These grants will support the creation or expansion of training programs, with a focus on serving rural areas and underserved populations, and will encourage partnerships with local construction businesses. The goal is to address workforce shortages in the residential construction industry and increase the availability of affordable housing. The Act allocates $20 million per fiscal year from 2026 to 2030 for these initiatives.

The Right to Contraception Act establishes a federal right for individuals to access and use contraception without government interference. It prohibits federal and state governments from enacting laws that restrict access to contraceptives or the provision of related services. The "Small Business Technological Act of 2025" amends the Small Business Act, enabling the Small Business Administration to provide loans to small businesses for the adoption of modern business software and cloud computing technologies. The "Critical Mineral Consistency Act of 2025" amends the Energy Act of 2020 to include critical materials in the definition of critical minerals. This bill requires the Secretary to update the list of critical minerals within 45 days of determining a non-fuel mineral, element, substance, or material to be a critical material.
