The "Banning Strategic Petroleum Reserve Oil Exports to Foreign Adversaries Act" prohibits the Secretary of Energy from selling or exporting petroleum products from the Strategic Petroleum Reserve to China, North Korea, Russia, Iran, or any entities controlled by them, including the Chinese Communist Party. The Secretary of Energy can waive this prohibition if it is deemed to be in the national security interest of the United States. A rule to carry out this section must be issued within 60 days of the enactment of this Act.

The "Colonel Young Oak Kim Congressional Gold Medal Act" authorizes the posthumous presentation of a Congressional Gold Medal to Colonel Young Oak Kim, recognizing his distinguished military service, leadership, and extensive humanitarian work. This includes his service in World War II and the Korean War, as well as his founding of numerous community organizations in Los Angeles. The Act also includes provisions related to jurisdiction in injury or death cases, participation in compensation plans, and compliance with environmental standards. Additionally, it sets requirements for non-U.S. citizens irregularly engaging in domestic coastwise trade.

This bill reaffirms the strong alliance between the United States and the Republic of Korea, emphasizing its importance for security, economic growth, and shared values. It recognizes the deep economic ties, the contributions of Korean Americans, and continued commitment to the Mutual Defense Treaty. The Noncontiguous Shipping Competition Act exempts certain noncontiguous trade from coastwise laws if specific conditions are not met. The exemption applies unless at least three independent owners operate coastwise-qualified vessels on the route, each transporting at least 20% of the goods volume. This aims to foster competition in shipping to noncontiguous areas.

The "Noncontiguous Shipping Reasonable Rate Act of 2024" aims to regulate shipping rates for goods transported to and from noncontiguous areas of the United States, such as Hawaii, Alaska, and Puerto Rico. It amends existing law to define a reasonable rate as one that is within 10% of a comparable international ocean rate index recognized by the Federal Maritime Commission. The BEACH Act of 2025 reauthorizes funding for state and local programs that monitor coastal recreation water quality and notify the public of potential contamination. It broadens water quality monitoring to include upstream waters and allows grant funds to identify pollution sources. The act also extends the authorization of appropriations through 2029 and requires the EPA to update guidance on water contamination testing technology.

It directs the President to develop a detailed partnership strategy, encourages increased staffing and strategic communication, and enhances coordination with allies. Additionally, it focuses on resource and economic development, environmental and disaster resilience, ocean and environmental sustainability, and enhanced technology and connectivity, with significant funding allocated to support these initiatives.

The "Security First Act" aims to bolster border security by increasing funding for the Operation Stonegarden grant program, designating funds for technology and equipment procurement, and establishing a trust fund. It mandates a report assessing whether Mexican drug cartels and criminal gangs should be designated as foreign terrorist organizations, and requires the Secretary of Homeland Security to analyze and update technology needs for border security along the Southwest border. Additionally, the Act requires a report on the Department of Homeland Security's hiring practices from 2018 to 2024.

This bill prohibits the use of federal funds to support or facilitate the participation of the Russian Federation in any Group of Seven (G7) proceeding. It also blocks federal funding for reconstituting a Group of Eight (G8) that includes Russia. The goal of the bill is to restrict the Russian Federation's involvement in these international forums.

The "Rosie the Riveter Commemorative Coin Act" directs the Department of Treasury to mint and issue gold, silver, and half-dollar coins in 2028 to honor the women who contributed to the World War II Home Front. The coin designs will represent the legacy of these women, with input from the Rosie the Riveter Trust, the Commission of Fine Arts, and the Citizens Coinage Advisory Committee. Surcharges from the coin sales will go to the Rosie the Riveter Trust to support the Rosie the Riveter WWII Home Front National Historical Park and educational programs. This act ensures that the coin minting incurs no net cost to the government and recognizes the invaluable contributions of women during WWII.
