The Rural Health Care Facility Technical Assistance Program Act expands and codifies a Department of Agriculture program to provide technical assistance and training to rural health care facilities. This program aims to improve financial stability, prevent closures, and strengthen health care delivery in rural areas. The Act authorizes up to $2,000,000 annually from 2026-2030 for these activities and requires annual reports to Congress. It prioritizes outreach to facilities at risk and those serving underserved populations.

The Buffalo Soldiers Congressional Gold Medal Act of 2025 authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Buffalo Soldier regiments, recognizing their dedicated service to the United States. Following the award ceremony, the medal will be given to the Smithsonian Institution's National Museum of African American History and Culture for display and research. The Secretary of the Treasury is permitted to create and sell bronze duplicates of the gold medal. Funds from the sales will be deposited back into the Mint's Public Enterprise Fund.

The CHAMPVA Children's Care Protection Act of 2025 amends the eligibility requirements for the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA). This act increases the maximum age for eligible children to receive medical care under the program to 26 years old, regardless of their marital status. This change does not affect benefits for children incapable of self-support and takes effect for medical care provided on or after the enactment of this act.

The "Student Veteran Benefit Restoration Act of 2025" aims to restore educational benefits to veterans and eligible individuals whose education was interrupted due to institutional misconduct, such as fraud or closure. It requires educational institutions to repay educational assistance received if a student's benefits are restored due to the institution's actions. The Black History Matters Act directs the Director of the National Museum of African American History and Culture to study Black history education in public schools. The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

This bill expresses support for designating February 2025 as "Hawaiian Language Month" or "'Olelo Hawai'i Month" to recognize and celebrate the Hawaiian language (lelo Hawaii). It acknowledges the historical suppression of lelo Hawaii and the ongoing revitalization efforts. The bill also commits to preserving, protecting, and promoting the use, practice, and development of lelo Hawaii, urging all people in the United States to participate in celebrating lelo Hawaii Month.

It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

The "Collision Avoidance Systems Act of 2025" permits and sets performance standards for pulsating light systems on vehicles to help prevent rear-end collisions. It mandates the Secretary of Transportation to update Federal Motor Vehicle Safety Standard Number 108 within 180 days to include these systems. The bill defines a pulsating light system as a high-mounted stop lamp that pulses rapidly up to 4 times within 1.2 seconds upon braking before converting to a continuous light.

The "Give Kids a Chance Act of 2025" aims to improve pediatric drug development and access by requiring more research into pediatric cancer drugs, ensuring completion of pediatric studies, and extending priority review vouchers for rare pediatric disease treatments. The act also addresses organ transplantation network improvements, limitations on orphan drug exclusivity, and establishes an FDA office to coordinate with Abraham Accords countries on regulatory standards. The "All Access Act of 2025" ensures Members of Congress can access any public building during regular hours by showing their official ID. Access outside of normal business hours requires a 12-hour advance notice to the building head. This act defines "Member of Congress" as a Representative or Senator.

The Fair Play for Women Act aims to bolster Title IX enforcement in athletics by increasing transparency, enhancing training, and establishing clear accountability measures for educational institutions. It mandates detailed reporting on athletic opportunities, participation, and funding, broken down by sex and race, for both colleges and K-12 schools. The Act also requires annual Title IX training for athletic staff and athletes, and establishes a public database of Title IX coordinators. Finally, the Department of Education is empowered to impose civil penalties on institutions found to be non-compliant with Title IX.

The "Protect US National Security Act" ensures that federal funds cannot be used to eliminate the United States Agency for International Development (USAID) as an independent entity. It asserts that only an act of Congress can eliminate USAID. The Secretary of State must certify compliance with this requirement to Congress within 30 days of the act's enactment and annually for 5 years.

The Polluters Pay Climate Fund Act of 2025 taxes fossil fuel companies based on their historic carbon emissions to create a fund for climate resilience, adaptation, disaster response, and environmental justice initiatives. The fund will allocate billions annually to FEMA and EPA programs, with a focus on benefiting environmental justice communities. The Act clarifies that it does not preempt existing laws or prevent entities from pursuing climate-related legal claims against polluters. This legislation aims to make the fossil fuel industry contribute to addressing the climate crisis and its impacts.
