The Animal Cruelty Enforcement Act of 2025 establishes an Animal Cruelty Crimes Section within the Department of Justice to enforce federal animal cruelty laws, pursue investigations and prosecutions, and coordinate with other agencies. The "Due Process Continuity of Care Act" aims to provide Medicaid coverage for individuals in custody awaiting charges in a medical institution, removing the existing inmate limitation on benefits. It authorizes the Secretary to award planning grants to states to support providing Medicaid assistance to eligible individuals and to prepare an application that meets specific requirements. The Act requires states to develop plans for assessing health treatment needs, increasing healthcare provider participation, and ensuring quality of care for patients in custody. It allocates $50,000,000 for these planning grants.

The "No Industrial Restrictions in Secret Act of 2025" or "No IRIS Act of 2025" prevents the EPA Administrator from utilizing assessments produced by the EPA's Integrated Risk Information System program. This prohibition extends to developing regulations, enforcement actions, permitting, and informing air toxics assessments.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. It also stipulates that remaining funds in the Supplemental Fund, Special Fund, and Pentagon-Shanksville Fund will revert to the Treasury.

The Korematsu-Takai Civil Liberties Protection Act of 2025 prohibits the imprisonment or detention of individuals based on protected characteristics such as race, religion, sex, gender identity, sexual orientation, disability, and other categories as determined by the Attorney General. This amends Title 18 of the U.S. Code to ensure that civil liberties are protected against unlawful detention based on these characteristics. The Attorney General has the authority to add characteristics to the list, but not remove any.

The "Secure Rural Schools Reauthorization Act of 2025" extends the Secure Rural Schools and Community Self-Determination Act of 2000, providing continued financial support to states and counties with federal lands through 2026. It extends secure payments, distribution of payments, and the authority for special projects on federal land. Additionally, it extends the Resource Advisory Committee pilot program and makes several technical corrections to the original Act.

The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

The "Ending DOGE Conflicts Act" mandates that special government employees with financial ties to companies contracting with the federal government must adhere to strict financial disclosure requirements. It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

The Smithsonian National Museum of the American Latino Act authorizes the creation of the Smithsonian National Museum of the American Latino on the National Mall. It ensures the museum's exhibits and programs accurately represent the diverse cultures, histories, events, and values of Hispanic and Latino communities, seeking guidance from diverse sources. The Act also mandates regular reports to Congress on the museum's efforts to meet these diversity requirements.

The HEARTS Act of 2025 aims to reduce animal use in research and testing by promoting and funding alternative methods. It mandates the evaluation and utilization of non-animal methods before animal research is approved and establishes a National Center for Alternatives to Animals in Research and Testing within the NIH to develop, promote, and fund these alternatives. The Act also requires federally funded research entities to report on animal use and develop plans to reduce animal numbers in research.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The Act also includes transitional rules for applying certain sections of the Internal Revenue Code during the enactment year.

The "More Homes on the Market Act" increases the tax exclusion for profit from the sale of a primary residence, raising it to $500,000 for single filers and $1,000,000 for married couples filing jointly. These amounts will be adjusted for inflation starting in 2025. This change encourages homeowners to sell their properties, thereby increasing the availability of homes on the market.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The act also mandates the establishment of a Defense Innovation Unit office in Israel and assesses integrated air and missile defense in the U.S. Central Command region. Finally, it explores Israel's potential inclusion in the national technology and industrial base.

The Secure Storage Information Act of 2025 mandates that licensed gun dealers provide information on secure firearm storage to purchasers, and that they offer a variety of gun safety devices for sale. It also establishes a tax credit of up to $500 for individuals who purchase a qualified gun safe.

The "PREEMIE Reauthorization Act of 2025" extends funding for research on preterm births and infant care through 2029. It directs the Department of Health and Human Services to establish an interagency working group to address premature birth issues and mandates a comprehensive study by the National Academies of Sciences, Engineering, and Medicine on preterm births, including cost analysis, risk factor identification, and best practices for prevention and treatment. A report on the study's findings must be submitted to Congress and the Secretary of Health and Human Services within 24 months.

The L’Ouverture Economic Development Plan for Haiti Act of 2025 aims to promote sustainable economic development in Haiti through private sector investment, accountable governance, and infrastructure development. It establishes a Haitian American Enterprise Fund to support Haitian businesses, particularly small and medium-sized enterprises, with a focus on key sectors like agriculture, energy, and tourism. The fund will be managed by the U.S. International Development Finance Corporation and overseen by a panel of experts, with the goal of fostering job creation, reducing irregular migration, and improving overall stability in Haiti. The act authorizes $1 billion in appropriations annually from 2026 to 2031 to carry out these objectives.
