This bill designates the Department of Veterans Affairs community-based outpatient clinic in Toms River, New Jersey, as the "Leonard G. 'Bud' Lomell, VA Clinic" in honor of World War II hero Leonard G. Bud Lomell. He was also the first director of the Ocean County Veterans Service Bureau and a respected member of the Toms River community.

The Air America Act of 2025 authorizes the Director of the CIA to award payments to former employees of Air America and affiliated companies who supported the U.S. government between 1950 and 1976, or to their survivors. Eligible individuals or their survivors could receive up to $40,000 for five years of qualifying service, with additional amounts for longer service, with a cap on total awards at $60 million. The Act establishes application procedures, limitations on attorney fees, and prohibits judicial review of the Director's decisions, while also requiring regular reports to Congress on the status of the award payments. This act does not qualify anyone for federal benefits like retirement, disability, or death benefits.

The "Delinking Revenue from Unfair Gouging Act" (DRUG Act) aims to reform pharmacy benefit manager (PBM) practices by prohibiting them from receiving compensation based on drug prices, discounts, or rebates, with exceptions only for "bona fide service fees". These fees must be flat, pre-agreed upon, and reflect the fair market value of actual services rendered. Violators will face penalties, and the Department of Labor, Department of Treasury, and the Secretary will enforce the rules.

The Major Richard Star Act amends Title 10 of the U.S. Code to allow disability retirees with combat-related disabilities to receive both veterans' disability compensation and retired pay concurrently, without reduction. It ensures that eligible veterans are not penalized by reductions under sections 5304 and 5305 of Title 38. This change is effective the first day of the month following the bill's enactment.

The Secretary has the authority to implement additional limitations and modify coverage based on recommendations from the United States Preventive Services Task Force. The bill also requires the United States Preventive Services Task Force to include at least one oral health professional.

The "Rights for the Transportation Security Administration Workforce Act" mandates the transition of TSA personnel management systems to align with Title 5 of the U.S. Code, ensuring TSA employees receive similar rights and protections as other federal employees, including collective bargaining rights. It protects current pay and benefits during the transition, requires consultation with employee representatives, and addresses concerns related to employee well-being, safety, and diversity. The 25th Anniversary of 9/11 Commemorative Coin Act directs the Treasury Secretary to produce gold and silver coins to commemorate the 25th anniversary of the September 11, 2001, terrorist attacks and the National September 11 Memorial and Museum. The coins' designs will represent the courage and resilience of those affected, with at least one coin bearing the inscription "Never Forget." Surcharges from the sale of these coins will be donated to the National September 11 Memorial and Museum to support its operations and maintenance. The Act ensures that the coin production does not create any net cost to the Federal Government.

The American Teacher Act aims to address teacher shortages and improve teacher compensation by establishing grants for states to increase teacher salaries, with the goal of ensuring a minimum annual salary of $60,000 for full-time teachers at qualifying schools, adjusted for inflation. The Act also allows for a national campaign to raise awareness of the value of the teaching profession and clarifies that the Act does not alter existing employee rights or agreements. Finally, the Act defines key terms and authorizes necessary appropriations for fiscal years 2026 through 2030 to implement the grants and awareness campaign.

The John R. Lewis Voting Rights Advancement Act of 2025 amends the Voting Rights Act of 1965 to address vote dilution, denial, and abridgment claims, and to update which states and political subdivisions are subject to federal oversight based on a history of voting rights violations. It broadens the types of violations that allow a court to retain jurisdiction over a case, clarifies the Attorney General's authority to assign observers, and ensures transparency in voting-related changes. The "Access to Reproductive Care for Servicemembers Act" ensures that members of the Armed Forces and their dependents can access leave and reimbursement for travel expenses related to abortion services and assisted reproductive technology, such as in vitro fertilization, when these services are not available nearby. It protects the privacy of service members seeking such care and prohibits any adverse actions against them for utilizing these provisions. The bill aims to address barriers to reproductive healthcare created by state abortion restrictions and logistical challenges faced by military personnel.

This bill redesignates the Robert E. Lee Memorial as the "Arlington House National Historic Site." It changes all references to the site in law and documentation to reflect the new name. The bill also repeals the previous resolutions that designated the site as a memorial to Robert E. Lee.

The American Victims of Terrorism Compensation Act amends the Justice for United States Victims of State Sponsored Terrorism Act to increase funding for victims of state-sponsored terrorism by redirecting forfeited assets and penalties into the United States Victims of State Sponsored Terrorism Fund. It mandates specific deposit timelines for forfeited funds, requires annual pro rata payments to eligible claimants beginning in 2026, and enhances transparency through detailed annual reports on fund activity. The Act also allows for the use of Department of Justice personnel to aid in the administration of the fund and ensures a supplemental payment to those already approved for fifth-round payments.
