The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. The CARTEL Act of 2025 mandates U.S. Customs and Border Protection to publish detailed monthly reports on various border security operational statistics, including alien encounters, drug seizures, and terrorist watchlist matches. The "Semiconductor Technology Advancement and Research Act of 2025" or "STAR Act of 2025" incentivizes domestic semiconductor design by adding qualified semiconductor design expenditures to the advanced manufacturing investment credit. This includes a 25% tax credit for these expenditures, covering in-house and contract design expenses for semiconductor design conducted in the United States. This credit aims to boost innovation and development in semiconductor technology. The credit will terminate for construction beginning or expenditures made after December 31, 2036.

The Illegitimate Court Counteraction Act imposes sanctions on individuals and their families who assist the International Criminal Court (ICC) in investigating, arresting, detaining, or prosecuting "protected persons," which include U.S. citizens, military personnel, government officials, and citizens/residents of U.S. allies not consenting to the ICC. It requires the President to block the property of those who aid the ICC, deny them entry into the U.S., and rescinds any funds for the ICC. The bill allows for waivers of these sanctions if vital to U.S. national security and termination of sanctions if the ICC ceases action against protected persons.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to permanently extend the deduction for qualified business income. This removes the previous expiration date, providing long-term tax certainty for eligible businesses. The change applies to taxable years beginning after December 31, 2025.

The "No Medicaid for Illegal Immigrants Act of 2025" amends the Social Security Act to prohibit states from using Medicaid funds to provide medical assistance to aliens not lawfully admitted for permanent residence in the U.S. This restriction does not apply to assistance already covered under section 1903(v)(2) of the Social Security Act.

It also makes necessary technical adjustments to Title 31 of the United States Code, specifically sections related to financial recordkeeping and reporting of currency and foreign transactions, to reflect the repeal.

This bill designates the United States Postal Service facility located at 107 North Hoyne Avenue in Fritch, Texas, as the "Chief Zeb Smith Post Office." Any reference to this facility will now refer to it as the Chief Zeb Smith Post Office.

The "National Law Enforcement Officers Remembrance, Support and Community Outreach Act" aims to support the National Law Enforcement Museum's programs for community outreach, public education, and officer safety and wellness through grants to the National Law Enforcement Officers Memorial Fund. The act authorizes \$6,000,000 to be appropriated to the Secretary of the Interior for each of the first 7 fiscal years after the law is enacted. It requires annual progress reports to ensure accountability and transparency in the use of funds. The Act allows the Secretary to use funds to continue activities the National Law Enforcement Museum was already doing when this law was enacted.

The "Grant Integrity and Border Security Act" mandates that applicants for federal grants must certify they have not, are not, and will not violate laws against bringing in or harboring undocumented immigrants. The Act allows federal agencies to withhold funds from grantees found in violation of immigration laws. It also requires the Attorney General to provide information on individuals convicted or suspected of violating these laws.

The "REMAIN in Mexico Act of 2025" mandates the Secretary of Homeland Security to reinstate and enforce the Migrant Protection Protocols, as previously outlined in the 2019 Policy Guidance. This requires migrants and asylum seekers to remain in Mexico while awaiting U.S. immigration proceedings.

This bill renames the Department of Veterans Affairs community-based outpatient clinic in Lubbock, Texas, to the "General Bernie Mittemeyer VA Clinic". All official references to the clinic will reflect this new name.

The Laken Riley Act mandates the detention of illegal aliens who commit theft, burglary, larceny, or shoplifting. It empowers state attorneys general to sue the Department of Homeland Security or the Secretary of State for failing to enforce immigration laws, including those related to detention and removal.
