This bill amends the Endangered Species Act of 1973 to remove several specific species, including the Arabian oryx and Grevy's zebra, from the lists of threatened and endangered species. Furthermore, it prohibits the Secretary from ever listing the Bukharan markhor as either a threatened or endangered species. The overall effect is to eliminate federal protection for these particular animals under the Act.

The Combating Racist Teaching in Schools Act (CRT Act) prohibits federal funding for educational institutions that promote specific race-based theories in their curriculum or training. These prohibited theories generally assert that one race is inherently superior or inferior, or that the U.S. foundational documents are fundamentally racist. The Act includes exceptions for academic study, research, and teaching about these concepts without official school endorsement.

The SCHOOL Act of 2025 mandates that federal education funding, including Title I through VI of ESEA and IDEA funds, must "follow the student" regardless of whether they attend public, private, or are homeschooled. This is achieved by distributing funds directly to families via Education Savings Accounts (ESAs) for private and home instruction, while public schools receive funding based on their eligible enrollment. The bill ensures these federal funds supplement, rather than replace, existing non-federal spending for educational needs and special education services.

The Deportation Compliance Act prohibits U.S. foreign assistance to countries that have been penalized by the Secretary of State for delaying or refusing to accept their own citizens, subjects, nationals, or residents for longer than 180 days. This prohibition remains in effect as long as the country continues to delay or refuse acceptance.

The "Move the ICC Out of NYC Act of 2025" aims to prevent the International Criminal Court (ICC) from using United Nations facilities in the United States. It mandates the U.S. Ambassador to the UN to negotiate a supplemental agreement to the United Nations Headquarters Agreement to prohibit the ICC's use of UN facilities within the U.S., based on the grounds that the U.S. has not ratified the Rome Statute and the ICC lacks jurisdiction over U.S. citizens.

The Higher Education Reform and Opportunity Act overhauls federal student loan programs by introducing Federal Direct simplification loans with capped interest rates and loan limits, while phasing out existing loan forgiveness programs. It empowers states to create alternative accreditation systems for postsecondary institutions and programs to qualify for federal funding. The act also mandates increased transparency from colleges and universities regarding student outcomes, employment rates, and loan debt. Finally, the act introduces a school accountability measure, requiring institutions to pay a fine based on student loan default rates, while providing flexibility in financial aid counseling.

The Reciprocity Ensures Streamlined Use of Lifesaving Treatments Act of 2025 allows the FDA to grant reciprocal marketing approval for drugs, biological products, and devices already approved in specific countries or the United Kingdom, provided they meet certain safety and need requirements. This aims to expedite access to potentially life-saving treatments in the US. The FDA retains the authority to deny approval based on safety or ineffectiveness concerns, subject to Congressional review.

The NIH Reform Act divides the National Institute of Allergy and Infectious Diseases into three separate entities: the National Institute of Allergic Diseases, the National Institute of Infectious Diseases, and the National Institute of Immunologic Diseases. It requires the President to appoint directors for each new institute. The act outlines the research focus of the National Institute of Infectious Diseases and the National Institute of Immunologic Diseases. It directs the NIH Director to manage the transition and makes necessary amendments to reflect these changes.

The DEFUND Act of 2025 terminates U.S. membership in the United Nations and all affiliated organizations, repeals existing acts that enable U.S. participation, and prohibits future funding or involvement in UN activities, including peacekeeping operations and conventions. It also revokes diplomatic immunity for UN personnel within the U.S. and requires the Secretary of State to notify the UN of these changes. The bill further prevents the U.S. from reentering the UN without Senate approval and a guaranteed right to withdraw.

The LIABLE Act removes federal immunity and liability limitations for COVID-19 vaccine manufacturers, allowing individuals to sue for losses caused by the vaccines. Individuals can still seek compensation through existing federal programs, and doing so does not prevent civil action. This applies to any COVID-19 vaccine licensed or authorized by the FDA and is retroactive.

The "Gas Can Freedom Act of 2025" repeals the Portable Fuel Container Safety Act of 2020 and the Children's Gasoline Burn Prevention Act, eliminating regulations regarding flame mitigation devices and child-resistance standards for portable gasoline containers. It prohibits the Consumer Product Safety Commission from reinstating similar regulations.

The "Passport Sanity Act" prohibits the State Department from offering a gender designation other than male or female on passport applications. It also stops the State Department from issuing passports, passport cards, or Consular Reports of Birth Abroad that include an unspecified "X" gender designation.

The Direct Medical Care Freedom Act of 2025 clarifies that direct medical care arrangements, where individuals pay a fixed periodic fee for medical services from practitioners, are not considered health plans under the Internal Revenue Code. It allows fees paid for these arrangements to be treated as medical expenses and mandates that fees for arrangements provided through employment are reported on employee W2 forms. This applies to primary care, specialty care, or other subsets of medical services, and will take effect for months beginning after December 31, 2024.

The "Restoring Military Focus Act" eliminates the Chief Diversity Officer position within the Department of Defense. It repeals section 147 of title 10, United States Code, and repeals section 913 of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021. The bill also prohibits the use of federal funds to create similar positions within the Department of Defense.

The Veterans Access to Direct Primary Care Act establishes a five-year pilot program allowing eligible veterans to use health savings accounts to access primary care services from non-VA providers. This initiative aims to increase healthcare flexibility by funding direct primary care arrangements through existing Veterans Health Administration resources.

The Defending Veterans’ Second Amendment Rights Act prohibits the Department of Veterans Affairs from reporting veterans to the national background check system (NICS) based solely on a determination of a service-connected disability. This legislation ensures that veterans are not automatically disqualified from firearm ownership due to the management of their disability benefits.

The Drug Cartel Terrorist Designation Act directs the Secretary of State to designate four major Mexican drug cartels as foreign terrorist organizations. The bill mandates a comprehensive report to Congress evaluating these groups against federal terrorism criteria and requires the designation of any additional cartels that meet these standards. It also clarifies that these designations do not expand asylum eligibility for individuals.

The Securing America’s Land from Foreign Interference Act prohibits members of the Chinese Communist Party and its affiliated entities from purchasing public or private real estate within the United States and its territories. This legislation aims to protect national interests by restricting foreign ownership of American land by the party.

The Personalized Care Act of 2025 expands Health Savings Account (HSA) access by removing the high-deductible health plan requirement and significantly increasing annual contribution limits. The bill also broadens the scope of qualified medical expenses to include insurance premiums and direct primary care fees, while lowering the tax penalty for nonqualified distributions. These reforms aim to provide individuals with greater flexibility and control over their personal healthcare spending.

The Illegitimate Court Counteraction Act imposes sanctions on individuals and their families who assist the International Criminal Court (ICC) in investigating, arresting, detaining, or prosecuting "protected persons," which include U.S. citizens, military personnel, government officials, and citizens/residents of U.S. allies not consenting to the ICC. It requires the President to block the property of those who aid the ICC, deny them entry into the U.S., and rescinds any funds for the ICC. The bill allows for waivers of these sanctions if vital to U.S. national security and termination of sanctions if the ICC ceases action against protected persons.
