The "Veterans Access to Direct Primary Care Act" directs the VA to establish a five-year pilot program offering eligible veterans health savings accounts to access primary care from non-VA providers through direct primary care arrangements. Participating veterans will receive annual deposits into their health savings accounts to cover primary care services, but will not be able to receive VA medical care covered by the direct primary care arrangement during their participation. The VA will monitor the program for fraud and report results to Congress. The program will be funded through existing Veterans Health Administration appropriations.

The "Defending Veterans Second Amendment Rights Act" prohibits the Department of Veterans Affairs from sending veterans' personal information to the national criminal background check system when the determination is solely based on the veteran having a service-connected disability. This ensures veterans' Second Amendment rights are not infringed upon due to a disability determination.

The "Drug Cartel Terrorist Designation Act" mandates the Secretary of State to report to Congress on whether certain Mexican drug cartels meet the criteria to be designated as foreign terrorist organizations, and to designate those that meet the criteria as such. This report must include detailed justifications for any cartel not designated. The Act does not expand asylum eligibility based on these designations.

The "Securing America's Land from Foreign Interference Act" prohibits members of the Chinese Communist Party (CCP) and entities under CCP control from purchasing public or private real estate within the United States and its territories. This includes the 50 states, Washington DC, and US territories.

The Illegitimate Court Counteraction Act imposes sanctions on individuals and their families who assist the International Criminal Court (ICC) in investigating, arresting, detaining, or prosecuting "protected persons," which include U.S. citizens, military personnel, government officials, and citizens/residents of U.S. allies not consenting to the ICC. It requires the President to block the property of those who aid the ICC, deny them entry into the U.S., and rescinds any funds for the ICC. The bill allows for waivers of these sanctions if vital to U.S. national security and termination of sanctions if the ICC ceases action against protected persons.

The "Personalized Care Act of 2025" expands Health Savings Account (HSA) eligibility, increases contribution limits, and allows HSA funds to be used for a broader range of healthcare expenses, including health plan premiums and healthcare sharing ministry fees. It also reduces the penalty for non-qualified HSA distributions and clarifies the treatment of medical care service arrangements and periodic provider fees. These changes aim to provide individuals with greater flexibility and control over their healthcare spending and coverage.

The "No Taxpayer Funding for the U.N. Population Fund Act" prohibits U.S. taxpayer dollars from being contributed to the United Nations Population Fund. This includes both direct and indirect contributions from the Department of State, as well as any other federal department or agency.

The "Protecting Life on College Campus Act of 2025" aims to prevent federal funds from going to colleges and universities that offer abortion drugs or abortions through school-based service sites. To remain eligible for federal funding, these institutions must annually certify that their campus clinics do not provide abortion drugs or abortions, with specific exceptions for procedures intended to save a mother's life. The term "abortion drug" is defined as any drug used to intentionally kill an unborn child or terminate a pregnancy. This act does not apply to hospitals.

The "No Taxpayer Funding for United Nations Human Rights Council Act" prohibits the State Department from using U.S. taxpayer dollars to support the United Nations Human Rights Council. This is achieved by withholding funds from the U.S. contribution to the UN regular budget and by prohibiting voluntary contributions to the council. Any funds withheld will be rescinded and not treated as debt.

The "No Taxpayer Funding for the World Health Organization Act" prohibits the United States from providing any mandatory or voluntary funding to the World Health Organization. This prohibition begins on the date the Act is enacted.

The Border Safety and Security Act of 2025 allows the Secretary of Homeland Security to suspend the entry of certain aliens at U.S. borders if it's needed to maintain control, and requires the Secretary to prohibit entry if aliens cannot be detained or placed in an appropriate program. State Attorneys General can sue the Secretary of Homeland Security in federal court if they believe this section is being violated. The bill defines "covered alien" as someone seeking entry who is inadmissible under existing immigration law.

The Healthcare Freedom Act of 2025 expands health savings accounts, renaming them "health freedom accounts," and broadens their accessibility and usage. It allows all individuals to deduct contributions, increases contribution limits, and includes direct primary care and healthcare sharing ministries as qualified medical expenses. Additionally, employer contributions to health freedom accounts are excluded from employee gross income for employees hired five years after the law's enactment.
