The "Semiconductor Technology Advancement and Research Act of 2025" or "STAR Act of 2025" incentivizes domestic semiconductor design by adding qualified semiconductor design expenditures to the advanced manufacturing investment credit. This includes a 25% tax credit for these expenditures, covering in-house and contract design expenses for semiconductor design conducted in the United States. The "Holocaust Education and Antisemitism Lessons Act" directs the United States Holocaust Memorial Museum to conduct a study on Holocaust education efforts in schools across the country. The study will assess curriculum requirements, teaching methods, materials used, and how students' knowledge and recognition of antisemitism are evaluated. A report on the study's findings must be submitted to Congress.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to permanently extend the deduction for qualified business income. This removes the previous expiration date, providing long-term tax certainty for eligible businesses. The change applies to taxable years beginning after December 31, 2025.

The "No Medicaid for Illegal Immigrants Act of 2025" amends the Social Security Act to prohibit states from using Medicaid funds to provide medical assistance to aliens not lawfully admitted for permanent residence in the U.S. This restriction does not apply to assistance already covered under section 1903(v)(2) of the Social Security Act.

The CONTAINER Act aims to enhance border security by enabling border states to place temporary, movable structures on federal land along the U.S. border. States must notify the relevant Secretary 45 days in advance of placement. These structures can be maintained for up to a year, with possible extensions if border control is not yet achieved.

This bill asserts the constitutional right of states to defend themselves against invasion, citing the situation at the southern border from 2021-2024 as an invasion by cartels, terrorists, and criminal elements. It criticizes the Biden administration's border policies and claims the federal government failed to protect southern border states, thus empowering states to take defensive action.

The "Repealing Big Brother Overreach Act" repeals the Corporate Transparency Act, eliminating the requirement for companies to report beneficial ownership information to the Financial Crimes Enforcement Network (FinCEN). It also makes necessary technical adjustments to Title 31 of the United States Code, specifically sections related to financial recordkeeping and reporting of currency and foreign transactions, to reflect the repeal.

The "REMAIN in Mexico Act of 2025" mandates the Secretary of Homeland Security to reinstate and enforce the Migrant Protection Protocols, as previously outlined in the 2019 Policy Guidance. This requires migrants and asylum seekers to remain in Mexico while awaiting U.S. immigration proceedings.

The "National Law Enforcement Officers Remembrance, Support and Community Outreach Act" aims to support the National Law Enforcement Museum's programs for community outreach, public education, and officer safety and wellness through grants to the National Law Enforcement Officers Memorial Fund. The act authorizes \$6,000,000 to be appropriated to the Secretary of the Interior for each of the first 7 fiscal years after the law is enacted. It requires annual progress reports to ensure accountability and transparency in the use of funds. The Act allows the Secretary to use funds to continue activities the National Law Enforcement Museum was already doing when this law was enacted.

This bill designates the United States Postal Service facility located at 107 North Hoyne Avenue in Fritch, Texas, as the "Chief Zeb Smith Post Office." Any reference to this facility will now refer to it as the Chief Zeb Smith Post Office.

This bill renames the Department of Veterans Affairs community-based outpatient clinic in Lubbock, Texas, to the "General Bernie Mittemeyer VA Clinic". All official references to the clinic will reflect this new name.

The "Grant Integrity and Border Security Act" mandates that applicants for federal grants must certify they have not, are not, and will not violate laws against bringing in or harboring undocumented immigrants. The Act allows federal agencies to withhold funds from grantees found in violation of immigration laws. It also requires the Attorney General to provide information on individuals convicted or suspected of violating these laws.

The Laken Riley Act mandates the detention of illegal aliens who commit theft, burglary, larceny, or shoplifting. It empowers state attorneys general to sue the Department of Homeland Security or the Secretary of State for failing to enforce immigration laws, including those related to detention and removal. The bill defines grounds for legal action and requires expedited court proceedings.

The "No Bailout for Sanctuary Cities Act" aims to withhold certain federal funds from state and local governments deemed "sanctuary jurisdictions" that obstruct the sharing of immigration status information or compliance with detainment requests from Homeland Security. These jurisdictions would be ineligible for federal funds intended to benefit individuals in the U.S. without legal immigration status. The Department of Homeland Security is required to report annually to the House and Senate Judiciary Committees on non-compliant states and local governments.

The "Protecting our Communities from Sexual Predators Act" amends the Immigration and Nationality Act to broaden the scope of individuals who can be detained and deported. It includes those who have committed sexual assault offenses, making them inadmissible to the U.S. and subject to deportation. This expansion applies to individuals who have been charged with, arrested for, or convicted of sexual assault, as well as those who admit to committing such acts.
