The "End FEMA Benefits for Illegal Immigrants Act" terminates FEMA's program that funds shelters and services for migrants, which aimed to reduce overcrowding in Customs and Border Protection facilities. It also rescinds any remaining funds allocated to FEMA from previous appropriations acts that were intended for Customs and Border Protection operations.

The "Telehealth Expansion Act of 2025" permanently allows individuals with Health Savings Accounts (HSAs) to access telehealth services without needing to meet their deductible first, starting after December 31, 2024. This removes a barrier to accessing telehealth services for HSA holders.

The "GUARD VA Benefits Act" reinstates penalties for individuals who charge veterans unauthorized fees for assistance with their VA benefits claims. This bill amends title 38 of the United States Code to ensure that those who exploit veterans by charging unlawful fees face appropriate fines. The aim is to protect veterans from financial exploitation related to their benefits claims.

This bill designates the United States Postal Service facility located at 1200 William Street, Room 200, in Buffalo, New York, as the "William J. Donovan Post Office Building." It also mandates that any reference to this facility in U.S. records shall reflect this new designation.

This bill establishes uniform standards for flag displays in House of Representatives facilities, limiting the types of flags that can be displayed to include the U.S. flag, official House of Representatives flags, state flags of represented districts, military service flags, the POWMIA flag, flags eligible for display in the Hall of Tribal Nations, and flags of visiting foreign dignitaries. The House Administration Committee and the Sergeant at Arms are responsible for overseeing the resolution, creating a system for temporary exceptions, and setting a timeline for implementation within 30 days of enactment. It does not apply to a Member's personal office space.

The "No Immigration Benefits for Hamas Terrorists Act of 2025" amends immigration law to deny entry and immigration benefits to individuals involved in the Hamas attacks against Israel beginning on October 7, 2023. It deems these individuals inadmissible to the U.S. and ineligible for immigration relief. The Act also mandates the Secretary of Homeland Security to provide an annual report to Congress regarding the number of individuals found inadmissible or removable due to their participation in Hamas terrorism against Israel.

The TREATS Act amends the Controlled Substances Act to allow telehealth evaluations for prescribing certain controlled substances used in substance use disorder treatment. This removes the prior requirement for an in-person evaluation, enabling remote medical assessments via real-time audio-visual or audio-only communication, in accordance with federal and state laws. The goal of this bill is to increase access to treatment for substance use disorders.

The "No American Land for Communist China Act" prohibits the President from allowing individuals or entities associated with the Chinese government from purchasing real estate near covered federal lands. Covered lands include those managed by the Departments of Interior, Defense, Agriculture (Forest Service), and Energy, as well as Indian country. This restriction applies to entities with at least 25% equity interest held by Chinese government-affiliated individuals or businesses. The Act defines "United States" broadly to include states, territories, and other U.S. possessions.

The "Protecting American Agriculture from Foreign Adversaries Act of 2025" adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agricultural matters. It mandates CFIUS review of agricultural land transactions, particularly those involving entities from China, North Korea, Russia, or Iran, to safeguard American agriculture. This ensures scrutiny of foreign investments in agricultural land and related industries, addressing potential threats to national security. The requirements for a specific country will end if that country is removed from the list of foreign adversaries in section 791.4 of title 15, Code of Federal Regulations.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The Federal Retirement Fairness Act amends title 5 of the United States Code, allowing civilian service in a temporary position after December 31, 1988, to be creditable under the Federal Employees Retirement System. This change applies to current employees and Members of the United States Postal Service, and requires the Office of Personnel Management to notify eligible individuals and issue implementing regulations.

The "Pay Our Coast Guard Parity Act of 2025" ensures that Coast Guard members receive equitable pay and benefits compared to other branches of the Armed Forces. During a Coast Guard-specific funding lapse, the bill guarantees continued pay for Coast Guard military members, qualified civilian and contract employees, death gratuities, funeral travel, and basic housing allowance for dependents of Coast Guard members who die on active duty. This funding continues as long as Department of Defense funding is available, up to two weeks after a Coast Guard-specific funding lapse begins. The "Access Technology Affordability Act of 2025" introduces a tax credit for blind individuals who purchase qualified access technology, such as hardware or software that converts visual information into accessible formats. The credit is capped at $2,000 per blind individual over any three consecutive tax years and will be adjusted for inflation after 2026. This credit is effective for tax years starting after December 31, 2025, and expires after December 31, 2030. It ensures that individuals cannot claim double benefits for the same expenses.

The American Victims of Terrorism Compensation Act amends the Justice for United States Victims of State Sponsored Terrorism Act to increase funding for victims of state-sponsored terrorism by redirecting forfeited assets and penalties into the United States Victims of State Sponsored Terrorism Fund. It mandates specific deposit timelines for forfeited funds, requires annual pro rata payments to eligible claimants beginning in 2026, and enhances transparency through detailed annual reports on fund activity. The Act also allows for the use of Department of Justice personnel to aid in the administration of the fund and ensures a supplemental payment to those already approved for fifth-round payments.

The "Unplug the Electric Vehicle Charging Stations Program Act" eliminates grant programs for charging and fueling infrastructure, specifically repealing the National Electric Vehicle Infrastructure (NEVI) Formula Program. This includes rescinding unspent funds and terminating the program entirely upon enactment. The bill amends sections of the Infrastructure Investment and Jobs Act and title 23 of the United States Code to remove references to the grant programs.

This bill amends the Social Security Act to equalize the negotiation period for drug price negotiations under the Drug Price Negotiation Program. It changes the negotiation period for small-molecule drugs from 7 years to 11 years, matching the period already in place for biologic drugs. The TRIO Access Act permits colleges to utilize federal tax return information obtained for financial aid purposes to support students participating in specific Federal TRIO programs. This act amends the Higher Education Act of 1965, allowing FAFSA data to be shared with institutions for programs under sections 402D or 402E. It mandates that institutions use FAFSA data solely for financial aid application, award, and administration, including these TRIO programs. Additionally, institutions can request tax return information to determine eligibility for programs under sections 402D or 402E if needed.

The "Protecting Life in Foreign Assistance Act" restricts federal funds from being used by foreign and domestic organizations that perform or promote abortions, furnish abortion-related items, or support entities that do so. This includes barring funds for referrals, counseling, lobbying, and training related to abortions. The restrictions do not apply to abortions in cases of rape, incest, or when the mother's life is at risk.

The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. It also directs the Federal Trade Commission to study and report on country-of-origin labeling enforcement for U.S. flags, aiming to improve enforcement and deter violations.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. It also stipulates that remaining funds in the Supplemental Fund, Special Fund, and Pentagon-Shanksville Fund will revert to the Treasury.
