The "Charitable Act" modifies and extends the deduction for charitable contributions for individuals who do not itemize deductions. For the 2026 and 2027 tax years, the deduction is capped at one-third of the standard deduction for the individual. The bill also eliminates a penalty related to this deduction. These changes are effective for taxable years beginning after December 31, 2025.

The Global Health, Empowerment and Rights Act seeks to ensure that foreign non-governmental organizations are eligible for assistance under part I of the Foreign Assistance Act of 1961, regardless of the health or medical services they provide, as long as those services adhere to specific guidelines. The Cleaner Air Spaces Act of 2025 authorizes the EPA to provide grants, up to $3,000,000 each, to air pollution control agencies for establishing cleaner air space programs in wildfire smoke-prone areas. These programs must partner with community organizations to establish clean air centers, distribute air filtration units to low-income households, and provide educational resources. The EPA will report to Congress on program implementation and effectiveness and authorizes $30,000,000 to be appropriated to carry out this section for fiscal years 2026 through 2028.

The "Wildland Firefighters Congressional Gold Medal Act" authorizes the Speaker of the House and the President Pro Tempore of the Senate to present a Congressional Gold Medal to wildland firefighters collectively, recognizing their service, sacrifice, and bravery. The Secretary of the Treasury will produce the medal, consulting with the National Interagency Fire Center on the design, and bronze duplicates will be made available for sale to the public. After the presentation, the medal will be given to the National Interagency Fire Center for display and research.

The "Fire Suppression and Response Funding Assurance Act" increases the federal government's share of fire management assistance to at least 75% of eligible costs. It also directs FEMA to create rules for recommending increased federal cost shares for disaster relief and updates FEMA's grant policy to allow reimbursement for pre-deployment of resources by state, local, and tribal governments before a major disaster.

The VA Home Loan Awareness Act of 2025 requires that the Uniform Residential Loan Application include a disclaimer informing applicants that they may qualify for a VA Home Loan if they have served in the military. It also requires the Comptroller General of the United States to conduct a study on whether lenders are including the disclaimer.

The "Miracle on Ice Congressional Gold Medal Act" authorizes the creation of three Congressional Gold Medals to honor the 1980 U.S. Olympic Men's Ice Hockey Team and their historic "Miracle on Ice" victory. These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame Museum, and the United States Olympic Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.

The Nuclear Waste Informed Consent Act requires the Secretary of Energy to obtain consent-based agreements from the governor of the state, affected local governments, any neighboring local government if nuclear waste will be transported through it, and affected Indian tribes before spending Nuclear Waste Fund money on repository activities. These agreements must be written, signed, binding, and can only be changed with everyone's consent.
