The "Miracle on Ice Congressional Gold Medal Act" authorizes the presentation of three Congressional Gold Medals to honor the 1980 U.S. Olympic Men's Ice Hockey Team for their historic "Miracle on Ice" victory. These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame, and the US Olympic and Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.

The Duty Drawback Clarification Act amends the Harmonized Tariff Schedule of the United States to align the duty treatment of whiskies under subheading 2208.30 with that of subheading 2208.50.00. It also directs the United States International Trade Commission to add statistical suffixes to subheading 2208.30.00.

The Affordable Housing Credit Improvement Act of 2025 aims to increase affordable housing options by updating state housing credit formulas, refining tenant eligibility rules, and improving credit eligibility and determination. This includes adjusting income verification processes, modifying student occupancy rules, and protecting domestic abuse victims. Additionally, it revises rules for exempt facility bonds and renames the "low-income housing tax credit" to the "affordable housing tax credit" while encouraging data sharing and discouraging discriminatory land use policies.

This bill establishes a House Select Committee to investigate and propose policies to combat Mexican drug cartels and their international networks. The committee, composed of up to 21 members, will analyze cartel operations, evaluate current counter efforts, and recommend legislative proposals to relevant House committees. It must submit policy recommendations by December 31, 2025, and a final report by December 31, 2026, after which the committee will terminate.

The Guidance Clarity Act mandates that federal agencies include a "guidance clarity statement" on all guidance documents, clarifying that these documents do not have the force of law and are only intended to provide clarity on existing legal requirements or agency policies. This statement must be prominently displayed on the first page of the guidance. The Office of Management and Budget (OMB) is directed to issue guidance to implement this Act within 90 days of enactment.

The White Oak Resilience Act aims to restore and enhance white oak populations and upland oak habitats across the United States through collaborative efforts between federal, state, tribal, and private entities. It establishes initiatives for research, restoration pilot programs on federal lands, and a grant program to support white oak regeneration. The Act also addresses tree nursery shortages and promotes sustainable forest management practices to improve white oak resilience and ensure a sustainable supply of seedlings.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. This law respects private and state/local government restrictions on firearms, protects individuals from unwarranted arrest, and allows legal action for violations of these rights. It also permits concealed carry in National Parks and other federal lands open to the public and clarifies that handguns include magazines and ammunition.

The "FACT Act" renames the Pandemic Response Accountability Committee to the Fraud Prevention and Accountability Committee and extends its operation until December 31, 2026, to continue overseeing federal spending and preventing fraud. The Act also updates references to reflect changes in the U.S. Code.

The Honey Integrity Act aims to protect the integrity of honey sold in the United States by establishing a clear standard of identity for honey and creating a Honey Integrity Program. This program mandates testing for adulteration by commercial honey packers, requires reporting of test results and any identified adulteration, and authorizes investigation and destruction of adulterated honey. The Act also directs the Secretary to submit a report to Congress detailing enforcement actions regarding misbranded honey.

The "Fair and Open Competition Act of 2025" seeks to ensure open competition and government neutrality in federal construction projects by preventing requirements for or bans against agreements with labor organizations. It prohibits discrimination based on labor affiliation, reduces construction costs, and expands job opportunities. The Act mandates revisions to regulations and allows exemptions only in special circumstances like public health or national security threats.

The "Federal Firearms Licensee Protection Act of 2025" increases penalties for stealing firearms from licensed dealers. It sets stricter punishments, including up to 20 years in prison, for violating laws related to firearm theft. The act also mandates minimum prison sentences of 3 years for burglaries and 5 years for robberies targeting licensed firearm businesses.

This bill amends the Social Security Act to equalize the negotiation period for drug price negotiations under the Drug Price Negotiation Program. It changes the negotiation period for small-molecule drugs from 7 years to 11 years, matching the period already in place for biologic drugs. This adjustment aims to create parity in negotiation timelines between different types of medications, effective as if included in the original legislation.

This bill extends the temporary increase in the limitation on the cover over of distilled spirits taxes to Puerto Rico and the Virgin Islands. It amends the Internal Revenue Code of 1986, pushing the expiration date from January 1, 2022, to January 1, 2032. This extension applies to distilled spirits brought into the United States after December 31, 2021.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The Supporting the Local Radio Freedom Act prevents Congress from imposing new performance fees on local radio stations for playing music. It emphasizes the mutually beneficial relationship between broadcasters and the recording industry, where radio provides free publicity that boosts music sales and supports artists. The act recognizes local radio's crucial role in communities by providing news, weather updates, and public service announcements. Ultimately, this bill aims to protect local radio stations and businesses from economic harm, ensuring they can continue serving their communities without additional financial burdens.

The "Nationwide Consumer and Fuel Retailer Choice Act of 2025" amends the Clean Air Act to modify fuel and fuel additive waiver processes, primarily affecting ethanol blends. It adjusts Reid Vapor Pressure (RVP) limitations for gasoline blends containing 10-15% ethanol and allows small refineries to regain certain credits under specific conditions. These changes aim to provide greater fuel choices for consumers and retailers nationwide.

This bill expresses support for designating February 15-22, 2025, as "National FFA Week," celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.

The "Chief Herbert D. Proffitt Act of 2025" amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend death benefits to retired law enforcement officers who die or are disabled from targeted attacks due to their service. The bill applies retroactively to pending matters before the Bureau of Justice Assistance, or those filed/accruing after the enactment date, with exceptions for actions against retired law enforcement officers that occurred on or after August 28, 2012.

The "Whole Milk for Healthy Kids Act of 2025" permits schools participating in the National School Lunch Program to offer a wider variety of milk options, including whole milk (both flavored and unflavored, organic and non-organic), reduced-fat, low-fat, fat-free, and lactose-free milk. It specifies that milk fat from any fluid milk offered is not considered saturated fat when measuring compliance with saturated fat content limits for meals. The bill also prohibits schools from purchasing milk from China state-owned enterprises.

The "Protecting Privacy in Purchases Act" prevents payment card networks from assigning a unique merchant category code to firearm retailers. The Attorney General is responsible for enforcing the Act, investigating complaints, and reporting to Congress. This law overrides state and local laws regarding merchant category codes for firearm retailers and does not establish a private right of action.
