The HELPER Act of 2025 establishes a new FHA mortgage insurance program to assist first responders, educators, and law enforcement officers in purchasing homes. This program offers eligible first-time homebuyers 100% financing with no down payment required. Instead of monthly premiums, borrowers pay an upfront FHA insurance premium at closing.

The Fair and Open Competition Act of 2025 ensures fair competition on federally funded construction projects by prohibiting the government from requiring or penalizing bidders based on union agreements. This legislation aims to keep federal agencies neutral in labor relations while promoting cost savings and opening opportunities for all businesses. Exceptions to this neutrality rule are strictly limited to specific public health, safety, or national security emergencies.

The Major Richard Star Act ensures that military retirees with combat-related disabilities can receive both their military retirement pay and VA disability compensation concurrently without reduction. This law removes previous restrictions that caused military retirement pay to be offset by VA disability payments for these specific cases. The changes take effect on the first day of the month following the Act's enactment.

The Maintaining Cooperative Permitting Act of 2025 secures the existing state-run dredge and fill material permitting programs for Michigan, New Jersey, and Florida, preventing the EPA from unilaterally withdrawing approval for these specific programs. It establishes a 90-day transition period for Florida permitting authority and clarifies the process for approving future state programs similar to these established ones. Essentially, the bill locks in the current cooperative federalism structure for wetland permitting in these three states.

The Military Spouse Hiring Act amends the Internal Revenue Code to expand eligibility for the Work Opportunity Tax Credit (WOTC). This change allows employers to claim the tax credit for hiring qualified military spouses. A qualified military spouse is defined as someone certified as being married to a member of the U.S. Armed Forces.

This bill, the Donut Dollies Congressional Gold Medal Act, directs the striking of a Congressional Gold Medal to honor the American Red Cross volunteers who served in the Supplemental Recreation Activities Overseas (SRAO) program during the Vietnam War. These volunteers, known as "Donut Dollies," provided crucial morale support to troops on the front lines. The original medal will be presented on behalf of Congress and ultimately housed at the Smithsonian Institution, with provisions made for selling bronze duplicates.

The Homeland Heroes Pay Act provides continuing appropriations for Customs and Border Protection agents and officers, as well as Immigration and Customs Enforcement officers and agents. These funds will cover salaries and expenses for essential duties such as border security, immigration enforcement, and combating criminal operations. Funding will continue until a regular appropriation is enacted for these purposes.

The JUDGES Act of 2025 aims to address the increasing caseloads in district courts by creating new judgeships in multiple states over the next decade, as well as a temporary judgeship in the Eastern District of Oklahoma. It also authorizes appropriations to support these new positions and adjusts the organization of district courts in Texas and California. Additionally, the Act mandates Government Accountability Office (GAO) reports to evaluate workload measures, judicial activities, and the effectiveness of policies regarding senior judges, as well as the needs and efforts to acquire federal detention space. Finally, the Act ensures public accessibility to the Judicial Conference's recommendations for Article III judgeships by requiring the Administrative Office of the U.S. Courts to publish these reports on its website.

The "Project Safe Neighborhoods Reauthorization Act of 2025" reauthorizes and modifies the Project Safe Neighborhoods Grant Program, allowing funds to be used for hiring crime analysts, covering overtime costs, and acquiring technology to reduce violent crime. It extends the program's authorization through fiscal year 2030 and supports multi-jurisdictional task forces. Additionally, it mandates the Attorney General to submit annual reports to the Judiciary Committees detailing fund expenditures, community outreach, and violent crime statistics in areas using program funds.

This bill nullifies the Environmental Protection Agency's rule on greenhouse gas emissions from power plants. The rule targeted new, modified, and reconstructed fossil fuel-fired electric generating units. It also set emission guidelines and repealed the Affordable Clean Energy Rule.

The "Maintaining Investments in New Innovation Act" amends the Social Security Act's definition of "qualifying single source drug" to include advanced drugs using genetically targeted technology. This update applies to drugs that can modify gene function, potentially impacting drug pricing and access regulations under the Act.

This bill directs the Joint Committee on the Library to procure a statue of Benjamin Franklin for permanent display within the United States Capitol. The statue is required to be acquired by the end of 2025 and installed in a publicly accessible location by December 31, 2026.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The American Victims of Terrorism Compensation Act amends the Justice for United States Victims of State Sponsored Terrorism Act to increase funding for victims of state-sponsored terrorism by redirecting forfeited assets and penalties into the United States Victims of State Sponsored Terrorism Fund. It mandates specific deposit timelines for forfeited funds, requires annual pro rata payments to eligible claimants beginning in 2026, and enhances transparency through detailed annual reports on fund activity. The Act also allows for the use of Department of Justice personnel to aid in the administration of the fund and ensures a supplemental payment to those already approved for fifth-round payments.

The "Accelerating Kids Access to Care Act of 2025" streamlines the enrollment process for out-of-state healthcare providers in Medicaid and CHIP, ensuring children under 21 have access to care from eligible providers across state lines. By reducing administrative burdens and unnecessary screening requirements, the Act aims to improve healthcare access for children while maintaining necessary safeguards against fraud and abuse. Participating providers will be enrolled for a 5-year period, and the changes will take effect three years after the Act's enactment.

The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. It also directs the Federal Trade Commission to study and report on country-of-origin labeling enforcement for U.S. flags, aiming to improve enforcement and deter violations.

This resolution designates February 15–22, 2025, as "National FFA Week" to honor the National FFA Organization’s vital role in cultivating the next generation of agricultural leaders. It celebrates the organization’s commitment to personal growth and career readiness while commemorating the 90th anniversary of the New Farmers of America and the 75th anniversary of the FFA’s federal charter.

The "One Flag for All Act" generally prohibits the display of flags other than the U.S. flag on the exterior or in public areas of covered federal buildings. There are explicit exceptions for flags such as POW/MIA flags, state flags displayed at a Member of Congress's office, flags representing the Armed Forces, flags of historical significance, and flags representing local jurisdictions where the building is located. The bill defines "covered public buildings" broadly, including federal buildings, Senate and House buildings, military installations, and U.S. embassies and consulates.

The Local Radio Freedom Act expresses Congressional opposition to imposing new performance fees, taxes, or royalties on local radio stations and businesses for playing music. It argues that the current system of free airplay provides essential promotional value to artists and that new fees would threaten the financial viability of local broadcasters and the vital community services they provide.
