The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The United Nations Voting Accountability Act of 2025 prohibits the United States from providing assistance to countries that vote against the U.S. position in the UN General Assembly or Security Council. The Secretary of State can grant exemptions if a country's leadership and policies fundamentally change, with notification to Congress required. This act defines "opposed the position of the United States" as voting with the U.S. less than 50% of the time and specifies which types of assistance are restricted. The Act will take effect upon submission of the report due to Congress by March 31, 2026.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The "Uncovering UNRWA's Terrorist Crimes Act" mandates a report from the Secretary of State detailing US funding to UNRWA from 2020-2024 and how those funds were spent. The act also prohibits any further direct or indirect federal funding to UNRWA upon enactment.

The "Extending Limits of U.S. Customs Waters Act" updates the definition of "customs waters" to align with international law, Presidential Proclamation 5928, and Presidential Proclamation 7219. It extends U.S. customs authority to include the territorial sea and contiguous zone, as permitted by international law. These changes will take effect the day after the Act is enacted.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The act also mandates the establishment of a Defense Innovation Unit office in Israel and assesses integrated air and missile defense in the U.S. Central Command region. Finally, it explores Israel's potential inclusion in the national technology and industrial base.

The "Restoring Checks and Balances Act" introduces a five-year sunset provision for new federal regulations, requiring Congressional reauthorization for them to continue. Agency heads must submit reauthorization requests to Congress with justifications one year before expiration, and these reports must be publicly accessible. This act does not override the Administrative Procedure Act and defines key terms such as "agency," "covered rule," and "sunset" to clarify the scope and implementation of the new requirements. Certain types of rules are excluded, such as those related to military or foreign affairs, or those needed for enforcing federal criminal laws.

This bill prohibits federal funds from being used for disinformation research grants. It also blocks funding for Secure and Trustworthy Cyberspace grants. Additionally, the bill defunds programs within the National Science Foundation's Track F: Trust and Authenticity in Communications Systems.

The "Protecting the Second Amendment in Financial Services Act" prevents banks and credit card companies from using specific merchant codes that would identify businesses selling firearms or ammunition. This ensures that financial institutions cannot track or discriminate against legal firearm-related transactions.

This bill mandates the President to designate Ansarallah (the Houthi movement) as a foreign terrorist organization within 30 days. It further requires the President to determine and report to Congress if specific individuals are officials, agents, or affiliates of Ansarallah within 30 days of the designation.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The "Stop Human Trafficking of Unaccompanied Migrant Children Act of 2025" aims to protect unaccompanied alien children by establishing stricter vetting standards for sponsors, including background checks for all adults in the household and mandatory home visits. It also requires retroactive vetting of past sponsors and detailed monthly reports to Congress on the placement and well-being of these children. The goal is to prevent human trafficking and ensure the safety of unaccompanied migrant children placed with sponsors in the United States.

The Safe Shelters Act of 2025 prohibits registered sex offenders from entering undesignated emergency shelters, requiring them to use designated shelters instead. It mandates sex offenders to notify shelter operators of their registry status and directs operators to inform them about designated shelter options. FEMA is authorized to designate Federal buildings or prisons as shelters for sex offenders during disasters and must provide information on designated shelters to all undesignated shelter operators. Violators of this act may face fines and/or imprisonment.

The "Protect Medicaid Act" prohibits federal Medicaid funding for state administrative costs associated with providing healthcare benefits to unauthorized immigrants. It requires a report from the Inspector General of the Department of Health and Human Services on how states that offer health benefits to non-lawfully admitted noncitizens handle Medicaid program administration costs separately. The report will also cover how these states fund programs for non-lawfully admitted noncitizens and analyze the impact of these non-lawfully admitted noncitizens receiving outpatient drugs purchased under the Medicaid Drug Rebate Program or the 340B drug discount program.

The "Freight RAILCAR Act of 2025" introduces a tax credit for modernizing freight railcars, encouraging investments in newer, more efficient railcars. Taxpayers can claim a credit equal to 10% of their freight railcar fleet modernization expenses, with a limit of 1,000 qualified freight railcars per year. The credit applies to railcars that increase capacity, improve fuel efficiency, or meet updated performance standards, and is available for three years after the Act's enactment. The Secretary of the Treasury is required to submit a report to Congress detailing the credit's usage and impact on railcar modernization and scrapping.

This bill repeals the Impoundment Control Act of 1974, eliminating the requirements for the President to report to Congress on decisions to withhold or delay spending of appropriated funds. This removes the process by which Congress can approve or disapprove of these presidential actions.

The "Countering Online Radicalization and Terrorism Act" directs the Department of Homeland Security, in coordination with the Director of National Intelligence, to conduct annual assessments on how terrorist organizations use foreign cloud-based messaging apps to threaten the United States. These assessments will analyze terrorist recruitment and radicalization, examine the use of online payment features to support terrorist financing, and provide recommendations to counter these threats. The goal of the act is to evaluate and address the national security risks associated with terrorist groups using these applications, while also ensuring compliance with legal, privacy, and civil rights protections.

The "Health Care Provider Shortage Minimization Act of 2025" aims to address healthcare provider shortages by clarifying the tax status of qualified locum tenens physicians and advanced care practitioners. It ensures that these temporary healthcare providers are not classified as employees for tax purposes, provided they meet specific conditions such as working under a written contract and for no more than one continuous year at a service site. This clarification applies to services performed after the Act's enactment.

The "No Social Security for Illegal Aliens Act of 2025" amends the Social Security Act to exclude wages and self-employment income earned by unauthorized aliens in the U.S. from being used to calculate Social Security benefits. This change applies to income earned both before, on, and after the law's enactment, with benefit adjustments taking effect after enactment. The Social Security Administration will recalculate insurance amounts to reflect these changes.

The "Protecting Federal Funds from Human Trafficking and Smuggling Act of 2025" restricts federal funding to non-profit organizations that do not certify compliance with federal laws on human trafficking, alien smuggling, fraud, and bribery. It also directs the Secretary of Homeland Security to develop strategies and best practices for non-profits to comply with federal law, detect and report violations, and improve cooperation with law enforcement. Additionally, the Comptroller General is required to report to Congress on any violations by non-profit entities.
