The "Continued Rapid Ohia Death Response Act of 2025" aims to combat the spread of Rapid Ohia Death, a disease affecting Ohia trees in Hawaii, through collaborative efforts between the Department of Interior, the Department of Agriculture, and the State of Hawaii. It directs continued research into the disease's spread, management of ungulates in affected areas, and financial aid for prevention and restoration efforts. The Act also provides support to the Institute of Pacific Islands Forestry for ongoing research.

The Wounded Knee Massacre Memorial and Sacred Site Act ensures that approximately 40 acres of Tribal land at the Wounded Knee Massacre site will be held in restricted fee status by the Oglala Sioux Tribe and the Cheyenne River Sioux Tribe. This Act directs the Secretary of the Interior to finalize the necessary actions to protect the land, ensuring it remains under Tribal ownership and subject to federal laws pertaining to Indian country. The land will be used according to the Covenant Between the Tribes, protected against alienation, and not used for gaming activities.

This bill streamlines the process in the House of Representatives for discussing and amending two separate bills. The first bill aims to improve forest management on federal and tribal lands to reduce fire risk. The second bill concerns the detention of aliens charged with theft in the United States.

The MAPWaters Act of 2025 aims to improve public access to federal waterways by standardizing and digitizing data related to waterway restrictions, access points, and fishing regulations. It directs federal agencies to create consistent data standards, publish geographic data online, and collaborate with external partners to enhance data collection and dissemination. The Act requires annual reports on progress and clarifies that it does not alter existing authorities related to water regulation, fisheries management, or recreational access.

The "Hershel Woody Williams National Medal of Honor Monument Location Act" allows the National Medal of Honor Museum Foundation to build a monument on federal land in Washington, D.C., to honor Medal of Honor recipients. It places the National Medal of Honor Monument near the Lincoln Memorial, and overrides location restrictions to allow it to be within the Reserve, as defined in section 8902. All other provisions regarding commemorative works still apply.

The "Preventing Violence Against Women by Illegal Aliens Act" amends the Immigration and Nationality Act to deem aliens inadmissible and deportable if they have committed or admitted to acts constituting sex offenses, domestic violence, stalking, child abuse, or violating protection orders. It broadens the definition of crimes against children to include any crime constituting domestic violence.

The Tennessee Valley Authority Salary Transparency Act requires the TVA to disclose the names, salaries, and duties of its executives, board members, and management-level employees earning at or above the GS15 pay grade level in its annual report. This information will be excluded from public disclosure under the Freedom of Information Act and the Access to Congressionally Mandated Reports Act.

The United States-Taiwan Expedited Double-Tax Relief Act aims to reduce double taxation and encourage economic activity between the U.S. and Taiwan by lowering tax rates on certain income for Taiwanese residents and businesses in the U.S., contingent upon Taiwan offering reciprocal benefits to U.S. individuals and companies. Additionally, the United States-Taiwan Tax Agreement Authorization Act outlines the process for establishing a tax agreement with Taiwan, ensuring congressional oversight and adherence to existing U.S. tax laws, to further reduce double taxation.

The POWER Act of 2025 amends the Stafford Act to allow electric utilities to conduct hazard mitigation activities alongside power restoration using federal disaster relief funds. Receiving power restoration assistance does not disqualify a facility from also receiving hazard mitigation assistance, if eligible. This change applies to funds allocated after the Act's enactment, promoting more resilient power infrastructure.

The "Protection of Women and Girls in Sports Act of 2025" amends Title IX to prohibit schools receiving federal funds from allowing males to participate in female athletic programs. Sex is defined as based on reproductive biology and genetics at birth. The bill allows males to train with female teams if it doesn't deprive females of opportunities. It also requires a study on the benefits lost to women when males participate in female sports.

The "Post-Disaster Assistance Online Accountability Act" aims to increase transparency in disaster relief efforts by requiring federal agencies to report detailed data on disaster assistance projects on a dedicated government website. This includes information on the total amount of assistance provided, project specifics, and recipient details, making it easier for the public to track how disaster relief funds are used. The Office of Management and Budget is responsible for creating this subpage, with the option to partner with a private entity. This act defines key terms such as "covered federal agency," "disaster assistance," and "eligible recipient" to ensure clarity and consistency in reporting.

The Amtrak Executive Bonus Disclosure Act requires Amtrak to post its reports to Congress on its public website. It also mandates the disclosure of annual base pay and bonus compensation for Amtrak's executive leadership, including the standards used to determine bonuses.

The Federal Disaster Assistance Coordination Act aims to streamline federal disaster assistance by reducing the burden of information collection on applicants and improving the efficiency of preliminary damage assessments. It directs FEMA to conduct a study and create a plan to consolidate information collection, develop a public website for disaster assistance information, and explore the use of new technologies to speed up damage assessments. The Act also mandates the creation of a working group to identify overlaps or gaps in damage assessments and requires a comprehensive report to Congress with findings and recommendations, to be made publicly available on FEMA's website.

The Laken Riley Act mandates the detention of illegal aliens who commit theft, burglary, larceny, or shoplifting. It empowers state attorneys general to sue the Department of Homeland Security or the Secretary of State for failing to enforce immigration laws, including those related to detention and removal. The bill defines grounds for legal action and requires expedited court proceedings.

This resolution adopts the House rules from the 118th Congress for the 119th Congress, with modifications to operational procedures, committee names, and language. It establishes separate orders related to budget matters, Congressional Member Organization transparency, and remote witness appearances.
