This resolution designates February 15–22, 2025, as "National FFA Week" to celebrate the National FFA Organization’s vital role in developing the next generation of agricultural leaders. It commemorates the 90th anniversary of the New Farmers of America and the 75th anniversary of the FFA’s Federal charter. The LEOSA Reform Act amends the Gun-Free School Zones Act of 1990 to allow qualified law enforcement officers and retired officers to carry concealed firearms in school zones. It also modifies the Law Enforcement Officers Safety Act of 2004, clarifying its relationship with other federal laws, updating firearms proficiency requirements for retired officers, and including magazines in the definition of ammunition. Additionally, the Act permits qualified current and retired law enforcement officers to carry firearms in certain federal facilities.

The "Ending China's Unfair Advantage Act of 2025" restricts U.S. funding to the Montreal Protocol and the UN Framework Convention on Climate Change until China is no longer considered a developing country under the Montreal Protocol and is included in Annex I of the UN Framework Convention. This bill aims to address what the Act describes as unfair advantages China receives in international environmental agreements.

This resolution urges the United States and its European allies (the E3) to trigger the "snapback" mechanism under UN Security Council Resolution 2231 to reimpose international sanctions on Iran. It cites Iran’s repeated nuclear and missile program violations as a critical threat to global security. The resolution calls for this action to be taken before the legal authority for the snapback mechanism expires on October 18, 2025.

The "Death Tax Repeal Act of 2025" eliminates both estate and generation-skipping transfer taxes, while also modifying gift tax laws. It adjusts gift tax calculations, addresses transfers in trust, sets an initial $10,000,000 amount for calculating tentative tax, and adjusts for inflation. These changes apply to estates of decedents dying, generation-skipping transfers occurring, and gifts made on or after the enactment date of this Act.

The "Protecting Access for Hunters and Anglers Act of 2025" prevents the Department of Interior and Department of Agriculture from banning or regulating lead ammunition and fishing tackle on federal lands and waters open to hunting and fishing. An exception is allowed in specific areas where lead is scientifically proven to be the primary cause of wildlife population decline, but any restrictions must align with state laws or have the approval of the state's fish and wildlife department. The reasoning for any such prohibition or regulation must be published in the Federal Register.

The "Protect Small Businesses from Excessive Paperwork Act of 2025" amends the filing deadline for pre-existing reporting companies. Companies in existence before January 1, 2024, now have until January 1, 2026, to file their reports.

The CAREER Act of 2025 reauthorizes and modifies key grant programs aimed at supporting individuals recovering from substance use disorders through workforce development and recovery housing. It extends funding for treatment, recovery, and workforce support grants, allowing funds to be used for transportation services and prioritizing data collection on employment outcomes. The act also reauthorizes the Recovery Housing Pilot Program, updating data collection methods and extending the program through 2030 to provide stable housing for individuals in recovery.

This resolution honors the memory of the 67 victims who lost their lives in the tragic mid-air collision between American Airlines Flight 5342 and a U.S. Army helicopter on January 29, 2025. It extends heartfelt condolences to the grieving families and expresses profound gratitude to the numerous first responder organizations that provided dedicated rescue and recovery efforts.

This joint resolution proposes a constitutional amendment to permanently set the number of U.S. Supreme Court justices at nine. If ratified by three-fourths of the states within seven years, this amendment would constitutionally mandate the current size of the Court.

The "Respect State Housing Laws Act" repeals a provision in the CARES Act that restricted states' abilities to enforce their own eviction moratoriums. This change clarifies that state laws regarding evictions should be respected.

This resolution designates February 2025 as "Career and Technical Education Month" to recognize the vital role of CTE in preparing students for high-demand, skilled careers. It highlights the importance of workforce training in meeting modern economic needs and encourages educators, parents, and administrators to promote CTE as a valuable and respected educational pathway.

The "Retirement Fairness for Charities and Educational Institutions Act of 2025" modifies regulations for 403(b) plans under the Investment Company Act of 1940, the Securities Act of 1933, and the Securities Exchange Act of 1934. These modifications broaden exemptions from registration provisions for certain interests, participations, or securities related to 403(b) plans, especially those subject to Title I of the Employee Retirement Income Security Act of 1974, or where the employer acts as a fiduciary, or are governmental plans as defined in section 414. The goal is to expand the types of trusts, plans, and accounts that are excluded from being defined as investment companies. It also updates a section regarding exemptions from registration requirements for securities, adding a reference to plans described in section 3(a)(12)(C)(iv) of the Act.

The TAILOR Act of 2025 aims to tailor financial regulations to the risk profile and business models of financial institutions, reducing the regulatory burden on lower-risk institutions. It requires agencies to consider the impact of regulations, disclose their decision-making process, and report to Congress annually. The act also mandates simpler reporting rules for community banks and a report on modernizing bank supervision.

The Fair Access to Banking Act aims to ensure equal access to financial services by preventing banks and credit unions from denying services to individuals or entities engaged in lawful activities based on subjective or politically motivated reasons. It sets requirements for banks with over $10 billion in assets, prohibiting them from denying services based on reputational risk and requiring them to justify denials with documented, risk-based standards. The act also allows individuals to sue financial institutions that violate these requirements, with the potential for treble damages and attorney fees awarded to successful plaintiffs. Furthermore, it restricts access to Federal Reserve lending programs and the Automated Clearing House Network for institutions that fail to comply with the Act.

The American Values Act permanently prohibits the use of federal foreign assistance and Peace Corps funding for abortion services, involuntary sterilizations, and related lobbying or research activities. This legislation codifies long-standing restrictions to ensure that U.S. taxpayer dollars are not utilized to support or promote these practices internationally.

The American Music Fairness Act updates federal copyright law to require terrestrial radio broadcasters to pay royalties for the music they play, ensuring equitable treatment with digital music services. The bill establishes a fair royalty-setting process while providing significant fee protections for small and local broadcasters. It also includes safeguards to ensure these changes do not negatively impact the royalties of songwriters or musical work copyright owners.

The Laken Riley Act mandates the detention of illegal aliens who commit theft, burglary, larceny, or shoplifting. It empowers state attorneys general to sue the Department of Homeland Security or the Secretary of State if they believe the state or its residents are harmed by violations of immigration enforcement or visa granting. The bill aims to ensure that these aliens are detained throughout their removal proceedings and to provide states with legal recourse against perceived failures in federal immigration enforcement.

The A PLUS Act empowers states and local communities to take greater control of federal education funding by reducing administrative red tape and allowing for the consolidation of various programs. By opting into this flexibility, states can better tailor educational reforms to their specific needs while remaining publicly accountable for student achievement. The legislation ensures that states continue to uphold civil rights protections and provide transparent reporting on student progress to parents and taxpayers.

The Educational Choice for Children Act of 2025 establishes a federal tax credit for individuals and corporations that donate to scholarship-granting organizations. These organizations provide scholarships to help eligible students cover a wide range of K-12 educational expenses, including private school tuition, tutoring, and educational therapies. The bill includes a $10 billion annual volume cap on these credits and contains robust protections to ensure the autonomy of participating schools and the rights of parents to direct their children's education.
