The PREP Act reduces the maximum probationary period for initial federal government appointments to 6 months for those with prior civil service experience and 12 months for all other appointees. The REHIRE Act provides hiring preference to certain Federal employees involuntarily removed from their positions between January 1, 2025, and January 1, 2027. This preference does not apply to individuals removed from political positions, those separated due to misconduct or poor performance, or those whose most recent performance review was unacceptable, and expires 5 years after enactment.

The "Improving Reporting to Prevent Hate Act of 2025" aims to improve hate crime reporting by requiring the Attorney General to evaluate the credibility of hate crime reporting from jurisdictions with over 100,000 residents applying for grants. Jurisdictions that fail to report hate crime data or report zero incidents to the FBI may lose grant eligibility unless the Attorney General certifies they have significantly educated the community and raised awareness about hate crimes. The Attorney General will publish an annual report on certified jurisdictions.

The Military Spouse Hiring Act amends the Internal Revenue Code to include qualified military spouses as eligible for the Work Opportunity Credit, incentivizing employers to hire them. A qualified military spouse is defined as someone certified by a local agency as married to a member of the U.S. Armed Forces. This change applies to amounts paid and individuals starting work after the Act's enactment.

The Congressional Trade Authority Act of 2025 amends Section 232 of the Trade Expansion Act of 1962, redefining national security and shifting the investigation of import threats to the Secretary of Defense. It mandates congressional approval for presidential actions adjusting imports based on national security concerns, requiring a joint resolution of approval within 60 days. The Act also establishes a process for businesses to request exclusions from import restrictions and includes a sunset provision for presidential actions, requiring reevaluation and potential renewal after three years. Finally, the Act requires rates of duty to revert to their pre-modification rate 75 days after the enactment of this Act.

This bill redesignates the Robert E. Lee Memorial as the "Arlington House National Historic Site." It changes all references to the site in law and documentation to reflect the new name. The bill also repeals the previous resolutions that designated the site as a memorial to Robert E. Lee.

The Humane Cosmetics Act of 2025 bans cosmetic animal testing in the U.S. and restricts the use of animal testing data for cosmetic safety, with certain exceptions. The Security Clearance Review Act mandates that the FBI Director, rather than other entities, is responsible for granting security clearances and access to classified information for political appointees and special government employees within the Executive Office of the President. The Act requires the FBI Director to notify the President and Congress when a security clearance is denied, suspended, or revoked. If the President overrides the FBI Director's decision, they must provide an explanation to relevant Congressional committees. This ensures accountability and transparency in security clearance determinations within the Executive Office.
