The SAFE for America Act of 2025 eliminates the Diversity Visa Program, which makes visas available to persons from countries with low rates of immigration to the United States. This is achieved through repealing subsection (c) of Section 203 of the Immigration and Nationality Act. The Act also makes corresponding technical amendments to other sections of the Immigration and Nationality Act to reflect this change. These changes would take effect beginning October 1, 2025.

The "Protect Medicaid Act" prohibits federal Medicaid funding for state administrative costs associated with providing healthcare benefits to unauthorized immigrants. It requires a report from the Inspector General of the Department of Health and Human Services on how states that offer health benefits to non-lawfully admitted noncitizens handle Medicaid program administration costs separately. The report will also cover how these states fund programs for non-lawfully admitted noncitizens and analyze the impact of these non-lawfully admitted noncitizens receiving outpatient drugs purchased under the Medicaid Drug Rebate Program or the 340B drug discount program.

The "No Kill Switches in Cars Act" repeals a section of the Infrastructure Investment and Jobs Act. The repealed section required the Department of Transportation to create a rule mandating that all new cars have advanced drunk and impaired driving prevention technology. This bill prohibits the government from requiring car manufacturers to install kill switches in vehicles.

The "HALT Fentanyl Act" permanently classifies fentanyl-related substances as Schedule I drugs under the Controlled Substances Act, streamlining research registration processes while maintaining controls. It also updates penalties for trafficking, importing, and exporting fentanyl-related substances, treating them similarly to fentanyl analogues. Additionally, the Act addresses technical errors in previous legislation and mandates the Attorney General to issue rules for implementation.

The "Unborn Child Support Act" allows mothers to seek child support payments starting from the first month of conception. These payments can be collected retroactively and the amount will be determined by a court, considering the best interests of both the mother and child. The mother must consent to paternity establishment, and no measures can risk harm to the unborn child. This act defines "unborn child" as any human being at any stage of development carried in the womb.

The "Criminal Alien Gang Member Removal Act" amends immigration law to define "criminal gang" and broadens the criteria for inadmissibility and deportability to include alien gang members. It allows the Secretary of Homeland Security to designate groups as criminal gangs, subject to Congressional notification and judicial review, and mandates the detention of inadmissible or deportable gang members. The Act also restricts asylum, temporary protected status, special immigrant juvenile visas, and parole eligibility for gang members, and applies retroactively.

This bill establishes a commission to study the feasibility of creating a National Museum of Italian American History and Culture in Washington, D.C. The commission will develop recommendations for a plan of action, including a fundraising plan to support the museum's establishment, operation, and maintenance without federal funds. The commission will submit reports to the President and Congress, and will conclude 30 days after submitting its final reports. No federal funds will be used for the commission's work.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The "Protecting Women’s Private Spaces Act" restricts access to single-sex facilities on federal property to individuals whose biological sex corresponds to the facility's designation. Biological sex is defined as the biological determination of male or female, based on reproductive systems. Exceptions are provided for emergency medical personnel and law enforcement officers in specific situations. "Single-sex facilities" are defined as restrooms, locker rooms, and changing rooms.

This bill stops the distribution of China Daily, a Chinese Communist Party propaganda outlet, in House buildings. It prevents the Chief Administrative Officer from distributing these publications or using internal mail for their delivery, aiming to protect the House from foreign influence. The policy does not restrict private subscriptions by individuals, access through public facilities, or collection by the Library of Congress. The bill defines a CCP-controlled publication as one registered under the Foreign Agents Registration Act and controlled by the Chinese Communist Party.

The Dismantle DEI Act of 2025 aims to immediately rescind diversity, equity, and inclusion (DEI) mandates across the federal government, including shutting down related offices and banning specific ideological training for federal personnel and contractors. The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. Furthermore, it establishes strong enforcement mechanisms, allowing individuals to sue violators and seek financial penalties for non-compliance.

The "Ensuring Justice for Victims of Partial-Birth Abortion Act" mandates the Attorney General to investigate potential violations of the partial-birth abortion ban, including the remains of five babies discovered in Washington, D.C., and requires mandatory reporting of violations by healthcare workers. It also directs the Attorney General to produce an annual report on enforcement actions related to the partial-birth abortion ban and tasks the Comptroller General with reviewing past enforcement actions and providing recommendations for improvement.

The "PROTECTS Act of 2025" prohibits federal funds from being used for gender transition procedures for individuals under 18, including surgeries and hormone therapies, with exceptions for certain medical conditions and genetic disorders. The bill defines "sex" as biologically determined male or female based on reproductive systems.

The "Dignity for Aborted Children Act" requires abortion providers to offer patients the option to take possession of fetal remains for burial or cremation, or to have the provider arrange for interment or cremation. Abortion providers must obtain consent, maintain records, and submit annual reports on abortion procedures and fetal tissue disposal. Non-compliance can result in significant penalties, but patients are protected from prosecution.

Recognizes and supports Catholic schools in the United States for their academic excellence, diverse communities, and values-based education. Designates January 26, 2025, to February 1, 2025, as National Catholic Schools Week, celebrating the commitment of Catholic schools, students, parents, and teachers to academic excellence and community service.

The "Pregnancy Is Not an Illness Act of 2025" prevents the Department of Health and Human Services from classifying pregnancy as an illness when approving abortion drugs or setting risk management strategies for these drugs. It invalidates any prior abortion drug approvals that were based on classifying pregnancy as an illness, including the approval of mifepristone.

The "Parental Notification and Intervention Act of 2025" requires parental notification before an abortion can be performed on an unemancipated minor, with exceptions for medical emergencies or court waivers. It allows parents to sue in federal court to stop an abortion from occurring. States can enact stricter parental notification or intervention laws. The act would take effect immediately upon becoming law.

The "Safeguarding American Workers Benefits Act" amends the Internal Revenue Code to modify Social Security number (SSN) requirements for the Child Tax Credit and the Earned Income Tax Credit. It mandates that to claim these credits, the SSN must be issued by the Social Security Administration to a U.S. citizen or someone authorized to work in the U.S. These modifications will be effective for taxable years beginning after December 31, 2025.
