The GRACIE Act of 2025 aims to improve child welfare investigations by establishing a grant program within the Office of Juvenile Justice and Delinquency Prevention. These grants will support states in recording and securely storing child welfare interviews with children and adults for at least five years. The goal is to enhance transparency, accountability, and evidence collection in child protective services. Funds are to be used exclusively for costs associated with recording and retaining child welfare interviews.

The ENABLE Act permanently extends provisions that allow for increased contributions to ABLE accounts and rollovers from 529 education savings accounts, providing ongoing financial benefits for individuals with disabilities. It amends the Internal Revenue Code of 1986 to remove the expiration date for increased contributions and ensures the continuation of rollovers from 529 programs to ABLE programs indefinitely. The act also modifies retirement savings contribution definitions and repeals a paragraph from the SECURE 2.0 Act of 2022 to align with these changes. These amendments are effective for taxable years ending after the enactment date of this act and for distributions made after this enactment.

This bill aims to improve mental health services for veterans by addressing workforce challenges within the VA, enhancing Vet Center infrastructure and outreach, and tailoring programs to better meet the needs of women veterans. It also focuses on suicide prevention, mental health support for veterans with spinal cord injuries, and improved coordination between the VA and DoD for transitioning service members. The OPIOIDS Act allows the Attorney General to award grants to improve data collection and surveillance of opioid-related overdoses at the state, territorial, and local levels. It also provides grants to local law enforcement and forensic labs in high-overdose areas for training, system upgrades, and drug tracing. The Act mandates consistent data reporting standards for drug information and requires specific funding for the DEA's Fentanyl Signature Profiling Program.

The Simplifying Subcontracting Act requires prime contractors to use plain language when soliciting subcontracts, making it easier for small businesses to understand the solicitations. Prime contractors must confirm they will use plain writing in solicitations and include this requirement in all subcontracts. Failure to comply requires the contractor to issue a new solicitation in plain writing within 30 days. The Small Business Administration will issue regulations to implement these requirements within 90 days.

The "First Rhode Island Regiment Congressional Gold Medal Act" authorizes the creation of a Congressional Gold Medal to collectively honor the First Rhode Island Regiment for their heroic service during the Revolutionary War. This regiment, one of the first racially integrated units in American history, was composed of African American, Indigenous, and mixed-race soldiers. The gold medal will be presented to the Rhode Island State Library for public display and research, with the hope that it will also be exhibited at other locations associated with the Regiment. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Healthy Poultry Assistance and Indemnification Act of 2025" amends the Animal Health Protection Act to provide compensation to poultry growers and layers in areas under federal control due to animal health concerns. It mandates payments based on lost income, ensuring producers are compensated for flocks they were unable to raise during the control period. The compensation is capped to avoid duplication of benefits from other sources and must be paid within 60 days of request. This act aims to support poultry farmers affected by disease control measures.

The United States-Israel Defense Partnership Act of 2025 seeks to enhance the defense partnership between the United States and Israel through various initiatives. This includes establishing programs to counter unmanned systems, extend anti-tunnel and counter-unmanned aerial systems cooperation, and promote collaboration in emerging technologies. The act also directs the establishment of a Defense Innovation Unit office in Israel and assesses integrated air and missile defense in the United States Central Command region. Finally, it explores Israel's potential inclusion in the national technology and industrial base.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in logistical transactions of Iranian oil, gas, and petrochemical products. It mandates the President to block the property of sanctioned individuals and entities within the U.S. and deny them U.S. visas, with potential waivers based on national interest. The Act also establishes an Interagency Working Group to coordinate and enhance the enforcement of sanctions against Iran, and encourages the formation of a multilateral contact group with similar countries to coordinate international enforcement of sanctions against Iran. Finally, the Act amends the State Department Basic Authorities Act of 1956 to include identifying individuals or entities involved in activities that violate or evade sanctions under the Enhanced Iran Sanctions Act of 2025.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

This resolution expresses the Senate's opposition to deploying U.S. military assets or personnel to "take over" Gaza. The "Incentivizing Readiness and Environmental Protection Integration Sales Act of 2025" incentivizes land conservation by excluding from gross income the gains from sales of real property to qualified organizations for the purposes of the Readiness and Environmental Protection Integration (REPI) program. This exclusion applies to various real property interests, including remainder interests and restrictions on property use, as long as the sale aligns with Department of Defense REPI program goals. There are limitations to prevent short-term property speculation by pass-through entities, with exceptions for family-owned entities. This act aims to promote both military readiness and environmental protection through strategic land conservation.

The "Right to Contraception Act" establishes a statutory right for individuals to access and for health care providers to offer contraception, free from governmental restrictions or bans. It overrides any conflicting federal or state laws, ensuring access to contraception and related services, and allows legal recourse for violations of these rights. The Act aims to protect individual autonomy in making decisions about contraception and reproductive health.

The "Rural Health Focus Act" establishes an Office of Rural Health within the CDC to address the unique healthcare challenges faced by rural communities. This office will conduct research, develop programs, and provide grants to improve health outcomes and access to care in rural areas. The office will also work with other federal agencies to coordinate rural health initiatives and avoid duplication of effort.

The AM Radio for Every Vehicle Act of 2025 mandates that new passenger vehicles sold in the U.S. must include standard equipment capable of receiving AM broadcast signals within a few years of the law's enactment. This requirement aims to ensure drivers retain access to crucial emergency alerts, overriding conflicting state or local laws. The bill also directs the GAO to study the reliability of AM radio versus other emergency alert technologies in vehicles.

The "JOBS Act of 2025" expands Federal Pell Grant eligibility to students enrolled in short-term job training programs (150-600 hours) that lead to credentials in high-demand fields.
