The Financial Integrity and Regulation Management Act (FIRM Act) aims to prevent federal banking agencies from using "reputational risk" as a basis for regulating or supervising depository institutions. This bill requires these agencies to remove considerations of reputational risk from their supervisory documents and prohibits them from creating rules, conducting examinations, or taking enforcement actions based on reputational risk management. Furthermore, the bill requires federal banking agencies to report to Congress on their implementation of these changes.

The "CBO Scoring Accountability Act" requires the Director of the Congressional Budget Office (CBO) to analyze major legislation for the first 10 years after enactment, including estimates of costs, revenue changes, and comparisons against previous estimates. It mandates a report to Congress if discrepancies between actual costs/revenue and prior estimates exceed 10 percent, ensuring transparency and accountability in legislative financial impacts. The "Anti-CBDC Surveillance State Act" prohibits Federal Reserve Banks from offering financial products or services directly to individuals, maintaining accounts for individuals, or issuing a central bank digital currency (CBDC) directly or indirectly. It also blocks the Federal Reserve from testing, creating, or implementing a CBDC, or using it to implement monetary policy, without explicit congressional authorization. The bill clarifies that these restrictions do not apply to digital versions of the dollar that are open, permissionless, and private, like physical currency.

The "No Iranian Energy Act" amends the Iran Freedom and Counter-Proliferation Act of 2012 to impose sanctions on the sale, supply, or transfer of natural gas to or from Iran.

The "Sanctioning Russia Act of 2025" aims to impose significant sanctions on Russia if it refuses to negotiate peace with Ukraine, violates a peace agreement, or initiates further military action against Ukraine. The bill mandates the President to determine and impose sanctions on individuals, entities, and financial institutions affiliated with the Russian government, targeting key sectors of the Russian economy, and restricts trade and financial interactions with Russia. The President has the authority to terminate and reimpose sanctions based on Russia's actions.

The SSI Savings Penalty Elimination Act updates the resource limits for the Supplemental Security Income (SSI) program, increasing the individual limit to $10,000 and the couple's limit to $20,000 by 2025. After 2025, these limits will be adjusted annually for inflation based on the Consumer Price Index. This change aims to allow SSI recipients to save more without losing their eligibility for benefits.

This bill rescinds a waiver that allowed the transfer of funds from South Korea to Qatar, as well as any related licenses issued by the Treasury Department. It also prevents the President from reissuing similar waivers or licenses for the same purpose. Additionally, the bill prohibits the President from waiving restrictions or issuing licenses that would allow Iran to access or benefit from certain restricted accounts.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. This law respects private and state/local government restrictions on firearms, protects individuals from unwarranted arrest, and allows legal action for violations of these rights. It also permits concealed carry in National Parks and other federal lands open to the public and clarifies that handguns include magazines and ammunition.
