The "WHO is Accountable Act" prohibits federal funds from being used to rejoin or contribute to the World Health Organization (WHO) unless the Secretary of State certifies that the WHO has met specific reform criteria. These criteria include ensuring the WHO is free from political influence (particularly from the Chinese Communist Party), is transparent and accountable, and focuses on its core mission without engaging in politically charged issues. The Act also requires the WHO to grant observer status to Taiwan and ensure its directives are not legally binding on U.S. citizens.

The Farmers Freedom Act of 2025 amends the definition of "navigable waters" under federal pollution control laws. This bill specifically excludes "prior converted cropland"—farmland drained before 1985—from this definition, limiting federal jurisdiction over these agricultural areas. The Act also clarifies related terms like "abandoned" and "agricultural purpose" in this context.

The Ag Disputes Act aims to bolster U.S. agricultural competitiveness by addressing unfair foreign trade barriers. It mandates the creation of an Agricultural Trade Enforcement Task Force to identify and challenge trade violations, particularly those impacting U.S. agricultural exports. The task force will develop strategies, engage with stakeholders, and report to Congress on its progress, with a specific focus on addressing India's price support programs through World Trade Organization consultations. This act seeks to ensure fair global trade practices and protect American farmers and businesses.

The Conrad State 30 and Physician Access Reauthorization Act extends and modifies the Conrad State 30 program, which allows foreign physicians to work in the U.S. in underserved areas in exchange for a waiver of certain visa requirements. It increases the number of available waivers, provides employment protections for participating physicians, and modifies the requirements for physicians seeking waivers, including allowing them to pursue permanent residency and extending their visas in certain circumstances. The Act also requires annual reporting on the program's usage.

This resolution supports designating February 15-22, 2025, as National FFA Week, celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.

The Disaster Loan Accountability and Reform Act aims to improve the Small Business Administration's (SBA) disaster loan program by increasing oversight and accountability. The North Platte Canteen Congressional Gold Medal Act authorizes the Speaker of the House and the President pro tempore of the Senate to present a Congressional Gold Medal to the individuals and communities who volunteered or donated to the North Platte Canteen during World War II. After the presentation, the medal will be given to the Lincoln County Historical Museum in North Platte, Nebraska, for public display. The Secretary of the Treasury is responsible for creating the gold medal, and the United States Mint is authorized to produce and sell bronze duplicates.

The Act does not expand the Department of Education's authority, change harassment standards, reduce existing rights, or diminish First Amendment rights.

The "Nationwide Consumer and Fuel Retailer Choice Act of 2025" amends the Clean Air Act, modifying the process for ethanol waivers and Reid Vapor Pressure limitations, allowing for higher ethanol blends during high ozone season. It also permits small refineries to reclaim certain retired credits from 2016-2018 for future use, under specific conditions related to prior exemption petitions.

The "National Right-to-Work Act" aims to protect individual employees' rights to choose whether or not to join or support a labor union. It amends the National Labor Relations Act and the Railway Labor Act to eliminate mandatory union membership or fees as a condition of employment. This ensures that employees cannot be forced to join or contribute to a union against their will. The changes apply to agreements made or renewed after the Act's enactment.

The "Eliminate Lavish Incentives To Electric Vehicles Act" repeals several clean energy tax credits, including those for new and used clean vehicles, qualified commercial clean vehicles, and excludes electric vehicle recharging property from the alternative fuel vehicle refueling property credit. These changes would take effect for vehicles or property purchased (or under binding contract) more than 30 days after the Act's enactment.

The "1071 Repeal to Protect Small Business Lending Act" repeals Section 704B of the Equal Credit Opportunity Act, which mandated data collection on small business loans. This repeal aims to reduce compliance costs for financial institutions, especially smaller ones, and improve small businesses' access to credit by removing regulatory barriers. The act also makes related amendments to the Equal Credit Opportunity Act and the Dodd-Frank Wall Street Reform and Consumer Protection Act.

The Pharmacy Benefit Manager Transparency Act of 2025 aims to regulate pharmacy benefit managers (PBMs) by prohibiting unfair pricing practices, requiring transparency in pricing and reporting, and protecting whistleblowers who report violations. It mandates PBMs to disclose drug costs, fees, and payments received from drug manufacturers, and it empowers the FTC and state attorneys general to enforce the Act. The Act also requires reports and studies on PBM practices to promote competition and lower drug costs. This law does not override existing state laws.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The "National Plan for Epilepsy Act" aims to improve the lives of individuals affected by epilepsy by establishing a comprehensive national plan. This plan will focus on preventing, diagnosing, treating, and curing epilepsy through coordinated federal efforts and increased collaboration. An Advisory Council on Epilepsy Research, Care, and Services will be created to advise the Secretary of Health and Human Services and Congress on epilepsy-related issues and to provide recommendations for improving federal programs and supporting people with epilepsy. The Act requires regular assessments and reports to track progress and ensure accountability in addressing epilepsy.

The Small Business Child Care Investment Act amends the Small Business Act to include nonprofit child care providers in certain loan programs, defining eligibility criteria and ensuring access to financial support through guaranteed loans in cooperation with financial institutions. It also requires an annual report to Congress on the number and amount of loans made to these providers.
