The "No Industrial Restrictions in Secret Act of 2025" or "No IRIS Act of 2025" prevents the EPA Administrator from utilizing assessments produced by the EPA's Integrated Risk Information System program. This prohibition extends to developing regulations, enforcement actions, permitting, and informing air toxics assessments.

This bill extends the temporary increase in the limitation on the cover over of distilled spirits taxes to Puerto Rico and the Virgin Islands. It amends the Internal Revenue Code of 1986, pushing the expiration date from January 1, 2022, to January 1, 2032. This extension applies to distilled spirits brought into the United States after December 31, 2021.

The "President Jimmy Carter Congressional Gold Medal Act" authorizes the posthumous presentation of a Congressional Gold Medal to former President Jimmy Carter in recognition of his dedicated service to the Nation. The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The "Chief Herbert D. Proffitt Act of 2025" amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend death benefits to retired law enforcement officers who die or are disabled from targeted attacks due to their service. The bill applies retroactively to pending matters before the Bureau of Justice Assistance, or those filed/accruing after the enactment date, with exceptions for actions against retired law enforcement officers that occurred on or after August 28, 2012.

The "PREEMIE Reauthorization Act of 2025" extends funding for research on preterm births and infant care through 2029. It directs the Department of Health and Human Services to establish an interagency working group to address premature birth issues and mandates a comprehensive study by the National Academies of Sciences, Engineering, and Medicine on preterm births, including cost analysis, risk factor identification, and best practices for prevention and treatment. A report on the study's findings must be submitted to Congress and the Secretary of Health and Human Services within 24 months.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.

The Alpha-gal Allergen Inclusion Act amends the Federal Food, Drug, and Cosmetic Act to include alpha-gal, a sugar found in non-catarrhine primate mammals and red algae, as a major food allergen. This will require food labels to clearly identify the presence of alpha-gal. The amendment will take effect 18 months after the enactment of this Act, with an exception for mammal-derived ingredients where alpha-gal is below a detectable limit as determined by the Secretary.

This joint resolution seeks to invoke the Congressional Review Act to disapprove and nullify the Environmental Protection Agency’s recent rule regarding the phasedown and management of hydrofluorocarbons. If enacted, the rule would have no force or effect, effectively blocking the EPA's regulatory framework for these substances.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The Halt All Lethal Trafficking of Fentanyl (HALT Fentanyl) Act permanently classifies fentanyl-related substances as Schedule I controlled substances to strengthen enforcement and penalties against their trafficking. Additionally, the bill streamlines registration processes for researchers to facilitate legitimate scientific study of these substances. It also includes technical corrections and mandates updated federal rulemaking to ensure effective implementation.
