The Korematsu-Takai Civil Liberties Protection Act of 2025 amends Title 18 of the United States Code, Section 4001, to prohibit the detention of individuals in the United States based solely on protected characteristics. Protected characteristics include race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, disability, and any additional characteristic the Attorney General specifies. The Attorney General cannot remove any of the characteristics already listed (race through disability).

The CHAMPVA Children's Care Protection Act of 2025 amends the eligibility requirements for the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA). This bill increases the maximum age for children eligible for medical care under CHAMPVA to the child's 26th birthday, regardless of marital status. It does not limit eligibility for children who are incapable of self-support because of a mental or physical disability.

This regiment, one of the first racially integrated units in American history, was composed of African American, Indigenous, and mixed-race soldiers. The gold medal will be presented to the Rhode Island State Library for public display and research, with the hope that it will also be exhibited at other locations associated with the Regiment. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The bill also repeals the reduced tax rate on net CFC tested income and foreign-derived intangible income, increases the deemed paid credit for taxes related to tested income, and eliminates the carryback of foreign tax credits. These tests, which use genomic sequencing to detect multiple cancer types, will be covered for eligible beneficiaries with age and frequency limitations. The payment amount for these tests will initially align with that of multi-target stool screening DNA tests. This new coverage aims to improve early cancer detection without affecting existing Medicare-covered cancer screenings.

The "Keep Our PACT Act" aims to increase funding for Part A of Title I of the Elementary and Secondary Education Act and the Individuals with Disabilities Education Act (IDEA) over the next decade. It mandates specific funding increases for these programs each year from 2026 to 2035, with the goal of fully funding IDEA at 40% of the national average per-pupil expenditure for students with disabilities by 2035. This bill designates these funding increases as emergency spending.
