This bill disapproves and nullifies the Environmental Protection Agency's rule concerning the phasedown of hydrofluorocarbons, specifically addressing the management of certain hydrofluorocarbons and their substitutes as outlined in the American Innovation and Manufacturing Act of 2020.

The "Regulatory Cooling Off Act of 2025" amends Title 5 of the United States Code to modify the rule implementation process. The Parris Island Protection Act prevents federal funds from being used to close or realign the Marine Corps Recruit Depot at Parris Island, South Carolina, or to plan for its closure or realignment. The Act recognizes the Depot's historical and cultural significance to the Marine Corps and the nation. It affirms Parris Island as the home of the Marine Corps' Eastern Recruiting Region. The Act aims to ensure the Depot's continued service to the United States.

The TCJA Permanency Act makes permanent several tax provisions that were enacted as part of the 2017 Tax Cuts and Jobs Act (TCJA) and were set to expire. The Chinese Currency Accountability Act of 2025 directs the Secretary of the Treasury to oppose increasing the weight of the Chinese renminbi in the International Monetary Fund's Special Drawing Rights basket unless certain conditions regarding China's financial practices are met. These conditions include China meeting its obligations to the International Monetary Fund, refraining from currency manipulation, and adhering to international rules on export credits. The provisions of this act will sunset 10 years after enactment.

This bill disapproves and invalidates a rule issued by the Bureau of Consumer Financial Protection concerning quality control standards for automated valuation models.

The ERASER Act requires agencies to repeal at least three existing regulations for every new regulation issued, especially major ones. For major rules, the cost of the new rule must be equal to or less than the cost of those being repealed, as certified by the Office of Information and Regulatory Affairs. Additionally, the Government Accountability Office must regularly study and report on the total number and economic impact of federal regulations. This aims to reduce regulatory burden and control the economic impact of federal rules.

The Keweenaw Bay Indian Community Land Claim Settlement Act of 2025 seeks to resolve historical land claims by the Keweenaw Bay Indian Community related to the uncompensated use of Reservation Swamp Lands and Reservation Canal Lands. The Act directs the Secretary of the Interior to transfer $33,900,000 to the Community as compensation for these claims. Upon payment, the Act extinguishes all Community claims to the specified lands and confirms ownership by current landowners, while also preventing the use of funds for future gaming-related land acquisition. This aims to provide a fair settlement, protect current landowners, and avoid further litigation.
