Legislative Activity

The Rural Water System Disaster Preparedness and Assistance Act establishes a new program to provide technical assistance and grants to help rural water and wastewater systems prepare for and recover from disasters. This assistance will be delivered by experienced nonprofit organizations to aid in emergency response, planning, infrastructure repair, and securing federal aid. The Precious Metals Parity Act amends the Internal Revenue Code to ensure that income derived from precious metals is treated consistently with income from foreign currencies for regulated investment companies (RICs). This change updates the rules RICs use to calculate their earnings for tax purposes. The provisions apply to tax years beginning after the date the Act is enacted.

The COMPLETE Care Act aims to improve mental health access by providing Medicare incentives for primary care providers to integrate behavioral health services into routine visits. This legislation offers increased Medicare payments for specific integrated care services delivered between 2027 and 2029. Furthermore, the bill mandates the creation of technical assistance programs to help providers successfully implement these integrated care models.

The IHS Workforce Parity Act of 2025 updates service commitment requirements for recipients of Indian Health Service (IHS) scholarships and loan repayment programs. It clarifies options for fulfilling obligations through full-time or half-time practice within eligible Indian health programs. The bill also adjusts how service is calculated if a participant fails to complete their commitment.

The "Invest to Protect Act of 2025" establishes a grant program to support local law enforcement by providing resources for training, mental health services, recruitment, and retention. These grants prioritize de-escalation training, victim-centered approaches, and officer well-being. The program emphasizes accountability through audits, reporting requirements, and transparency in officer recruitment and retention incentives. It allocates \$50 million annually from 2026 to 2030 to facilitate these improvements in law enforcement practices and community safety.

The "Strengthening Exports Against China Act" amends the Export-Import Bank Act of 1945, modifying how financing rates are calculated. It excludes financing that either competes with entities on restricted lists related to national security or is provided through the Program on China and Transformational Exports from rate calculations. This change aims to bolster U.S. exports against competition from specific entities and supports the Program on China and Transformational Exports.

The "Presidential and First Spouse Coin Act of 2025" directs the Secretary of the Treasury to mint and issue $1 coins honoring deceased U.S. Presidents, along with bullion coins and bronze medals emblematic of their spouses. These coins will feature designs and inscriptions as determined by the Secretary, with a new coin for each President and their spouse. If a President served without a spouse, the corresponding bullion coin is not required. All coins minted under this act are considered legal tender and numismatic items.

The STEAM Act aims to streamline the development of geothermal energy resources. It amends the Energy Policy Act of 2005 to include the Geothermal Steam Act of 1970, expanding NEPA review exemptions to geothermal resource exploration. This inclusion aims to accelerate geothermal projects by aligning them with existing streamlined processes for gas resource development.

The "End Double Taxation of Successful Consumer Claims Act" allows taxpayers to deduct attorney fees and court costs related to claims of consumer protection violations. This deduction applies to a broad range of violations under federal, state, and local laws, including those related to real estate, lending, credit, debt collection, product safety, and more. This change applies to attorney fees and court costs paid in taxable years ending after the enactment date of this Act, for judgments or settlements occurring in those taxable years.

The "Sloan Canyon Conservation and Lateral Pipeline Act" expands the Sloan Canyon National Conservation Area by approximately 9,290 acres. It grants the Southern Nevada Water Authority a right-of-way to construct and operate a water pipeline within the Conservation Area. The expansion will not affect existing utility corridors or rights-of-way, and the existing management of the Conservation Area will remain the same, except for the water pipeline right-of-way.

The Apex Project, Nevada Land Transfer and Authorization Act Amendments Act updates the 1989 legislation to streamline land transfers to the City of North Las Vegas, Clark County, and the Apex Industrial Park Owners Association. The bill authorizes the sale of mineral materials from designated sites and establishes new environmental compliance requirements for future land conveyances.

The Inaugural Committee Transparency Act of 2025 strengthens oversight of Presidential Inaugural Committees by mandating detailed public disclosure of all expenditures of $200 or more. The bill prohibits donations from foreign nationals, bans the use of funds for personal expenses, and requires that any leftover money be donated to tax-exempt charitable organizations within 90 days.

The Filing Relief for Natural Disasters Act empowers the Secretary of the Treasury to postpone federal tax deadlines for state-declared disasters upon a governor's request. Additionally, the bill extends the mandatory tax deadline relief period for federally declared disasters from 60 days to 120 days.

The Nuclear Waste Informed Consent Act prohibits the Secretary of Energy from using Nuclear Waste Fund resources for repository activities without first securing formal, written consent from all impacted state, local, and tribal governments. This legislation ensures that no nuclear waste repository can proceed without a binding, multi-party agreement among the affected jurisdictions.

The Advanced Border Coordination Act of 2025 mandates the creation of Joint Operations Centers along the southern border to unify security efforts between federal, state, local, and Tribal law enforcement. These hubs will centralize communication, resource deployment, and multi-agency operations to better deter transnational criminal activity. Additionally, the bill requires the Department of Homeland Security to provide annual reports to Congress to ensure ongoing transparency and operational improvement.
