The Guarding Readiness Resources Act allows the National Guard Bureau to accept funds from states and territories as reimbursement for the use of military property. These funds will be used by the Department of Defense for the repair, maintenance, and replacement of assets used by National Guard units on state active duty.

The PAST Act of 2025 significantly strengthens the Horse Protection Act to combat the painful practice of soring in specific horse breeds. This bill increases penalties for violations, establishes stricter licensing and oversight for inspectors, and explicitly bans the use of "action devices" designed to cause unnatural gaits. The legislation aims to enhance enforcement, ensure fairer competition, and hold violators accountable through increased fines and disqualifications.

This bill amends Title XVIII of the Social Security Act to broaden access to telehealth services under Medicare. It expands the types of healthcare practitioners eligible to provide these services. This change aims to increase convenience and access to healthcare for Medicare beneficiaries.

The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

Ethan's Law establishes federal requirements for the secure storage of firearms to prevent unauthorized access by minors and prohibited persons, making improper storage a civil violation with escalating penalties if injury or death results. The bill also creates a federal grant program to incentivize states and Tribes to adopt matching safe storage laws. Furthermore, Congress declares that failing to comply with these storage requirements constitutes negligence and may be considered the direct cause of resulting firearm injuries.

The Military and Educational Data Integration Act mandates a process for State educational agencies to access certain Armed Forces data of individuals who graduated high school in their state, including education level, test scores, and military service details. This data sharing initiative aims to integrate military data into state education systems while adhering to strict confidentiality and data security standards to protect individual privacy. This bill reaffirms the United States' unwavering support for Ukraine's sovereignty, independence, and territorial integrity amidst Russia's ongoing invasion. It condemns Russia's war crimes and demands the withdrawal of Russian forces from Ukrainian territory, including Crimea and the Donbas. The bill insists on the safe return of kidnapped Ukrainian children and supports the prosecution of Russian leaders for war crimes. This report will consolidate current scientific knowledge and be delivered to key government officials and congressional committees.

This resolution clarifies that United Nations General Assembly Resolution 2758 only addressed seating arrangements and does not validate the People's Republic of China's "One China Principle" regarding Taiwan's status. It asserts that the U.S. "One China Policy" is distinct from Beijing's claims and does not endorse PRC sovereignty over Taiwan. The bill strongly opposes PRC efforts to use the resolution to exclude Taiwan from international organizations and supports Taiwan's meaningful participation globally.

The "Energy Resilient Communities Act" establishes a grant program for clean energy microgrids, prioritizing projects that benefit environmental justice communities and community-owned energy systems. These grants will fund technical assistance, community outreach, and the construction of clean energy microgrids for critical infrastructure and residences. The Act emphasizes domestic production, prevailing wages, and local employment, while also requiring annual reports to Congress on the program's progress and impacts. The Korematsu-Takai Civil Liberties Protection Act of 2025 prohibits the imprisonment or detention of individuals based on protected characteristics such as race, religion, sex, gender identity, sexual orientation, disability, and other categories as determined by the Attorney General. This amends Title 18 of the U.S. Code to ensure that civil liberties are protected against unlawful detention based on these characteristics. The Attorney General has the authority to add characteristics to the list, but not remove any.

The "Aquatic Biodiversity Preservation Act of 2025" establishes a program, managed by the Secretary of Commerce, for sequencing aquatic species genomes to improve conservation and management efforts. It directs the Secretary to work with various entities to collect, sequence, and make genomic data publicly available, while providing funding and assistance. Tribal governments determine whether and when to release data. The act authorizes $2,000,000 annually from 2025-2031 for program implementation.

The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

This bill expresses support for designating February 2025 as "Hawaiian Language Month" or "'Olelo Hawai'i Month" to recognize and celebrate the Hawaiian language (lelo Hawaii). It acknowledges the historical suppression of lelo Hawaii and the ongoing revitalization efforts. The bill also commits to preserving, protecting, and promoting the use, practice, and development of lelo Hawaii, urging all people in the United States to participate in celebrating lelo Hawaii Month.

Finally, the bill requires the Comptroller General to conduct studies on improper disaster assistance, damage assessment procedures, and challenges faced by states and territories in securing assistance.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The act also mandates the establishment of a Defense Innovation Unit office in Israel and assesses integrated air and missile defense in the U.S. Central Command region.
