The American Innovation and R&D Competitiveness Act of 2025 revises how businesses treat research and experimental (R&E) expenditures for tax purposes. The SPEED for BEAD Act amends the Infrastructure Investment and Jobs Act to streamline broadband deployment grants. It renames the "Equity" program to "Expansion," allows funds for workforce development, and permits removal of high-cost locations from project areas. The act also prohibits certain conditions related to labor, climate change, and network management, and ensures consideration of all broadband technologies.

This resolution expresses the House of Representatives' deepest condolences to the families and loved ones of the 67 individuals who lost their lives in the January 29, 2025, collision of American Eagle Flight 5342 and a U.S. Army flight. The FTC is responsible for enforcing the Act, and the Government Accountability Office (GAO) must report to Congress on the effectiveness and impact of these measures. This act aims to protect children from the harmful effects of online pornography.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. The "Protecting Life from Chemical Abortions Act" restricts the Department of Health and Human Services and the FDA, requiring them to enforce Risk Evaluation and Mitigation Strategy (REMS) requirements for abortion drugs, reinstate the in-person dispensing requirement, and prohibits reducing REMS protections until standardized abortion data is collected by the CDC from every state. It also defines key terms such as "abortion," "abortion drug," and "unborn child" and prohibits the HHS secretary from declaring a public health emergency with respect to abortion.

The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The act also empowers authorities to counteract cost distortions in foreign countries and prevent importers from avoiding duties. Additionally, it includes provisions related to trade with Canada and Mexico and sets effective dates for new regulations.

This bill amends the Social Security Act to equalize the negotiation period for drug price negotiations under the Drug Price Negotiation Program. It changes the negotiation period for small-molecule drugs from 7 years to 11 years, matching the period already in place for biologic drugs. The North Platte Canteen Congressional Gold Medal Act recognizes and honors the volunteers and donors of the North Platte Canteen in Nebraska during World War II with a Congressional Gold Medal. This medal will be presented by the Speaker of the House and the President pro tempore of the Senate, and then displayed at the Lincoln County Historical Museum. The Act also authorizes the creation and sale of bronze duplicates of the gold medal to cover production costs, with proceeds deposited into the Mint's Public Enterprise Fund.

The "America First Energy Act" amends a section of the Research and Development, Competition, and Innovation Act. It stipulates that the Foundation for Energy Security and Innovation of the Department of Energy cannot have any Department of Energy employees as voting members of the board. It also requires that all voting members of the Board, the Executive Director, and each officer or employee of the Foundation must be a U.S. citizen, a U.S. national, an alien admitted as a refugee, or an alien lawfully admitted for permanent residence.

The "Fighting Trade Cheats Act of 2025" increases penalties for fraudulent and grossly negligent violations of U.S. customs laws, including banning violators and their affiliates from importing goods. It also allows private parties harmed by customs fraud to sue for damages and injunctive relief. The Act excludes those who commit fraud from participating in the importer of record program.

The Local Radio Freedom Act expresses Congressional opposition to imposing new performance fees, taxes, or royalties on local radio stations and businesses for playing music. It argues that the current system of free airplay provides essential promotional value to artists and that new fees would threaten the financial viability of local broadcasters and the vital community services they provide.

The "Alternatives to PAIN Act" amends Medicare Part D to improve access to non-opioid pain management drugs by waiving deductibles and ensuring they are placed on the lowest cost-sharing tier starting in 2026. The Act also prohibits the use of step therapy and prior authorization requirements for these drugs, further easing access for patients. These changes aim to provide more accessible alternatives for pain management, reducing reliance on opioids.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The act also mandates the establishment of a Defense Innovation Unit office in Israel and assesses integrated air and missile defense in the U.S. Central Command region. The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The United Nations Voting Accountability Act of 2025 prohibits the United States from providing assistance to countries that vote against the U.S. position in the UN General Assembly or Security Council. The Secretary of State can grant exemptions if a country's leadership and policies fundamentally change, with notification to Congress required. This act defines "opposed the position of the United States" as voting with the U.S. less than 50% of the time and specifies which types of assistance are restricted. The Act will take effect upon submission of the report due to Congress by March 31, 2026.

This bill transfers the functions, assets, and responsibilities for implementing the Food for Peace Act from the U.S. Agency for International Development (USAID) to the Department of Agriculture (USDA). The Secretary of Agriculture will now administer the program, though the Famine Early Warning Systems Network will remain under USDA control. This change allows the USDA to quickly update necessary rules to ensure a smooth transition of the program.
