These proposals must demonstrate the need for prioritization, explain how it will improve grid reliability or resilience, and be subject to public comment. FERC is required to review and update these regulations regularly to address evolving grid challenges.

The "CREEPER Act 2.0" prohibits the importation, transportation, sale, and distribution of child sex dolls, defined as anatomically correct dolls, mannequins, or robots with features resembling a minor, intended for sexual acts, with penalties including fines and imprisonment for violations. This bill aims to prevent the exploitation and abuse of minors by criminalizing the trafficking and possession of these dolls.

The Oral Health Products Inclusion Act allows health savings accounts (HSAs) and Archer MSAs to include over-the-counter oral healthcare products like toothbrushes and water flossers as qualified medical expenses. It also permits health flexible spending arrangements and health reimbursement arrangements to cover these expenses. This applies to expenses incurred after the Act's enactment.

This bill directs the EPA to establish a voluntary labeling program for apparel, providing consumers with information about the greenhouse gas emissions associated with a product's lifecycle. Apparel sellers can apply to use the label, which will include a numerical summary of emissions, a QR code for detailed information, and a summary of voluntary commitments to reduce emissions. The EPA will verify label information, certify verifying entities, and publish regular reports on the program's effectiveness. The bill also includes provisions for technical assistance, voluntary commitments, a public database, consumer outreach, and penalties for fraudulent label use.

The Gold King Mine Spill Compensation Act of 2025 provides compensation to individuals and businesses who suffered damages from the 2015 Gold King Mine spill and whose claims were previously denied or not fully compensated by the EPA. This Act allows the EPA Administrator to investigate and settle these claims, using Colorado state laws to calculate damages, and establishes a process for claimants to challenge the Administrator's decision in court. The bill also allocates $3.3 million for claim payments. Acceptance of payment under this act releases the United States from any further liability related to the Gold King Mine spill.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, ensuring consistent enforcement against antisemitism in federally funded programs. This bill aims to increase awareness and improve the safety of Jewish communities by codifying the use of the IHRA definition. The Act does not expand the Department of Education's authority, change harassment standards, reduce existing rights, or diminish First Amendment rights.

This bill extends government funding through April 11, 2025, allocating additional funds for the Department of Defense, FEMA disaster relief, and the Navajo and Hopi Relocation Office. It also includes short-term extensions for various healthcare programs, including community health centers and telehealth services, and extends provisions related to financial oversight, national security, and cybersecurity. Finally, the bill ensures that its budgetary effects do not trigger automatic spending cuts or negatively impact budget allocations.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The STEAM Act aims to streamline the development of geothermal energy resources. It amends the Energy Policy Act of 2005 to include the Geothermal Steam Act of 1970, expanding NEPA review exemptions to geothermal resource exploration. This inclusion aims to accelerate geothermal projects by aligning them with existing streamlined processes for gas resource development.

This bill restructures the Department of Defense by creating an Assistant Secretary of Defense for International Industrial Base Development and Engagement to strengthen the defense industrial base through international partnerships. It also renames and expands the role of the Assistant Secretary of Defense for Strategy, Plans, and Capabilities to include homeland defense responsibilities. The bill eliminates the Assistant Secretary of Defense for Homeland Defense and Hemispheric Affairs, shifting Western Hemisphere affairs to the Assistant Secretary of Defense for International Security Affairs.

The "Fort Ontario Holocaust Refugee Shelter National Historical Park Establishment Act" establishes a new National Historical Park to preserve and interpret the story of the Fort Ontario refugee shelter. The park will be managed by the Secretary of the Interior, who can acquire land through donation, purchase, or exchange, and is required to create a management plan for the park within 3 fiscal years. Cooperative agreements with state, public, and private entities may be formed to aid in the park's interpretive and educational services.

The Rural Hospital Closure Relief Act of 2025 aims to support rural hospitals by allowing states to waive certain distance requirements for critical access hospital designation, enabling more rural hospitals to qualify for this status based on community need and service expansion. It also directs a study on Medicare payment systems for rural hospitals to ensure financial sustainability and access to care, and requires a transition plan for Critical Access Hospitals to transition to new payment models within 10 years. This act is designed to prevent hospital closures in underserved rural areas by providing financial relief and updated payment structures.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The "PREEMIE Reauthorization Act of 2025" extends funding for research on preterm births and infant care through 2029. It directs the Department of Health and Human Services to establish an interagency working group to address premature birth issues and mandates a comprehensive study by the National Academies of Sciences, Engineering, and Medicine on preterm births, including cost analysis, risk factor identification, and best practices for prevention and treatment. A report on the study's findings must be submitted to Congress and the Secretary of Health and Human Services within 24 months.

The Save Our Lone Emergency Services (SOLES) Act amends the Social Security Act to increase payments to sole community hospitals in Alaska and Hawaii for outpatient services. The "Protecting Americans Right To Silence Act of 2025" or the "PARTS Act of 2025" amends the definition of "firearm silencer" and "firearm muffler" under federal law. The updated definition includes any device designed to silence or muffle a portable firearm, whether attached directly or through other devices. It also includes the primary housing or structure for sound-reduction components of such devices.

The "Expediting Forest Restoration and Recovery Act of 2025" aims to streamline environmental reviews for forest projects that reduce hazardous fuels and address insect and disease risks, prioritizing these treatments in designated areas. It mandates the use of categorical exclusions in certain timber production areas and emphasizes wildfire and infestation risk reduction in project planning. The act also modifies Good Neighbor Agreements, allowing states to retain and use revenue from timber sales for further restoration efforts within the state.

The "Wildfire Victim Tax Relief and Recovery Act" provides tax relief for victims of the Texas Panhandle wildfires by classifying disaster relief payments as qualified for tax exemptions. It also amends the tax code to include "fire" as a condition for involuntary conversion of livestock, allowing for tax benefits and extended replacement periods for livestock lost in wildfires. Additionally, the bill allows proceeds from livestock sales due to fire to be treated similarly to those from floods under existing tax provisions.
