The American Victims of Terrorism Compensation Act amends the Justice for United States Victims of State Sponsored Terrorism Act to increase funding for victims of state-sponsored terrorism by redirecting forfeited assets and penalties into the United States Victims of State Sponsored Terrorism Fund. It mandates specific deposit timelines for forfeited funds, requires annual pro rata payments to eligible claimants beginning in 2026, and enhances transparency through detailed annual reports on fund activity. This bill amends the Social Security Act to equalize the negotiation period for drug price negotiations under the Drug Price Negotiation Program. The "Fighting Trade Cheats Act of 2025" increases penalties for fraudulent and grossly negligent violations of U.S. customs laws, including banning violators and their affiliates from importing goods. It also allows private parties harmed by customs fraud to sue for damages and injunctive relief. The Act excludes those who commit fraud from participating in the importer of record program.

The "Collision Avoidance Systems Act of 2025" permits and sets performance standards for pulsating light systems on vehicles to help prevent rear-end collisions. It mandates the Secretary of Transportation to update Federal Motor Vehicle Safety Standard Number 108 within 180 days to include these systems. The bill defines a pulsating light system as a high-mounted stop lamp that pulses rapidly up to 4 times within 1.2 seconds upon braking before converting to a continuous light.

The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure payment and performance security for construction projects receiving federal assistance. It allows the Secretary of Transportation or the Administrator to consider state or local laws mandating payment and performance security as fulfilling this requirement if they cover at least 50% of the construction contract. The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The "Protecting Privacy in Purchases Act" prevents payment card networks from assigning a unique merchant category code to firearm retailers. The Attorney General is responsible for enforcing the Act, investigating complaints, and reporting to Congress. This law overrides state and local laws regarding merchant category codes for firearm retailers and does not establish a private right of action.

The Litigation Transparency Act of 2025 requires parties in civil actions to disclose the identity of any third party entitled to payment contingent on the outcome of the case, along with the relevant agreements. This disclosure aims to increase transparency in civil litigation by revealing who financially benefits from the lawsuit's outcome. Certain payments, such as loan repayments and attorney's fees, are exempt from this disclosure requirement. The Act applies to both ongoing and future court cases.

This bill disapproves and nullifies the Environmental Protection Agency's rule concerning the phasedown of hydrofluorocarbons, specifically addressing the management of certain hydrofluorocarbons and their substitutes as outlined in the American Innovation and Manufacturing Act of 2020.
