The SERVICE Act mandates that federal agencies must undergo a thorough review process before implementing significant workforce reductions. Agencies planning to cut staff by more than 5% must first submit a detailed report to the GAO analyzing the financial and mission impacts of the proposed layoffs. The GAO then reviews this report to ensure the analysis is complete and credible before the agency can proceed with the cuts after a mandatory waiting period.

This bill recognizes and celebrates the 100th anniversary of Delta Air Lines, acknowledging its historical significance as the first U.S. airline to reach this milestone. It highlights Delta's growth, global connectivity, commitment to community, and industry leadership.

The HEIRS Act of 2025 aims to help families resolve issues related to Heirs Property. The Act authorizes the Secretary of Housing and Urban Development to establish grant programs for states, local governments, territories, or Tribal governments that have adopted the Uniform Partition of Heirs Property Act or a similar law. It also provides grants to eligible entities for housing counseling, legal aid, and financial help to clear titles and keep homes in the hands of heirs property owners. Finally, it amends the Housing and Urban Development Act of 1968 to include specific counseling and referral requirements related to heirs property.

This bill expresses support for designating February 16, 2025, as "International Black Aviation Professionals Day," recognizing the historical and ongoing contributions of Black Americans to aviation and space exploration. It encourages the celebration of these professionals and supports educational initiatives to promote diversity and inclusion in the aviation industry. The bill also requests the President to issue a proclamation to recognize the stories and contributions of Black American aviation professionals.

This bill amends House rules to limit when resolutions concerning impeachment, censure, or expulsion of a member can be immediately considered. Such resolutions will only be privileged if based on a committee investigation and report, or if offered by a party caucus or conference. This change affects resolutions that could lead to a vacancy in the Speaker's office or a committee leadership position.

The Legislative Proxy and Absence Accommodation Resolution allows members of the House and Senate to designate a proxy voter or participate remotely in committee proceedings under specific circumstances, such as family and medical leave, illness, jury duty, death of a family member, uniformed service, or inability to travel safely. It requires the Clerk of the House and the Secretary of the Senate to maintain public records of proxy designations and remote participation, including the reasons cited. Proxy votes and remote participation count towards establishing a quorum.

This bill establishes a bipartisan Task Force on the Legislative Process to identify and recommend ways for the House and Senate to more efficiently consider and vote on legislation that has already passed the other chamber with significant bipartisan support. The Task Force will consist of 12 members appointed by House and Senate leaders, and will submit a report with its findings and recommendations within one year. The House and Senate Rules Committees will then post the report on their websites. The task force will terminate after the report is issued.

The Majority Rule Resolution aims to streamline the legislative process in the House and Senate. It modifies chamber rules to allow a simple majority vote to end debate on any issue, overriding existing rules requiring a higher threshold. This change empowers a simple majority to advance legislation more efficiently. Each chamber retains the power to modify these rules in the future.
