The Federal Workforce Freedom Act prohibits federal employees from organizing or participating in labor unions for collective bargaining purposes. This legislation immediately terminates all existing collective bargaining agreements between federal agencies and unions. Furthermore, the Act repeals Chapter 71 of title 5 of the U.S. Code, which previously governed federal labor-management relations.

The Public Health Improvement Act establishes term limits for the Directors of the CDC and NIH, restricts the scope of the CDC's strategic plan, and restructures the appointment process for the CDC's advisory committee. It also clarifies the Secretary of HHS's authority to regulate communicable disease vectors and requires Congressional approval for extending public health emergencies. Finally, the Act mandates the transfer of several key public health offices from the CDC to the NIH within two years.

The Protecting Life and Integrity in Research Act of 2025 prohibits all federal funding and support for research utilizing human fetal tissue obtained as a result of an induced abortion. The bill restricts federal agencies to only conducting or supporting research using tissue obtained after a miscarriage or stillbirth, subject to new regulations. Furthermore, it makes it illegal for individuals to solicit or knowingly accept donations of human fetal tissue obtained pursuant to an induced abortion.

The Guarding American Technology from Exploitation (GATE) Act of 2025 prohibits U.S. National Laboratories from granting access to foreign nationals from China, Russia, Iran, North Korea, or Cuba, regardless of the length of their intended visit. This immediate ban applies to both current and future visitors and assignees from these specified countries. Exceptions can only be granted by the Secretary of Energy if they certify that the benefit to the U.S. outweighs the national security risks, following consultation with the FBI. Any granted waiver must be reported to Congress within 30 days.

The Justice for Murder Victims Act amends Title 18 of the United States Code to allow prosecution for homicide regardless of the time between the act/omission and the victim's death, while maintaining the standard statute of limitations. It prohibits the death penalty if the death occurs more than 1 year and 1 day after the act/omission, and specifies that first-degree murder in such cases will be punishable by imprisonment for any term of years or for life. This amendment applies to acts or omissions occurring after the enactment of this law.

This bill prohibits "natural asset companies"—entities that own the rights to ecological performance of land—from entering into any agreement concerning land or natural assets located within the State of Utah. Essentially, it bans these specific types of corporations from making deals involving Utah property or its underlying resources.

This joint resolution nullifies an Internal Revenue Service (IRS) rule concerning gross proceeds reporting by brokers involved in digital asset sales. By disapproving the rule, the resolution prevents the IRS from implementing new reporting requirements for digital asset transactions. This joint resolution disapproves of and nullifies the National Park Service rule concerning motor vehicle usage within Glen Canyon National Recreation Area.

The "No Bailout for Sanctuary Cities Act" aims to defund sanctuary jurisdictions, defined as those that obstruct the sharing of immigration status information or compliance with federal detainment requests, by making them ineligible for certain federal funds. This act requires the Department of Homeland Security to report annually to Congress, identifying non-compliant jurisdictions.

The "Ending China's Unfair Advantage Act of 2025" restricts U.S. funding to the Montreal Protocol and the UN Framework Convention on Climate Change until China is no longer considered a developing country under the Montreal Protocol and is included in Annex I of the UN Framework Convention. This bill aims to address what the Act describes as unfair advantages China receives in international environmental agreements.

The ENABLE Act permanently extends provisions that allow for increased contributions to ABLE accounts and rollovers from 529 education savings accounts, providing ongoing financial benefits for individuals with disabilities. It amends the Internal Revenue Code of 1986 to remove the expiration date for increased contributions and ensures the continuation of rollovers from 529 programs to ABLE programs indefinitely. The act also modifies retirement savings contribution definitions and repeals a paragraph from the SECURE 2.0 Act of 2022 to align with these changes. These amendments are effective for taxable years ending after the enactment date of this act and for distributions made after this enactment.

The "Chemical Tax Repeal Act" repeals excise taxes on specific taxable chemicals and substances listed under subchapters B and C of Chapter 38 of the Internal Revenue Code of 1986. This repeal is set to take effect on January 1, 2025.

The "Death Tax Repeal Act of 2025" eliminates both estate and generation-skipping transfer taxes, while also modifying gift tax laws. It adjusts gift tax calculations, addresses transfers in trust, sets an initial $10,000,000 amount for calculating tentative tax, and adjusts for inflation. These changes apply to estates of decedents dying, generation-skipping transfers occurring, and gifts made on or after the enactment date of this Act.

The "Protecting Access for Hunters and Anglers Act of 2025" prevents the Department of Interior and Department of Agriculture from banning or regulating lead ammunition and fishing tackle on federal lands and waters open to hunting and fishing. An exception is allowed in specific areas where lead is scientifically proven to be the primary cause of wildlife population decline, but any restrictions must align with state laws or have the approval of the state's fish and wildlife department. The reasoning for any such prohibition or regulation must be published in the Federal Register.

The "National Right-to-Work Act" aims to protect individual employees' rights to choose whether or not to join or support a labor union. It amends the National Labor Relations Act and the Railway Labor Act to eliminate mandatory union membership or fees as a condition of employment. This ensures that employees cannot be forced to join or contribute to a union against their will. The changes apply to agreements made or renewed after the Act's enactment.

This resolution urges all NATO member countries to meet their defense spending commitment of at least 2% of their GDP. It proposes that countries failing to meet this commitment should be barred from holding NATO leadership positions and hosting major NATO events. The resolution emphasizes the importance of meeting defense spending commitments for maintaining military readiness and ensuring fair contributions among NATO members.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The WEST Act of 2025 repeals a Bureau of Land Management rule concerning conservation and landscape health that was published in the Federal Register (88 Fed. Reg. 19583). This action effectively voids the rule.

This joint resolution disapproves a rule issued by the Forest Service regarding law enforcement and criminal prohibitions. By disapproving the rule, Congress prevents it from taking effect. The rule in question was published in the Federal Register on December 19, 2023.
