This bill terminates the national emergency declared by the President in Executive Order 14193 on February 1, 2025. The termination is enacted as per section 202 of the National Emergencies Act.

**Title I:** This bill seeks to eliminate diversity, equity, and inclusion (DEI) programs within the federal government by revoking prior directives, terminating DEI offices, and restricting DEI-related training and activities. **Title II:** This bill restricts federal training programs from including topics related to diversity, equity, and inclusion, and protects employees from mandatory training on these subjects. **Title III:** This bill modifies federal contracting practices by prohibiting the use of federal funds for DEI-related activities and ensuring non-discrimination in federal programs. **Title IV:** This bill restricts the use of federal grant and cooperative agreement funds for diversity, equity, inclusion, and accessibility (DEIA) initiatives, while exempting certain offices and institutions. **Title V:** This bill aims to eliminate diversity, equity, and inclusion (DEI) practices within federal advisory committees by outlining specific prohibitions, enforcement mechanisms, and responsibilities for agency administrators and heads to ensure compliance. **Title VI:** This bill addresses accreditation standards for higher education institutions and restricts the use of federal funds by the Secretary of Education related to diversity, equity, and inclusion (DEI) initiatives. **Title VII:** This bill eliminates certain diversity, equity, and inclusion (DEI) programs and related requirements across various federal agencies and acts. **Title VIII:** This bill focuses on the enforcement and legal standing of the Act, ensuring individuals have the right to seek justice if they believe the law has been violated, and clarifies that the law remains effective even if parts of it are deemed unconstitutional.

The "OPTN Fee Collection Authority Act" amends the Public Health Service Act to enhance organ transplantation network operations by encouraging electronic health record integration and exploring a transplant statistics dashboard. It authorizes the Secretary to collect registration fees from OPTN members to fund these activities, ensuring transparency through public reporting of fee collection and usage. The Comptroller General will review these activities, and the fee collection authority will expire three years after enactment.

This bill, the Richard L. Trumka Protecting the Right to Organize Act of 2025, seeks to amend the National Labor Relations Act and other labor laws to strengthen protections for workers' rights to organize and collectively bargain. The bill increases benefits for surviving spouses, extends benefits to widowers, and requires disclosure of tax information for allowance calculation, while ensuring no changes to existing security provisions for former presidents and their families. Notably, current former Presidents are exempt from the provisions of this act.

The Disaster Resiliency and Coverage Act of 2025 aims to increase household disaster resilience through a grant program for pre-disaster mitigation activities, tax exclusions for state-based catastrophe loss mitigation payments and certain emergency agricultural assistance, and a tax credit for disaster mitigation expenditures. The grant program will provide funds to states and tribal governments for mitigation activities on individual homes in high-risk disaster areas, while the tax exclusions and credit offer financial relief and incentives for individuals and agricultural producers affected by disasters. This act seeks to encourage proactive measures to protect homes and businesses from the impact of future disasters.

The Guidance Out Of Darkness (GOOD) Act mandates that federal agencies publish all guidance documents online in a single, designated location, ensuring transparency and accessibility for the public. This includes both new and existing guidance, with clear labeling and organization. The Act also requires agencies to maintain a record of rescinded guidance documents and report on agency compliance. The goal of this act is to increase government transparency.

This bill aims to block the sale of specific defense articles and services to Israel, including bombs, guidance kits, fuzes, and related support equipment, as outlined in Transmittal No. 2413. The disapproval extends to both the direct military equipment and associated logistical and technical support.

This resolution expresses support for comprehensive political reforms aimed at restoring public trust in government. These reforms include measures such as prohibiting contributions from PACs and lobbyists, imposing lifetime lobbying bans on members of Congress, and banning members from trading stocks. To offset the cost of these changes, the bill repeals the existing tax credit for household and dependent care service expenses, updating relevant sections of the tax code accordingly.

The Government Spectrum Valuation Act requires the National Telecommunications and Information Administration (NTIA) to estimate the value of the electromagnetic spectrum assigned to each Federal entity. These estimates, conducted with the FCC and OMB, must be based on the spectrum's potential value if reallocated for commercial wireless services, considering both commercial needs and the operational requirements of Federal entities. The NTIA will publicly disclose how each value estimate was determined, and Federal entities must report the spectrum's estimated value in their budget and annual financial statements.

The "Federal Contractor Cybersecurity Vulnerability Reduction Act of 2025" aims to bolster the cybersecurity of federal contractors by mandating the implementation of vulnerability disclosure programs. It directs updates to the Federal Acquisition Regulation (FAR) and the Department of Defense Supplement to the Federal Acquisition Regulation (DFARS) to ensure contractors can receive and address information about potential security vulnerabilities, aligning with NIST guidelines and industry best practices. Waivers are permitted for national security or research purposes, with congressional notification. The Act defines key terms to clarify its scope and application.

The John R. Lewis Voting Rights Advancement Act of 2025 amends the Voting Rights Act of 1965 to address vote dilution, denial, and abridgment claims, and to update which states and political subdivisions are subject to federal oversight based on a history of voting rights violations. It broadens the types of violations that allow a court to retain jurisdiction over a case, clarifies the Attorney General's authority to assign observers, and ensures transparency in voting-related changes. The Act also authorizes the Attorney General to demand documents and information to enforce voting rights and provides grants to small jurisdictions to assist with notification requirements.

This resolution calls for the immediate and unconditional withdrawal of Russian forces from all territories within Ukraine's internationally recognized borders. It condemns Russia's invasion of Ukraine, citing violations of international law and human rights, and emphasizing the need to end attacks against Ukraine.

This bill censures Representative Al Green of Texas for disrupting the President's address to Congress on March 4, 2025. It condemns his actions and orders him to appear before the House of Representatives to receive a formal reprimand. During this time the Speaker of the House will publicly read the resolution of censure.

The "Sloan Canyon Conservation and Lateral Pipeline Act" expands the Sloan Canyon National Conservation Area by approximately 9,290 acres. It grants the Southern Nevada Water Authority a right-of-way to construct and operate a water pipeline within the Conservation Area. The expansion will not affect existing utility corridors or rights-of-way, and the existing management of the Conservation Area will remain the same, except for the water pipeline right-of-way.

This resolution formally recognizes that the Russian Federation initiated the war against Ukraine through an unprovoked, full-scale invasion on February 24, 2022, following previous escalations in 2014.

The Scientific Integrity Act mandates that federal agencies that fund, conduct, or oversee scientific research establish and enforce scientific integrity policies. These policies aim to protect scientists from political interference, ensure the open communication of scientific findings, and establish clear processes for reporting and addressing scientific misconduct. The Act requires agencies to appoint Scientific Integrity Officers, provide regular training, and report on misconduct complaints, with oversight from the Office of Science and Technology Policy and Congress. It also protects the rights of federal employees and contractors to share their findings and prevents the suppression or distortion of scientific data.
