The "Chief Herbert D. The "Freedom First Lend Lease Act" empowers the President to lend or lease defense articles to Ukraine and Eastern European countries impacted by Russia's invasion, for fiscal years 2026 and 2027, temporarily waiving certain restrictions related to foreign assistance and arms export control for Ukraine. The bill requires expedited procedures for the delivery of defense articles and stipulates that standard laws regarding return, reimbursement, and repayment will apply. Presidential authority can only be delegated to Senate-confirmed officials.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. It also mandates the appointment of dedicated attorneys to prosecute crimes against postal employees and directs the Sentencing Commission to increase penalties for assaulting or robbing them.

The Taxpayer Data Protection Act limits access to the Treasury Department's payment systems to Treasury employees or contractors with satisfactory performance reviews and security clearances. It sets specific criteria for individuals accessing the system, including conflict of interest restrictions, training, and ethics agreements. The Act also mandates the Treasury Department's Inspector General to investigate and report to Congress on any unauthorized system use.

The CONSTRUCTS Act of 2025 aims to expand training and education opportunities for careers in residential construction by awarding competitive grants to junior and community colleges, as well as area career and technical education schools. These grants will support the creation or expansion of training programs, with a focus on serving rural areas and underserved populations, and will encourage partnerships with local construction businesses. The goal is to address workforce shortages in the residential construction industry and increase the availability of affordable housing. The Act allocates $20 million per fiscal year from 2026 to 2030 for these initiatives.

The Right to Contraception Act establishes a federal right for individuals to access and use contraception without government interference. It prohibits federal and state governments from enacting laws that restrict access to contraceptives or the provision of related services. The Act provides clear enforcement mechanisms, allowing individuals and the Attorney General to sue to strike down any rule that violates these protections.

The "Love Lives On Act of 2025" amends titles 10 and 38 of the United States Code to improve benefits and services for surviving spouses. This act modifies Dependency and Indemnity Compensation (DIC) rules, allowing surviving spouses who remarry to still receive benefits. Additionally, it ensures continued Survivor Benefit Plan annuity payments for certain remarried surviving spouses and expands TRICARE eligibility to include remarried widow/widowers whose subsequent marriage ended.

The 9/11 Memorial and Museum Act authorizes a one-time grant between $5,000,000 and $10,000,000 to the National September 11 Memorial & Museum for operations, security, and maintenance. To receive the grant, the museum must offer free admission to certain groups, provide free admission hours to the general public, and allow annual federal audits of its financial records. The museum must also submit annual reports to Congress detailing how the grant funds were used. No additional funds are authorized beyond the initial appropriation for this grant.

The "Small Business Technological Act of 2025" amends the Small Business Act, enabling the Small Business Administration to provide loans to small businesses for the adoption of modern business software and cloud computing technologies.
