The "Capital Gains Inflation Relief Act of 2025" adjusts how capital gains or losses are calculated on the sale of certain assets held for over 3 years by using an "indexed basis" that accounts for inflation. This indexed basis is calculated by increasing the asset's adjusted basis by an "applicable inflation adjustment" based on the percentage increase in the Gross Domestic Product (GDP) deflator during the holding period. The bill outlines specific rules for various types of assets, investment entities, and transactions, and it applies to assets acquired after December 31, 2025. It also requires written documentation of the original purchase price for the indexed asset.

The Justice for Vaccine Injured Veterans Act of 2025 presumes service-connection for certain diseases, such as myocarditis and Guillain-Barre Syndrome, for veterans who were required to receive a COVID-19 vaccine between August 24, 2021, and January 10, 2023. It also requires the Secretary of Veterans Affairs to track and report on compensation claims related to COVID-19 vaccines and make these reports publicly available.

The "Drain the Swamp Act of 2025" aims to decentralize the federal government by requiring all executive agencies to relocate their headquarters outside of the Washington D.C. metropolitan area by September 30, 2030. The Chinese Currency Accountability Act of 2025 directs the Secretary of the Treasury to oppose increasing the weight of the Chinese renminbi in the International Monetary Fund's Special Drawing Rights basket unless certain conditions regarding China's financial practices are met. These conditions include China meeting its obligations to the International Monetary Fund, refraining from currency manipulation, and adhering to international rules on export credits. The provisions of this act will sunset 10 years after enactment.

The "REAL Meat Act of 2025" prohibits federal funding for cell-cultured meat production, research, and promotion, defining it as lab-grown meat from animal cells. An exception is made, allowing NASA to use federal funds for cell-cultured meat intended for consumption off-planet.

This bill proposes a constitutional amendment to change how the population is counted for the purpose of allocating representatives to each state. Instead of counting all persons residing in a state, only the number of citizens would be counted. To be added to the constitution, the states must ratify this amendment within seven years.
