The Better CARE for Animals Act of 2025 aims to strengthen the enforcement of animal welfare regulations by clarifying inspection authority, prohibiting unlicensed animal dealing, and granting the Attorney General greater power to prosecute violations, including seeking penalties, seizing animals, and obtaining warrants. It also mandates collaboration between the Secretary of Agriculture and the Attorney General to share information on repeat offenders. This act enhances the ability to penalize and prevent mistreatment of animals under the Animal Welfare Act.

The "Consent is Key Act" incentivizes states to enact laws allowing civil action against individuals who remove sexual protection barriers without consent by increasing funding to states under existing formula grants if they have such a law. The funding increase to a state via a covered formula grant can't exceed 20% of the average total grant funding the state received in the last three awards. Appropriates $5,000,000 to carry out this Act for each fiscal year from 2026 through 2030.

The Stealthing Act of 2025 allows individuals to sue someone who removes a sexual protection barrier without consent during sexual contact, resulting in unprotected contact. This applies if interstate commerce was used to further the act, or if the act occurred within U.S. jurisdiction. Penalties for the defendant in a civil action include compensatory and punitive damages, injunctive and declaratory relief, and other relief as determined by the court.

This bill supports designating the last Tuesday of April as "APOL1-Mediated Kidney Disease (AMKD) Awareness Day" to raise awareness about the genetic factors contributing to kidney disease, which disproportionately affects Black individuals. It encourages increased research, regular medical check-ups, and genetic testing, especially for those with West and Central African ancestry, to promote early detection and prevention. The "RESEARCHER Act" aims to improve the financial stability of graduate and postdoctoral researchers by directing federal research agencies to develop and implement policies that address issues such as low stipends, healthcare access, housing affordability, food insecurity, and family care costs. It mandates the Director of the Office of Science and Technology Policy (OSTP) to create policy guidelines, requires federal agencies to align with these guidelines, and orders data collection and studies to assess and address financial instability among these researchers. Additionally, the Act requires regular reporting to Congress on the implementation and effectiveness of these measures.

The Equality Act amends existing civil rights laws to explicitly include protections against discrimination based on sex, sexual orientation, and gender identity in areas such as public accommodations, employment, housing, credit, and jury selection. It clarifies and expands the definition of sex to include sex stereotypes, pregnancy, childbirth, related medical conditions, sexual orientation, gender identity, and sex characteristics. The act ensures equal access to shared facilities and prohibits the use of the Religious Freedom Restoration Act of 1993 to justify discrimination. Ultimately, the Equality Act seeks to provide consistent and comprehensive protections against discrimination for LGBTQ+ individuals and women across various sectors.

This bill amends Title 38 of the United States Code to increase funding for comprehensive service programs addressing veteran homelessness. It extends the authorization of appropriations through fiscal year 2024 and provides $350 million for fiscal year 2025, as well as necessary funds for subsequent fiscal years.

Additionally, the act establishes a commission to address racial equity in housing and mandates studies on eviction data to inform future policy.

The Deafblind DATA Act requires the Director of the Bureau of the Census to submit a report to Congress on the feasibility of publishing a table and expanding data collection on individuals with combined hearing and vision loss in the American Community Survey. Starting in 2026, the Director must publish a table annually summarizing American Community Survey respondents who identify as both deaf and blind, including demographic and socioeconomic data, sorted by state. The Director must ensure that no personally identifiable information is published.

This bill supports the designation of April 11-17, 2025, as "Black Maternal Health Week" to raise awareness about the maternal health crisis affecting Black women and birthing people in the U.S. It recognizes the unacceptable disparities in maternal mortality rates, where Black women are significantly more likely to die from pregnancy-related causes than White women. The "Resources for Victims of Gun Violence Act of 2025" establishes an advisory council led by the Department of Health and Human Services to assess the needs of gun violence victims and victim assistance professionals, identify effective support practices, and improve access to resources. The council will gather public input, share findings with Congress, state agencies, and the public, and provide recommendations for legislative action. The goal is to improve support for victims of gun violence by identifying and disseminating information about available resources and best practices. The council will terminate 5 years after the enactment of this Act.

The "Pursuing Equity in Mental Health Act" aims to improve mental health outcomes for racial and ethnic minority groups by increasing funding for research, training, and outreach programs. It directs the National Institutes of Health to study mental health disparities, promotes culturally competent healthcare practices, and requires the development of a national outreach strategy to raise awareness and improve access to mental health services within these communities. The Act authorizes increased funding for various programs and research initiatives to address mental health disparities.

The "Anti-Racism in Public Health Act of 2025" aims to address racism as a public health crisis by establishing a National Center on Antiracism and Health within the CDC to conduct research, develop interventions, and promote antiracism practices. The Act also establishes a law enforcement violence prevention program within the CDC to research the public health impacts of police violence, develop prevention strategies, and ensure comprehensive data collection and reporting on police misconduct. This bill seeks to promote racial equity in public health outcomes through research, data collection, and the implementation of evidence-based strategies.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in Iran's energy sector and those who provide financial support for its destabilizing activities. It mandates sanctions on foreign entities involved in processing, exporting, or selling Iranian oil, gas, and petrochemicals, while also establishing an interagency working group to coordinate and enforce these sanctions. The Act also amends existing legislation to require the identification of individuals involved in sanctionable activities or sanctions evasion related to Iranian oil and gas sales.

The American Family Act establishes a refundable child tax credit with monthly advance payments, providing up to $300 per month per child, and creates a $500 tax credit for other dependents. The amount of the credit is reduced based on the taxpayer's income, with initial reductions starting at $150,000 for joint returns. The IRS will make monthly advance payments and establish an online portal for taxpayers to manage their payments and provide necessary information. This act terminates the existing annual child tax credit after 2024 and aims to provide regular financial support to families.

The Haiti Criminal Collusion Transparency Act of 2025 requires the State Department to report on links between Haitian political and economic elites and criminal gangs, and it mandates sanctions on foreign individuals identified as being involved in this collusion. The President can block transactions, deny visas, and revoke existing visas of those sanctioned, with exceptions for humanitarian aid and national interest waivers. This act aims to address how collusion between elites and gangs threatens the Haitian people and U.S. interests, but will terminate 5 years after enactment.
