The HEIRS Act of 2025 aims to help families resolve issues related to Heirs Property. The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The RAISE Act of 2025 introduces a refundable tax credit for eligible teachers, offering $1,000 plus additional amounts for teachers in qualifying schools with high student poverty levels. It also increases the tax deduction for educators' expenses to $500 and expands eligibility to include early childhood educators. Additionally, the Act amends the Elementary and Secondary Education Act to provide mandatory funding to support local educational agencies that maintain or increase teacher salaries, with a portion reserved for teacher salary incentive grants. These grants can be used for various programs aimed at strengthening the teaching profession and improving educator skills.

This bill directs the Secretary of the Interior to conduct a study on the feasibility of establishing the African Burial Ground International Memorial Museum and Educational Center at the African Burial Ground National Monument in New York City. The study will assess the museum's potential to serve as a memorial, examine African cultural traditions, explore the institution of slavery, and promote collaboration among institutions. It will also evaluate the availability of suitable collections, the potential for understanding the international slave trade, and the level of public and local support for the museum. The "Parity for Athletic Recreation Act" or "PAR Act" removes the restriction that prohibits bond proceeds from being used for private or commercial golf courses and country clubs. This change applies to bonds issued after the enactment of this Act. Additionally, it affects the empowerment zone employment credit and applies to empowerment zone businesses and opportunity zones.

The Empowering and Enforcing Environmental Justice Act of 2025 aims to protect vulnerable communities by creating an Office of Environmental Justice within the Department of Justice, defining key environmental justice terms, and establishing a grant program to aid state, local, and tribal governments in enforcing environmental laws. The Office of Environmental Justice will be responsible for developing environmental justice strategies, coordinating related matters, and promoting public participation. A Senior Advisory Council will also be created to advise on environmental justice matters and recommend policies. The grant program will provide funding for training, staffing, and community engagement to help address disproportionate environmental and health impacts on low-income, Tribal, and Indigenous communities.

Ethan's Law establishes federal requirements for the secure storage of firearms to prevent unauthorized access by minors and prohibited persons, making improper storage a civil violation with escalating penalties if injury or death results. The bill also creates a federal grant program to incentivize states and Tribes to adopt matching safe storage laws. Furthermore, Congress declares that failing to comply with these storage requirements constitutes negligence and may be considered the direct cause of resulting firearm injuries.

The Taxpayer Funds Oversight and Accountability Act enhances financial management and transparency in federal agencies by updating the duties of Chief Financial Officers (CFOs) to include stronger oversight of financial reporting and internal controls. It replaces the government-wide 5-year financial management plan with a 4-year plan, requiring detailed strategies for improving financial management systems and workforce development. The Act also mandates annual financial management status reports to Congress and the Comptroller General, along with rigorous audits of internal controls to ensure effective financial management across the government.

The "Right to Equitable and Professional Auto Industry Repair Act" or the "REPAIR Act" ensures vehicle owners and independent repair shops have access to necessary vehicle data, repair information, and tools, preventing manufacturers from creating barriers to repairs. It establishes an advisory committee to address competition issues in the auto repair industry and mandates that car buyers are informed of their rights to choose repair options. The Federal Trade Commission (FTC) is empowered to enforce the Act, protecting consumers from unfair restrictions on vehicle repair and ensuring control over their vehicle data.

The Conrad State 30 and Physician Access Reauthorization Act extends the Conrad State 30 program, which allows foreign physicians to work in underserved areas of the U.S. in exchange for a waiver of certain visa requirements. It modifies requirements for foreign physicians seeking waivers, including employment protections, state waiver limits, and contract requirements. The bill also increases the number of waivers available to states and modifies immigration procedures for physicians, including allowing "dual intent" for medical graduates and clarifying national interest waivers. Finally, it requires an annual report on the Conrad State 30 J1 Visa Waiver Program.

The African Burial Ground International Memorial Museum and Educational Center Act establishes a museum at the African Burial Ground National Monument in New York City. The museum will serve as a memorial, examine African cultural traditions, explore the history of slavery, and provide space for exhibits and research. The Act authorizes the Secretary of the Interior to acquire property for the museum, plan its construction, and operate it in consultation with an Advisory Council. It also outlines the composition and duties of the Advisory Council and authorizes appropriations for the museum's establishment and operation.

The Democracy in Design Act seeks to ensure that the design of public buildings aligns with the "Guiding Principles for Federal Architecture" of 1962. It mandates the Administrator of General Services to issue regulations and establish minimum design standards for public buildings based on these principles. This will be done through a process that includes public input.

This bill reaffirms the United States' unwavering support for Ukraine's sovereignty, independence, and territorial integrity amidst Russia's ongoing invasion. It condemns Russia's war crimes and demands the withdrawal of Russian forces from Ukrainian territory, including Crimea and the Donbas. The bill insists on the safe return of kidnapped Ukrainian children and supports the prosecution of Russian leaders for war crimes. It emphasizes that any lasting peace agreement must include Ukraine and its European allies.

The Accountability in Government Efficiency Act requires the Comptroller General of the United States to report to Congress on the actions taken by the Department of Government Efficiency. This report will analyze the effects of the Department's actions on the long-term financial, public health, and safety interests of the United States, as well as the Department's compliance with certain sections of title 5, United States Code. The "New Era of Preventing End-Stage Kidney Disease Act" aims to improve the prevention, diagnosis, and treatment of rare kidney diseases through research, education, and increased public awareness. It establishes Centers of Excellence for Rare Kidney Disease Research, directs studies on testing and treatment approaches, and promotes provider education in nephrology. The Act prioritizes addressing disparities in affected populations and seeks to delay or eliminate the need for dialysis and transplant. It authorizes appropriations for these activities from 2026 through 2030.

The "BAD DOGE Act" repeals Executive Order 14158, effectively disbanding the US DOGE Service (USDS) and the US DOGE Service Temporary Organization (USDSTO). This action is in response to findings that the USDS and USDSTO, under the leadership of Elon Musk, exceeded their authorized powers, violated constitutional principles, and contravened federal statutes and ethics regulations. The "Prevent Interruptions in Physical Therapy Act of 2025" ensures Medicare beneficiaries can continue receiving uninterrupted physical therapy services. It sets a deadline of March 31, 2025, for DOGE to comply with these requirements, or face restrictions on the use of funds, including those allocated to DOGE Agency Teams. This act ensures accountability and provides the public with accessible information regarding DOGE's operations and impact on government programs.

This resolution commemorates the sacrifices of the Ukrainian people three years after Russia's invasion, condemning Russia's aggression and affirming solidarity with Ukraine.
