The Act also restricts the President's authority to pause or impede Federal energy mineral leasing processes without congressional approval.

The "A PLUS Act" allows states to submit a declaration of intent to the Secretary of Education to consolidate certain federal education funds, excluding those under the Individuals with Disabilities Education Act, to improve academic achievement. States must ensure transparency and accountability in the use of these funds, focusing on enhancing educational opportunities for disadvantaged students. The Act limits administrative expenses and requires equitable participation of private schools in funded activities. The "Next of Kin Collections Protection Act of 2025" modifies how the Department of Veterans Affairs handles benefit payments after a beneficiary's death. It ensures that benefit reductions or discontinuances due to death are effective at the end of the month in which the death occurs. This act clarifies payment procedures for the month of the beneficiary's death, applying to deaths occurring on or after the Act's enactment.

This bill, named the "Crow Revenue Act," facilitates land and mineral interest exchanges involving the Bull Mountains Lease, the Hope Family Trust, and the Crow Tribe of Montana. It mandates the Secretary of the Interior to accept the relinquishment of the Bull Mountains Lease, transfer mineral interests to the Tribe, and convey U.S. rights in the Bull Mountains Tracts to the Hope Family Trust. The conveyed mineral interests to the Tribe will be held in trust by the United States and are exempt from state taxation, ensuring that the Tribe's federal benefits remain unaffected by this Act.

The "Protecting Life on College Campus Act of 2025" prohibits federal funding to colleges and universities that host or are affiliated with school-based service sites that provide abortion drugs or abortions to students or employees. To remain eligible for federal funds, these institutions must annually certify that their school-based service sites do not offer these services. Compliance with this law protects institutions from penalties under state law.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to make the deduction for qualified business income permanent. This is achieved by eliminating the expiration date for this deduction. This change provides long-term tax certainty for small businesses.

The "Protecting Individuals with Down Syndrome Act" prohibits abortions performed because of a belief or diagnosis that an unborn child has Down syndrome, and establishes criminal penalties and civil remedies for violations. This bill also requires medical professionals to ask pregnant women about any knowledge or evidence concerning the unborn child having Down syndrome and informs them of the prohibitions of abortion under this section. Additionally, the bill specifies that violations will be considered discrimination under the Rehabilitation Act, potentially resulting in a loss of federal funding.

The "Standing Against Houthi Aggression Act" requires the Secretary of State to designate Ansarallah (the Houthis) as a foreign terrorist organization. It also mandates the President to impose sanctions on Ansarallah, its members, agents, affiliates, or those owned or controlled by it within 90 days of enactment.

The FIND Act prohibits federal agencies from contracting with entities that discriminate against the firearm and ammunition industries. It requires federal contractors and subcontractors to certify they do not discriminate against firearm entities, with penalties for violations. This act aims to ensure fair treatment of firearm-related businesses in federal contracting.

This concurrent resolution expresses support for the Geneva Consensus Declaration, which promotes women's health, family values, and national sovereignty in lawmaking. It urges the U.S. to rejoin the declaration, affirming commitments to women's health, the dignity of life, and the family unit. The resolution aims to prevent international promotion of abortion and defend the rights of countries to enact policies aligned with these values. It also commits to ensuring that U.S. foreign policy does not include funding or lobbying for abortion.

The Balanced Budget Accountability Act aims to hold Congress accountable for the nation's growing debt by defining a balanced budget and setting financial penalties for members if they fail to pass one. Starting in 2026, if a balanced budget is not approved, congressional salaries will be held in escrow, and from 2028 onward, members may be reduced to an annual salary of $1 if a balanced budget is not approved. Additionally, the act requires a three-fifths supermajority vote in both the Senate and House to pass any bill that increases revenue.
