This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Freedom Riders, collectively, in recognition of their contributions to the Civil Rights movement. The medal will be displayed at the Smithsonian Institution and other appropriate locations, with bronze duplicates available for sale to the public. Funds from the United States Mint Public Enterprise Fund will cover the costs.

The Crime Victims Fund Stabilization Act of 2025 ensures that monetary penalties from False Claims Act cases are deposited into the Crime Victims Fund through fiscal year 2029. This excludes payments to whistleblowers and reimbursements to the government. This will increase the amount of money available to help victims of crimes.

The Rosa Parks Day Act officially establishes Rosa Parks Day as a legal public holiday in the United States. This amendment updates federal law to include Rosa Parks Day alongside existing holidays like Thanksgiving and Christmas. Consequently, federal employees and operations will observe this new national holiday.

The "Rosa Parks Commemorative Coin Act" directs the Secretary of the Treasury to mint gold, silver, and half-dollar coins in 2029 to honor Rosa Parks and her legacy as a Civil Rights Movement leader. Coin designs must symbolize her contribution to civil rights and include her name and likeness. Surcharges from the coin sales will benefit the Rosa and Raymond Parks Institute for Self Development, supporting youth programs, civil rights education, and advocacy. The Act ensures no net cost to the government and mandates the recovery of all costs before surcharge distribution.

The "Black History is American History Act" amends the Elementary and Secondary Education Act of 1965 to include Black history in American history education programs. It ensures Black history is part of authorized programs, Presidential and Congressional academies, Smithsonian Institution resources, national activities, and the National Assessment of Educational Progress. This act emphasizes the importance of Black history as an integral part of American history.

The "Stop Antiabortion Disinformation Act" or the "SAD Act" aims to prevent deceptive advertising related to reproductive health services, particularly concerning contraception, abortion services, or the employment of licensed medical personnel. It empowers the Federal Trade Commission (FTC) to enforce these prohibitions, treat violations as FTC Act violations, and pursue civil actions against violators, including imposing significant civil penalties. The FTC is required to report to Congress on its enforcement activities under this act.

The "Global Health, Empowerment, and Rights Act" aims to ensure that foreign nongovernmental organizations are eligible for assistance under the Foreign Assistance Act of 1961, part I, regardless of the health or medical services they provide with non-U.S. government funds if such services are legal in their country. It also prevents these organizations from facing stricter requirements than U.S. organizations regarding the use of non-U.S. government funds for advocacy and lobbying.

This bill expresses the House of Representatives' view that Congress should act to maintain the United States Postal Service (USPS) as an independent entity within the Federal Government. It emphasizes the USPS's role as a self-sustaining service vital to the economy and national connectivity. The resolution discourages privatization, citing concerns about increased costs, reduced services, and damage to critical infrastructure.

This bill expresses the House of Representatives' disapproval of the President's decision to withdraw the United States from the Paris Agreement, recognizing climate change as a threat and highlighting the increasing costs of extreme weather events. The Prevent Tariff Abuse Act amends the International Emergency Economic Powers Act to limit the President's power, preventing them from imposing import duties, tariff-rate quotas, or other quotas on goods entering the United States under the authority of that act.

This bill recognizes and commends Alpha Kappa Alpha Sorority, Inc., for 117 years of service since its founding in 1908. It acknowledges the sorority's global impact, its commitment to scholarship, unity, and service, and its various initiatives aimed at community enhancement and social justice. The bill also recognizes Vice President Kamala Harris as a member of the sorority.

The "Department of Education Protection Act" prevents the Department of Education from using already allocated funds to reorganize in ways that would decentralize, reduce staff, or alter the Department's responsibilities, structure, authority, or functions as they existed on January 1, 2025. This act ensures that the Department of Education continues to focus on boosting student success and equal access through its established offices and institutes.

The "Lower Your Taxes Act" aims to modify several aspects of the tax code, including expanding the earned income tax credit, treating state non-refundable earned income tax credits as refundable, and establishing a refundable child tax credit with monthly advance payments. Additionally, the bill adjusts capital gains rates for high-income taxpayers and increases certain corporate tax rates. The bill states that any extra money made from this law should first go towards lowering the national deficit and then towards lowering the national debt. These changes are primarily effective for taxable years beginning after December 31, 2025.

The "Proxy Voting for New Parents Resolution" allows Members of the House, Delegates, and the Resident Commissioner who have recently given birth or whose spouse has given birth to designate another Member to vote on their behalf in the House, in committee, and in the Committee of the Whole for a period of 12 weeks. This proxy voting authority can begin before the birth if a doctor advises that the pregnancy presents a serious medical condition or that she is unable to travel safely. The resolution outlines specific procedures for designating, changing, and revoking proxy designations, ensuring transparency and adherence to instructions. Members whose votes are cast by proxy will not be counted for quorum purposes.

The Washington, D.C. Admission Act outlines the process for Washington, D.C., to become the State of Washington, Douglass Commonwealth, while establishing a separate U.S. Capital. It addresses the transition of laws, property, and governance, ensuring continued federal operations and representation for D.C. residents. The Act also covers federal responsibilities, courts, elections, and benefit programs during the transition, establishing a commission to oversee the process and mandating presidential certification.
