This bill establishes a bipartisan Task Force on the Legislative Process to identify and recommend ways for the House and Senate to more efficiently consider and vote on legislation that has already passed the other chamber with significant bipartisan support. The Task Force will consist of 12 members appointed by House and Senate leaders, and will submit a report with its findings and recommendations within one year. The House and Senate Rules Committees will then post the report on their websites. The task force will terminate after the report is issued.

This bill amends House rules to limit when resolutions concerning impeachment, censure, or expulsion of a member can be immediately considered. Such resolutions will only be privileged if based on a committee investigation and report, or if offered by a party caucus or conference. This change affects resolutions that could lead to a vacancy in the Speaker's office or a committee leadership position.

The Legislative Proxy and Absence Accommodation Resolution allows members of the House and Senate to designate a proxy voter or participate remotely in committee proceedings under specific circumstances, such as family and medical leave, illness, jury duty, death of a family member, uniformed service, or inability to travel safely. It requires the Clerk of the House and the Secretary of the Senate to maintain public records of proxy designations and remote participation, including the reasons cited. Proxy votes and remote participation count towards establishing a quorum.

This bill honors the life, achievements, and legacy of Jimmy Carter, recognizing his service as a naval officer, farmer, state senator, Governor, and President. It also acknowledges his post-presidency work promoting peace, democracy, and human rights through the Carter Center, as well as his dedication to Habitat for Humanity. The bill expresses condolences to his family upon his passing and celebrates his lasting impact as a leader and statesman.
