The Veterans Health Care Freedom Act establishes a pilot program within the Department of Veterans Affairs, allowing eligible veterans to choose their healthcare providers, including those outside of VA facilities. Additionally, the Act mandates the Inspector General of the Office of Personnel Management to ensure timely submission of the President's budget, with penalties for the Director, Deputy Director, and Deputy Director for Management of the Office of Management and Budget if the budget is submitted late.

The Federal Employee Student Debt Transparency Act mandates that Senior Executive Service and Schedule C employees in the executive branch disclose their federal student loan debt annually.
