The "Broadband Buildout Accountability Act" shields the Broadband Equity, Access, and Deployment Program from the Freedom of Information Act (FOIA), with a specific exception for 5 U.S. Code § 552, to balance transparency and program efficiency.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The "Financing Our Energy Future Act" amends the Internal Revenue Code to expand the definition of "qualifying income" for publicly traded partnerships involved in green energy projects. This expansion includes income from various renewable energy activities, such as generating and storing power from renewable sources, processing biomass, utilizing carbon capture technologies, and producing renewable chemicals. The WEST Act of 2025 repeals a Bureau of Land Management rule concerning conservation and landscape health that was published in the Federal Register (88 Fed. Reg. 19583). This action effectively voids the rule.

The "Restoring State Mineral Revenues Act" eliminates an administrative fee charged under the Mineral Leasing Act, which will likely increase the amount of revenue states receive from mineral leasing on federal lands. It also makes necessary technical and conforming changes to other related laws, such as the Geothermal Steam Act of 1970 and the Federal Oil and Gas Royalty Management Act of 1982, to reflect the elimination of this fee.

The "Ensuring Coast Guard Readiness Act" permits the President to waive the requirement that Coast Guard vessels be built in U.S. shipyards under specific conditions. These conditions include national security interests, construction in NATO or mutual defense treaty countries within the Indo-Pacific region, and lower construction costs. The President must notify Congress 30 days before any contract is made under this exception. The Commandant must certify that the foreign shipyard is not owned or operated by a Chinese company or a multinational company based in China before construction can begin.

This comprehensive bill addresses online safety for minors through two main actions: Title I establishes federal restrictions on social media platforms, banning accounts for children under 13 and prohibiting personalized content recommendations for all users under 18. Title II updates existing law to require schools receiving federal subsidies to block student access to social media platforms while using school resources. Overall, the legislation aims to fundamentally change how minors interact with social media both at home and in educational settings.
