The Elder Justice Reauthorization and Modernization Act of 2026 reauthorizes and expands funding for critical programs aimed at preventing and investigating elder abuse, neglect, and exploitation. This legislation establishes new grant programs to boost nursing home worker training, enhance Adult Protective Services, and support medical-legal partnerships. Furthermore, it creates initiatives to address social isolation and loneliness among older adults and adults with disabilities.

The Automatic IRA Act of 2025 establishes mandatory automatic enrollment retirement savings plans, referred to as "automatic contribution plans or arrangements," for many employers. These plans require employers to automatically enroll employees into a defined contribution plan or an Automatic IRA arrangement, with escalating default contribution rates unless the employee opts out. The bill also creates an excise tax for employers who fail to maintain these required arrangements and offers a tax credit to small employers starting these programs. Finally, it preempts state laws that would otherwise prohibit or restrict these federally defined automatic IRA arrangements.

This bill amends the Immigration and Nationality Act to include Irish nationals in the E-3 visa program if reciprocity is determined by the Secretary of State. Employers hiring Irish nationals under this program must participate in E-Verify. The number of E-3 visas available to Irish nationals annually is capped at the difference between 10,500 and the number of visas issued to Australian nationals in the previous fiscal year.
