The Crime Victims Fund Stabilization Act of 2025 ensures that monetary penalties from False Claims Act cases are deposited into the Crime Victims Fund through fiscal year 2029. The "Rosa Parks Commemorative Coin Act" directs the Secretary of the Treasury to mint gold, silver, and half-dollar coins in 2029 to honor Rosa Parks and her legacy as a Civil Rights Movement leader. Coin designs must symbolize her contribution to civil rights and include her name and likeness. Surcharges from the coin sales will benefit the Rosa and Raymond Parks Institute for Self Development, supporting youth programs, civil rights education, and advocacy. The Act ensures no net cost to the government and mandates the recovery of all costs before surcharge distribution.

The "Dr. Lorna Breen Health Care Provider Protection Reauthorization Act" reauthorizes and expands programs aimed at supporting the mental health of healthcare providers. It requires annual reports on education and awareness initiatives, broadens eligibility for entities receiving funds, and extends funding for mental health support programs through 2030. The Act prioritizes reducing administrative burdens on healthcare workers to improve access to mental health services.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Freedom Riders, collectively, in recognition of their contributions to the Civil Rights movement. The medal will be displayed at the Smithsonian Institution and other appropriate locations, with bronze duplicates available for sale to the public. Funds from the United States Mint Public Enterprise Fund will cover the costs.

The "Saving the Civil Service Act" limits the ability to reclassify civil service positions, maintaining competitive service standards. It requires OPM approval for certain position changes and sets restrictions on the number of employees that can be moved between service types during a presidential term. Employee consent is mandated for transfers between different service schedules. The Office of Personnel Management is tasked with creating regulations to implement the provisions of this act.

The Goldie's Act seeks to strengthen the USDA's enforcement of the Animal Welfare Act by mandating annual inspections, requiring humane treatment of suffering animals, and imposing significant penalties for violations. It ensures transparency through mandated sharing of violation records and sets firm guidelines for determining penalties based on the severity and frequency of violations. The Act also enables legal action to recover unpaid penalties and penalizes the disobedience of "cease and desist" orders.

The "Health Care Affordability Act of 2025" expands eligibility for health insurance tax credits by removing the income cap, allowing more individuals and families to qualify for financial assistance.
