This resolution acknowledges the distinguished life and career of the Honorable David Lyle Boren, who served Oklahoma as a state legislator, Governor, U.S. Senator, and President of the University of Oklahoma. It expresses the Senate's condolences to his family and directs the Secretary of the Senate to notify the House of Representatives and send a copy of the resolution to his family. Upon adoption, the Senate will adjourn in honor of Senator Boren.

This resolution censures Representative Al Green for disrupting President Trump's address to Congress, violating decorum, and bringing disrepute to the House. It mandates that Representative Green present himself to the House for a public reading of the censure resolution by the Speaker.

The Specialist Joey Lenz Act of 2025 mandates the Secretary of Defense to include a sports physical, electrocardiogram, and comprehensive blood work as part of the annual health assessment for armed forces members, beginning in 2026. This blood work includes a comprehensive metabolic panel and complete blood count, with additional tests as needed, along with any legally required tests or evaluations. The goal of this act is to ensure comprehensive health monitoring for service members.

The "Ending Green Giveaways Act" repeals Section 138 of the Clean Air Act, which authorized environmental and climate justice block grants. It also rescinds any remaining funds that were allocated for these grants but have not yet been spent.

The "Spent Fuel Prioritization Act of 2025" amends the Nuclear Waste Policy Act of 1982, changing how the Energy Secretary prioritizes accepting high-level radioactive waste and spent nuclear fuel. Priority is given to waste from decommissioned reactors, reactors in densely populated areas, areas with high earthquake risk, and areas with national security risks due to continued on-site storage. This aims to address the most urgent risks associated with storing nuclear waste.

The AIM HIGH Act directs the Secretary of the Air Force to establish a Technical Training Center of Excellence. This center will foster collaboration among Air Force technical training sites, serve as a premier training location for maintainers, and set standards for innovation. It will also connect with industry and academia to advance aviation technology and training.

The "Critical Water Resources Prioritization Act of 2025" amends the Endangered Species Act to allow exemptions for water management agencies to meet critical human water needs, such as drinking water and emergency services, if certain conditions are met. These conditions include implementing water conservation measures, exploring alternative water sources, and minimizing impacts on affected species. The Secretary of Interior can grant exemptions for up to 180 days, with possible renewals, and must report annually to Congress on all exemptions and their impacts. This act aims to balance essential human water needs with the protection of endangered species.

The "Small Business Disaster Damage Fairness Act of 2025" increases the collateral threshold for Small Business Administration (SBA) disaster loans from $14,000 to $50,000. The Act also requires a Government Accountability Office (GAO) report on the performance and default rates of these loans. Finally, the SBA must now tailor its outreach and marketing for disaster loans to address the specific challenges faced by rural communities in accessing them.

The "Primary Care Enhancement Act of 2025" modifies the treatment of direct primary care (DPC) arrangements for health savings account (HSA) purposes. It excludes DPC arrangements from being considered a health plan under certain conditions, such as DPC arrangements solely covering primary care services from primary care practitioners for a fixed periodic fee, with limits on monthly fees, and it treats DPC fees as medical expenses. This act also mandates the reporting of DPC fees on W-2 forms and adjusts fee limits for inflation.

The "ORPHAN Cures Act" amends the Social Security Act to refine the orphan drug exclusion within the Drug Price Negotiation Program. It excludes time periods when a drug was designated as an orphan drug from counting towards its eligibility for price negotiation. The bill also modifies the criteria for orphan drug designation, allowing it to apply to drugs treating "one or more rare diseases or conditions" instead of "only one rare disease or condition."

The "988 Lifeline Cybersecurity Responsibility Act" aims to protect the 988 Suicide and Crisis Lifeline from cybersecurity threats by requiring the reporting of vulnerabilities and incidents. It mandates the program's network administrator and local crisis centers to report cybersecurity issues while adhering to privacy laws. Additionally, the Act orders a study on the cybersecurity risks and vulnerabilities associated with the 988 Lifeline.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance's definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, concerning race, color, and national origin. This aims to address rising antisemitism in educational settings. The Act clarifies that it does not expand the Department of Education's authority, change existing discrimination standards, reduce existing rights, or infringe upon First Amendment rights.

This bill amends the Higher Education Act of 1965 to prohibit institutions of higher education from requiring individuals to endorse certain ideologies or share personal information related to race, ethnicity, or related concepts. It prevents institutions from compelling statements about diversity, equity, and inclusion, or giving preferential treatment based on unsolicited statements supporting such ideologies. The bill does not restrict academic research or prevent individuals from voluntarily providing information.

This bill formally acknowledges the sacrifices and courage of Vietnam War veterans, recognizing their service and the challenges they faced, including exposure to Agent Orange and the loss of over 58,000 American lives. It urges the President to address the mistreatment of these veterans and issues a formal apology on behalf of the American people for the lack of support they received both during and after the war. The bill also supports enhanced education in schools to accurately reflect the experiences of Vietnam War veterans.

This resolution designates January 2025 as "National Stalking Awareness Month" to raise awareness about the prevalence and impact of stalking. It encourages support for victims, improved criminal justice responses, and increased education about stalking, particularly among young adults and college students. The resolution also urges organizations, businesses, and the media to promote awareness of stalking during the designated month.

The "Drain the Intelligence Community Swamp Act of 2025" revokes the security clearances of the 51 individuals who signed the "Public Statement on the Hunter Biden Emails" on October 19, 2020. It also prohibits the reissuance or renewal of security clearances for these individuals. Additionally, the Act mandates investigations by the Secretary of Defense and the Attorney General into these individuals' roles in the Hunter Biden laptop situation and their involvement with the Biden Presidential campaign.

This bill recognizes the global importance of Hinduism and the positive impact of Hindu Americans on the United States. It acknowledges the rise in discrimination and hate crimes against Hindu Americans and their places of worship. The bill celebrates Hindu contributions to American society, welcomes the diversity brought by Hindu Americans, and condemns Hinduphobia and anti-Hindu bigotry.

This bill elects specific members to serve on various standing committees within the House of Representatives, including Armed Services, Education and Workforce, Energy and Commerce, Homeland Security, Judiciary, Oversight and Government Reform, Rules, Small Business, Transportation and Infrastructure, and Veterans Affairs. This bill proposes a constitutional amendment to fix the number of Supreme Court justices at nine. For this amendment to be valid, three-fourths of the state legislatures must ratify it within seven years of its submission.
