeting modern economic needs and encourages educators, parents, and administrators to promote CTE as a valuable and respected educational pathway.

The "Air Guard STATUS Act of 2025" mandates the Secretary of the Air Force to establish a permanent tuition assistance program for Air National Guard members. This program will utilize existing federal law to cover tuition and expenses for eligible members who meet specific training requirements. This standardization aims to unify tuition assistance benefits across all military services.

The "Foreign Assistance Accountability and Oversight Act" establishes a Director of Foreign Assistance within the State Department to optimize the impact of foreign assistance by aligning resources with foreign policy goals, measuring effectiveness, and promoting transparency.
