The WILLIS Act prohibits federal funding to the Fulton County, Georgia District Attorney's Office. It rescinds any unspent federal funds allocated to the Fulton County District Attorney's Office. The Attorney General must recover all federal funds spent by the office after January 1, 2021.

This bill revokes Pakistan's status as a major non-NATO ally. The President can only reinstate this designation if they certify that Pakistan is actively disrupting the Haqqani Network, preventing them from using Pakistani territory as a safe haven, coordinating with Afghanistan to restrict militant movement, and making progress in arresting and prosecuting Haqqani leaders.

The "Return to Work Act" mandates that all Executive agencies must reinstate their telework policies as they existed on December 31, 2019, within 60 days of the Act's enactment. These reinstated policies will supersede any conflicting telework provisions currently in place.

The "FUEL Reform Act" repeals Title IX of the Farm Security and Rural Investment Act of 2002, thereby eliminating Department of Agriculture bioenergy subsidy programs and other related subsidy programs.

This bill amends the Internal Revenue Code to allow individuals to deduct the amount they paid for health insurance premiums for themselves, their spouse, and their dependents. This deduction is available regardless of whether the individual itemizes other deductions. This change is effective for taxable years beginning after December 31, 2024.

The Small Business Flexibility Act amends the Fair Labor Standards Act to allow employers to include both traditionally tipped and non-tipped employees in a tip pool. This is permitted as long as all employees are paid at least the standard minimum wage.

The "Congressional Border Security Assessment Act" allows members of Congress and their staff to access Indian reservations within 50 miles of the U.S.-Mexico border. This access is for the purpose of assessing national security, public safety, and border security, and includes roadways and easements within the reservations. The bill defines "Indian country" according to existing U.S. Code.

It recognizes the Pro Womens Healthcare Centers as an example of comprehensive care, highlighting their services and standards. The bill aims to empower women to advocate for their health and acknowledges the interconnectedness of women's health with the well-being of men, families, and communities. Ultimately, the bill champions the implementation of similar high-quality, life-affirming care standards across the nation.

The "Increasing Public Access to Recreation Act" increases funding for recreational public access projects. It changes the allocation from 3% to 10% and raises the maximum amount of funds from $15,000,000 to $50,000,000.

The "Ultrasound Informed Consent Act" amends the Public Health Service Act, requiring abortion providers to perform and display ultrasound images to women seeking abortions, providing a medical description of the images, prior to obtaining informed consent, with exceptions only for medical emergencies. Non-compliant providers may face civil penalties up to $250,000 per violation, and women may file civil actions for damages. States can enact stricter abortion disclosure laws, and if part of the law is unconstitutional, the rest remains valid.

The "Ensuring United Families at the Border Act" modifies the detention rules for families entering the U.S. unlawfully, stating that there is no assumption that a minor entering the U.S. with a parent should not be detained. It mandates that the Department of Homeland Security detain parents who have been charged with misdemeanor offenses for unlawful entry along with their child. Additionally, the Act prohibits states from requiring immigration detention facilities housing families with children to be licensed by the state or local governments.

The "Prescription Freedom Act of 2025" removes the FDA's power to mandate prescriptions for drugs, effectively deferring to state laws on prescription requirements. This change occurs six months after the Act's enactment. An exception is made, allowing the Department of Health and Human Services to still regulate prescription requirements for drugs used in abortions.

The Judicial Administration and Improvement Act of 2025 divides the Ninth Circuit Court of Appeals, establishing a new Twelfth Circuit composed of Alaska, Arizona, and the Eastern and Western Districts of Washington. It reassigns judges based on their duty station, allows senior judges to elect their assignment, and authorizes temporary judgeships for the new circuit. The Act also addresses the handling of pending cases and provides for administrative actions and funding to implement these changes, which take effect one year after enactment.

The "Freedom for Families Act" expands the use of health savings accounts (HSAs) by allowing tax-free distributions for caregiving expenses related to family and medical leave. It also eliminates the requirement of having a high-deductible health plan to be eligible for an HSA, and increases the maximum annual contribution limit to $9,000. These changes aim to provide greater flexibility and accessibility to HSAs for families.

The TBI and PTSD Treatment Act mandates the Department of Veterans Affairs to offer hyperbaric oxygen therapy to veterans suffering from traumatic brain injuries or post-traumatic stress disorder. This therapy must be administered through healthcare providers already approved by the VA. The Act also updates the U.S. Code to formally include hyperbaric oxygen therapy as a treatment option for these conditions.

The Armed Forces Endangered Species Exemption Act excludes military lands from critical habitat designation under the Endangered Species Act, allowing the Secretary of Defense to determine land use without consulting the Interior Secretary. It also exempts the Department of Defense from restrictions regarding harm to endangered species during national defense-related operations, broadly defined to include training, testing, and any actions deemed necessary for the Department's mission. These exemptions apply to military personnel, including civilian employees and contractors supporting the Department of Defense.

Grant's Law mandates the detention of aliens unlawfully present in the U.S. who are arrested for offenses that would make them inadmissible or deportable. It requires the Secretary of Homeland Security to detain these individuals and initiate removal proceedings, completing them within 90 days of detention. The law also allows the Secretary to release aliens to the appropriate authority for proceedings after arrest, resuming custody when necessary, and ensures continued detention until removal proceedings are complete, even if the alien is not convicted of the offense for which they were arrested.

The "Stop Imposing Woke Ideology Abroad Act" prohibits the use of federal funds for the salary or expenses of the Special Representative for Racial Equity and Justice within the State Department. It also blocks the use of federal funds to implement the State Department's Equity Action Plan.

The Veterans Health Care Freedom Act establishes a pilot program within the Department of Veterans Affairs, allowing eligible veterans to choose their healthcare providers, including those outside of VA facilities. This program aims to improve healthcare access by removing restrictions on where veterans can receive care and enabling them to select primary and specialty care providers within a covered care system. After a trial period, the program's provisions for healthcare choice are set to become a permanent requirement, expanding veterans' access to care across different VA medical facilities. The Act requires regular reports on the program's implementation and results, ensuring oversight and accountability.

The "Budget Process Enhancement Act" modifies budget baseline calculations by excluding emergency funds and supplemental appropriations, and it stipulates that congressional members' salaries will be held in escrow if a budget resolution is not agreed upon by the House or Senate by the specified deadline. Additionally, the Act mandates the Inspector General of the Office of Personnel Management to ensure timely submission of the President's budget, with penalties for the Director, Deputy Director, and Deputy Director for Management of the Office of Management and Budget if the budget is submitted late.
