The ACES Act mandates a National Academies study on cancer prevalence and mortality among veterans who served as active duty aircrew, identifying potential links between military exposures and cancer rates. Additionally, it extends certain limits on pension payments to December 31, 2031.

The CHOICE for Veterans Act of 2025 amends title 38 of the U.S. Code to modify the process and oversight of agents and attorneys who assist veterans with initial and supplemental benefit claims. It mandates increased transparency, including public lists of accredited representatives and warnings about fees, and sets guidelines for fee agreements, including caps and installment options. The Act also expands the grounds for disciplinary actions against agents and attorneys and requires reviews and reports to ensure effective implementation and oversight. Finally, the bill extends certain limits on pension payments.

The "National POW/MIA Memorial and Museum Act" designates the POW-MIA Memorial and Museum in Jacksonville, Florida, as the National POW-MIA Memorial and Museum. It recognizes the museum's role in honoring and educating the public about prisoners of war and those missing in action since World War II. The Act requires the Museum's Director to submit a report to Congress, including a five-year budget, organizational structure, and governing documents. The designation may be withdrawn if the Museum does not operate satisfactorily or if the report is submitted late.

The "Miracle on Ice Congressional Gold Medal Act" authorizes the presentation of three Congressional Gold Medals to honor the 1980 U.S. Olympic Men's Ice Hockey Team for their historic "Miracle on Ice" victory. These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame, and the US Olympic and Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.

The "PROTECT the Second Amendment Act" ensures that residents of federally assisted rental housing are not prohibited from lawfully possessing firearms within their dwelling or while transporting them in common areas. This applies to housing programs administered by the Department of Housing and Urban Development and the Department of Agriculture. The bill aims to protect the Second Amendment rights of tenants in federally subsidized housing.

The FEMA Loan Interest Payment Relief Act allows FEMA to provide financial aid to local governments or electric cooperatives to reimburse interest paid on loans used for disaster relief activities. The amount reimbursed will be the lesser of the actual interest paid or the interest calculated using the prime rate. This applies to interest incurred up to 9 years before the Act's enactment, using only funds appropriated after the enactment date. The Act also establishes procedures for states to be reimbursed for qualifying loan interest for projects awaiting obligation.

The Homebuyers Privacy Protection Act amends the Fair Credit Reporting Act to limit consumer reporting agencies from sharing credit report information when a person requests a credit report for a residential mortgage loan. Consumer reporting agencies can only furnish this information if the entity has a firm offer of credit or insurance, has the consumer's authorization, or has an existing relationship with the consumer as a mortgage lender, servicer, or financial institution. This act aims to protect consumers' privacy during the home buying process by limiting the amount of entities that get access to their credit information. The changes will take effect 180 days after the Act is enacted.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in Iran's energy sector and those who provide financial support for its destabilizing activities. It mandates sanctions on foreign entities involved in processing, exporting, or selling Iranian oil, gas, and petrochemicals, while also establishing an interagency working group to coordinate and enforce these sanctions. The Act also amends existing legislation to require the identification of individuals involved in sanctionable activities or sanctions evasion related to Iranian oil and gas sales.

The "Protecting America's Strategic Petroleum Reserve from China Act" prohibits the Secretary of Energy from selling petroleum products from the Strategic Petroleum Reserve to any entity under the influence of the Chinese Communist Party. It also ensures that petroleum products from the reserve are not exported to China.

The "10th Amendment Restoration Act of 2025" establishes a Constitutional Government Review Commission to evaluate federal agencies and determine if their authority aligns with powers delegated by the Constitution. The Commission will make recommendations on whether to repeal agencies' authorizing statutes, aiming to return non-delegated powers to the states or the people. It will also suggest how to distribute federal budget savings to states for administering returned powers. Congress will then consider the Commission's recommendations under expedited procedures.

The "Promoting New Bank Formation Act" aims to encourage the creation of new banks by easing regulatory burdens during their initial years. It allows for a phased-in approach to meeting capital requirements, simplifies business plan adjustments, and provides a more favorable leverage ratio for new rural community banks. The Act also expands agricultural lending authority for Federal savings associations and mandates a study on the decline of new banks to identify ways to promote their formation in underserved areas.

The "Anti-CBDC Surveillance State Act" prohibits Federal Reserve Banks from offering financial products or services directly to individuals, maintaining accounts for individuals, or issuing a central bank digital currency (CBDC) directly or indirectly. It also blocks the Federal Reserve from testing, creating, or implementing a CBDC, or using it to implement monetary policy, without explicit congressional authorization. The bill clarifies that these restrictions do not apply to digital versions of the dollar that are open, permissionless, and private, like physical currency.

The Maximum Pressure Act aims to increase pressure on Iran by codifying and expanding sanctions related to its nuclear program, ballistic missile development, support for terrorism, and human rights abuses. It targets key Iranian leaders, entities involved in arms sales, and various sectors of Iran's economy, while also enhancing congressional oversight of actions related to Iran sanctions. The bill also seeks to intensify financial pressure on the Islamic Revolutionary Guard Corps (IRGC) and prevent Iran from accessing international funds. Additionally, the act reinforces restrictions and oversight related to the IRGC and Ansar Allah (Houthis) and mandates a series of determinations and reports from government officials regarding Iran's activities.

The "RIFLE Act" repeals the existing tax on firearm transfers outlined in Section 5811 of the Internal Revenue Code of 1986. Additionally, it amends related sections of the code to align with the repeal. The act clarifies that it does not grant the Consumer Product Safety Commission any authority over firearms regulated under the Internal Revenue Code.

The CAPE Canaveral Act would move NASA headquarters to Brevard County, Florida. The move must be completed within one year of the Act's enactment.

The CREATE AI Act of 2025 aims to broaden access to artificial intelligence research and development resources, which are currently limited to large tech companies. It establishes a National Artificial Intelligence Research Resource (NAIRR) overseen by a steering committee and managed by a non-governmental entity. The NAIRR will provide computational resources, data, educational tools, and AI testbeds to researchers, educators, and students, prioritizing U.S.-based individuals. The Act also outlines processes for ensuring ethical and responsible AI development and allows for a fee schedule, including a free access tier, and authorizes the NAIRR to accept donations.

The "Cellphone Jamming Reform Act of 2025" allows state and federal correctional facilities to use jamming systems to prevent unauthorized wireless communications within their facilities. These systems must be confined to the housing areas of the facility, and the state is responsible for all associated costs. Before implementation, correctional facilities must consult with local law enforcement and notify the Bureau of Prisons.

The "No Harm Act" prohibits the use of federal funds for sex-trait altering treatments for minors, defines such treatments as female genital mutilation, and protects the right of parents to decline these treatments for their children. It also allows legal action against those who violate the act, protects healthcare providers who refuse to provide such treatments, and requires informed consent before any treatments are administered. The act defines key terms such as "sex-trait altering treatment," "sex," and "gender" to ensure clarity in its application.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. This law respects private and state/local government restrictions on firearms, protects individuals from unwarranted arrest, and allows legal action for violations of these rights. It also permits concealed carry in National Parks and other federal lands open to the public and clarifies that handguns include magazines and ammunition.

The "Improving Law Enforcement Officer Safety and Wellness Through Data Act" directs the Attorney General to produce a series of reports analyzing attacks against law enforcement officers, unreported aggression towards officers, and the mental health and wellness of officers. These reports will include data collection and recommendations for improving training programs, protective gear, and mental health resources for law enforcement. The goal is to provide federal resources to law enforcement and deter attacks against officers. The Attorney General will consult with various stakeholders, including law enforcement agencies and relevant organizations, to develop these reports.
