During the dissolution period, the Chairman of the Federal Reserve Board will manage the winding down of affairs, and the Office of Management and Budget Director will liquidate assets to maximize returns to the Treasury. The Treasury Secretary will assume outstanding liabilities and, along with the Office of Management and Budget Director, report to Congress on the implementation of the Act.

This resolution censures Representative Al Green of Texas for disrupting the President's State of the Union address. It condemns his actions as a breach of decorum that degraded the proceedings and disrespected the House and Senate. Green is required to appear in the House for the censure pronouncement, and the Speaker must publicly read the censure resolution.

The "Federal Firearms Licensee Protection Act of 2025" increases penalties for stealing firearms from licensed dealers. It sets stricter punishments, including up to 20 years in prison, for violating laws related to firearm theft. The act also mandates minimum prison sentences of 3 years for burglaries and 5 years for robberies targeting licensed firearm businesses.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The Act also includes transitional rules for applying certain sections of the Internal Revenue Code during the enactment year.

The "One Flag for All Act" generally prohibits the display of flags other than the U.S. flag on the exterior or in public areas of covered federal buildings. There are explicit exceptions for flags such as POW/MIA flags, state flags displayed at a Member of Congress's office, flags representing the Armed Forces, flags of historical significance, and flags representing local jurisdictions where the building is located. The bill defines "covered public buildings" broadly, including federal buildings, Senate and House buildings, military installations, and U.S. embassies and consulates.

This bill prohibits federal funds from being used for disinformation research grants. It also blocks funding for Secure and Trustworthy Cyberspace grants. Additionally, the bill defunds programs within the National Science Foundation's Track F: Trust and Authenticity in Communications Systems.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The "Senior Citizens Tax Elimination Act" repeals the inclusion of Social Security benefits in gross income, effectively ending the taxation of these benefits for taxable years beginning after the enactment of this law. The Act mandates the allocation of funds each fiscal year to the Social Security Act or the Railroad Retirement Act of 1974, ensuring these programs are not negatively impacted by the tax elimination. The amount allocated must equal the reduction in transfers to these funds because of the change. Congress intends to offset the revenue reduction without raising taxes.

This bill stops the distribution of China Daily, a Chinese Communist Party propaganda outlet, in House buildings. It prevents the Chief Administrative Officer from distributing these publications or using internal mail for their delivery, aiming to protect the House from foreign influence. The policy does not restrict private subscriptions by individuals, access through public facilities, or collection by the Library of Congress. The bill defines a CCP-controlled publication as one registered under the Foreign Agents Registration Act and controlled by the Chinese Communist Party.

The "Protection of Women in Olympic and Amateur Sports Act" amends Title 36 of the United States Code to define "female" and "male" based on reproductive systems. It stipulates that individuals whose sex is male are prohibited from participating in amateur athletic competitions designated for females.

The "Fair Access to Banking Act" aims to prevent financial institutions from denying services to legal businesses based on subjective or political reasons. It prohibits large banks, credit unions, and payment card networks from discriminating against legal businesses and requires them to provide fair access to financial services based on impartial, risk-based standards. The Dismantle DEI Act of 2025 aims to immediately rescind diversity, equity, and inclusion (DEI) mandates across the federal government, including shutting down related offices and banning specific ideological training for federal personnel and contractors. The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. Furthermore, it establishes strong enforcement mechanisms, allowing individuals to sue violators and seek financial penalties for non-compliance.
