Going forward, the President will appoint the Director with Senate approval, similar to other high-ranking officials in the Department of Justice, for a single 10-year term. The OPIOIDS Act allows the Attorney General to award grants to improve data collection and surveillance of opioid-related overdoses at the state, territorial, and local levels. It also provides grants to local law enforcement and forensic labs in high-overdose areas for training, system upgrades, and drug tracing. The Act mandates consistent data reporting standards for drug information and requires specific funding for the DEA's Fentanyl Signature Profiling Program.

The Simplifying Subcontracting Act requires prime contractors to use plain language when soliciting subcontracts, making it easier for small businesses to understand the solicitations. Prime contractors must confirm they will use plain writing in solicitations and include this requirement in all subcontracts. Failure to comply requires the contractor to issue a new solicitation in plain writing within 30 days. The Small Business Administration will issue regulations to implement these requirements within 90 days.

The "Healthy Poultry Assistance and Indemnification Act of 2025" amends the Animal Health Protection Act to provide compensation to poultry growers and layers in areas under federal control due to animal health concerns. It mandates payments based on lost income, ensuring producers are compensated for flocks they were unable to raise during the control period. The compensation is capped to avoid duplication of benefits from other sources and must be paid within 60 days of request. The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.
