The "Retirement Fairness for Charities and Educational Institutions Act of 2025" modifies regulations for 403(b) plans under the Investment Company Act of 1940, the Securities Act of 1933, and the Securities Exchange Act of 1934. These modifications broaden exemptions from registration provisions for certain interests, participations, or securities related to 403(b) plans, especially those subject to Title I of the Employee Retirement Income Security Act of 1974, or where the employer acts as a fiduciary, or are governmental plans as defined in section 414. The goal is to expand the types of trusts, plans, and accounts that are excluded from being defined as investment companies. It also updates a section regarding exemptions from registration requirements for securities, adding a reference to plans described in section 3(a)(12)(C)(iv) of the Act.

This resolution supports the continuation of arms control agreements, particularly with Russia and China, to reduce nuclear threats and prevent nuclear war. It condemns nuclear threats, urges compliance with the New START Treaty, and encourages diplomatic talks for future arms control agreements. It limits the President's authority to suspend or restrict the entry of aliens, requiring specific justification, narrow tailoring, and congressional consultation. The Act also mandates reports on visa applicants and the impact of any suspensions or restrictions. Finally, it allows affected parties to sue the government if these regulations are not followed.

The GENIUS Act of 2025 establishes a regulatory framework for payment stablecoins, defining who can issue them and setting standards for reserves, redemption policies, and reporting. It mandates federal approval for stablecoin issuers, with an option for state regulation for smaller issuers under certain conditions, and clarifies that payment stablecoins are not securities or commodities. The Act also prioritizes customer protection by requiring custodial services to be supervised and customer assets to be segregated, and it prioritizes stablecoin holders over other creditors in case of issuer insolvency. Finally, it directs the Federal Reserve to establish reciprocal agreements with countries that have similar stablecoin regulations to promote international transactions.

The "Stop Arming Cartels Act of 2025" prohibits the import, sale, manufacture, transfer, or possession of .50 caliber rifles, with exceptions for government use and rifles lawfully possessed before the Act. It also creates an exception to the Protection of Lawful Commerce in Arms Act, allowing lawsuits against gun manufacturers or sellers who knowingly sell firearms in violation of the Foreign Narcotics Kingpin Designation Act. Additionally, the bill prohibits firearm sales to significant foreign narcotics traffickers and includes rifles in multiple firearm sales reporting requirements.

The "Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act" expands Medicare coverage to include innovative multi-cancer early detection screening tests starting in 2028. These tests, which use genomic sequencing to detect multiple cancer types, will be covered for eligible beneficiaries with age and frequency limitations. The payment amount for these tests will initially align with that of multi-target stool screening DNA tests. This new coverage aims to improve early cancer detection without affecting existing Medicare-covered cancer screenings.

The "Keep Our PACT Act" aims to increase funding for Part A of Title I of the Elementary and Secondary Education Act and the Individuals with Disabilities Education Act (IDEA) over the next decade. It mandates specific funding increases for these programs each year from 2026 to 2035, with the goal of fully funding IDEA at 40% of the national average per-pupil expenditure for students with disabilities by 2035. This bill designates these funding increases as emergency spending.

The "Holocaust Education and Antisemitism Lessons Act" directs the United States Holocaust Memorial Museum to study Holocaust education efforts in schools across the country. This resolution expresses disapproval of any pardons granted to individuals convicted of assaulting Capitol Police officers. It serves as a formal condemnation of such pardons.

The Global Health, Empowerment and Rights Act seeks to ensure that foreign non-governmental organizations are eligible for assistance under part I of the Foreign Assistance Act of 1961, regardless of the health or medical services they provide, as long as those services adhere to specific guidelines. It ensures that these organizations are not subject to more restrictive requirements for using non-U.S. government funds for advocacy and lobbying compared to U.S. non-governmental organizations.

The "Protecting Americans from Tax Hikes on Imported Goods Act of 2025" limits the President's power under the International Emergency Economic Powers Act. It prevents the President from using this Act to impose or raise tariffs or tariff-rate quotas on imported goods. The President retains the authority to block specific goods or all goods from a particular country.

The Whole-Home Repairs Act of 2025 establishes a pilot program providing grants to organizations for whole-home repair programs benefiting eligible homeowners and landlords. These programs will fund modifications, repairs, or updates addressing accessibility, safety, and energy efficiency. Landlords receiving assistance must adhere to affordability and tenant protection requirements. The program prioritizes states with comprehensive implementation plans and aims for diverse geographic representation, with the Secretary of Housing and Urban Development overseeing the program and reporting to Congress.

The Lumbee Fairness Act grants federal recognition to the Lumbee Tribe of North Carolina, making them eligible for federal services and benefits. It designates specific counties in North Carolina as the Tribe's service area and requires a needs assessment report to Congress. The Act also authorizes the Secretary of the Interior to take land into trust for the Tribe and addresses jurisdictional matters, while clarifying the application of the Indian Child Welfare Act.

The FAIR Act mandates a 3.3% increase in basic pay rates for federal employees under statutory pay systems and prevailing rate employees in 2026. Additionally, it increases locality pay adjustments for federal employees by 1% in 2026.

The "Saving the Civil Service Act" limits the ability of federal agencies to move positions out of the competitive service, ensuring that civil service positions are filled based on merit and qualifications. The "Miracle on Ice Congressional Gold Medal Act" authorizes the creation of three Congressional Gold Medals to honor the 1980 U.S. Olympic Men's Ice Hockey Team and their historic "Miracle on Ice" victory. These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame Museum, and the United States Olympic Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.
