This bill redesignates the Great Falls Scenic Overlook Trail Bridge and Overlook Park within the Paterson Great Falls National Historical Park in honor of Congressman Bill Pascrell, Jr. The facilities will be renamed the Bill Pascrell, Jr. Scenic Overlook Trail Bridge and the Bill Pascrell, Jr. Overlook Park, respectively. Any reference to the former names in any law, map, regulation, document, or record of the United States shall be considered a reference to the new names.

This bill recognizes May as Asian American, Native Hawaiian, and Pacific Islander Heritage Month, celebrating the significant contributions of these communities to the history and diversity of the United States. It acknowledges key milestones and the ongoing importance of these groups in various sectors, while also addressing historical discrimination and recent legislative efforts to combat hate crimes.

This bill recognizes the cultural and historical significance of Cinco de Mayo as an important date for Mexican and Mexican-American communities. It commemorates the Mexican victory over the French at the Battle of Puebla on May 5, 1862, symbolizing the right to self-determination. The bill encourages the House of Representatives to recognize the historic struggle of the people of Mexico for independence and freedom and encourages the people of the United States to observe Cinco de Mayo with appropriate ceremonies and activities.

The "Improving Helicopter Safety Act of 2025" restricts civil helicopter flights within a 20-mile radius of the Statue of Liberty National Monument, with exceptions for public health and safety, infrastructure maintenance, and news organizations. The FAA administrator is directed to update regulations within 90 days to meet the requirements of this act. This goes into effect 60 days after enactment.

The Arctic Refuge Protection Act seeks to reinstate protections for the Arctic National Wildlife Refuge by repealing the 2017 law that opened the area to oil and gas development. It further designates approximately 1.5 million acres of the Refuge as wilderness, ensuring its preservation under the National Wilderness Preservation System. Ultimately, the Equality Act seeks to provide consistent and comprehensive protections against discrimination for LGBTQ+ individuals and women across various sectors.

This bill amends the Social Security Act to limit the amount beneficiaries pay in coinsurance for certain services received in ambulatory surgical centers. Specifically, it ensures that the coinsurance amount for facility services during a year for a surgical procedure does not exceed the inpatient hospital deductible under section 1813(b) of the Social Security Act. If the coinsurance exceeds the inpatient hospital deductible, the bill mandates a reduction in the coinsurance amount to match the deductible, with the government covering the difference to the service supplier. These provisions are set to take effect for services provided on or after January 1, 2026.

The Clean Ocean and Safe Tourism Anti-Drilling Act of 2025 prohibits the Department of Interior from issuing leases for oil, natural gas, or mineral exploration in the North Atlantic, Mid-Atlantic, South Atlantic, and Straits of Florida planning areas of the Outer Continental Shelf. The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in Iran's energy sector and those who provide financial support for its destabilizing activities. It mandates sanctions on foreign entities involved in processing, exporting, or selling Iranian oil, gas, and petrochemicals, while also establishing an interagency working group to coordinate and enforce these sanctions. The Act also amends existing legislation to require the identification of individuals involved in sanctionable activities or sanctions evasion related to Iranian oil and gas sales.

The American Family Act establishes a refundable child tax credit with monthly advance payments, providing up to $300 per month per child, and creates a $500 tax credit for other dependents. The amount of the credit is reduced based on the taxpayer's income, with initial reductions starting at $150,000 for joint returns. The IRS will make monthly advance payments and establish an online portal for taxpayers to manage their payments and provide necessary information. This act terminates the existing annual child tax credit after 2024 and aims to provide regular financial support to families.

The Gas-Operated Semi-Automatic Firearms Exclusion (GOSAFE) Act restricts the import, sale, manufacture, transfer, and possession of certain gas-operated semi-automatic firearms and large capacity ammunition feeding devices, while providing exceptions for governmental use, certain pre-existing firearms, and transfers to immediate family members. The bill also allows Byrne grants to be used for buy-back programs for these firearms and devices, and establishes penalties for violations, as well as a process for determining which firearms are prohibited, including manufacturer applications and judicial review. Finally, the bill establishes a "Firearm Safety Trust Fund" in the Treasury, using taxes collected by the ATF to fund the requirements of this act.

The "Raise the Wage Act of 2025" aims to increase the federal minimum wage to $17.00 per hour over five years, after which it will be annually adjusted based on the median hourly wage of all employees. The bill also gradually raises the minimum wage for tipped employees until it matches the standard minimum wage, while ensuring they retain all tips. Additionally, it increases and then eliminates the subminimum wage for newly hired employees under 20 and individuals with disabilities, promoting fair wages for all workers.

The "Tax Fairness for Workers Act" permits employees to deduct union dues and other employee business expenses above-the-line, bypassing previous deduction limitations. This change is achieved by amending sections of the Internal Revenue Code of 1986, specifically 62(a)(1) and 67(g). These amendments will be effective for taxable years beginning after December 31, 2024.

The "No Tax Breaks for Union Busting (NTBUB) Act" aims to eliminate tax deductions for employer expenses used to influence employees' decisions regarding unionizing and collective bargaining. It defines "labor organization activity" broadly, encompassing elections, disputes, and collective actions. The bill mandates detailed reporting of such activities, with significant penalties for non-compliance, and directs the Treasury Secretary to issue implementing guidance. This would apply to expenses incurred more than 240 days after the bill's enactment.

The "Workplace Violence Prevention for Health Care and Social Service Workers Act" directs the Secretary of Labor to establish an occupational safety and health standard requiring healthcare and social service employers to develop and implement comprehensive workplace violence prevention plans. This standard aims to protect workers from workplace violence through risk assessment, hazard prevention, incident reporting, employee training, and recordkeeping. The bill also extends these requirements to certain facilities receiving Medicare funds, ensuring broader coverage and compliance.

The "Armenian Genocide Education Act" directs the Librarian of Congress to develop and implement a program to support Armenian Genocide education by creating resources, offering teacher training, and encouraging the inclusion of these resources in school curriculums. The Act authorizes the Librarian of Congress to collect and manage donations to support these activities and requires an annual report to Congress on the program's progress. It also authorizes $2,000,000 in appropriations for fiscal year 2026 and each of the following four fiscal years to implement the Act.

The "Protect America's Workforce Act" nullifies a 2025 executive order that limited federal labor-management relations programs. It prevents the enforcement of the executive order and prohibits the use of federal funds for its implementation.
