This bill recognizes and celebrates the 113th anniversary of the Girl Scouts of the United States of America and its founder, Juliette Gordon Low, for their legacy of empowering girls. It acknowledges the organization's focus on STEM, outdoors, and entrepreneurship, and the release of the Juliette Gordon Low Commemorative Quarter. The bill also congratulates Girl Scouts who earned the Gold Award in 2024 and encourages the Girl Scouts of the United States of America to continue to champion the ambitions, nurture the creativity, and support the talents of future women leaders.

The "Strengthening Exports Against China Act" amends the Export-Import Bank Act of 1945 to exclude certain financing from rate calculations. This exclusion applies to financing that aids in competing with or replacing products/services from entities on restricted lists maintained by the Department of Commerce and the Treasury Department, or those financed through the Program on China and Transformational Exports. The goal is to bolster U.S. exports against competition from specific entities linked to China.

This resolution clarifies that United Nations General Assembly Resolution 2758 only addressed seating arrangements and does not validate the People's Republic of China's "One China Principle" regarding Taiwan's status. It asserts that the U.S. "One China Policy" is distinct from Beijing's claims and does not endorse PRC sovereignty over Taiwan. The bill strongly opposes PRC efforts to use the resolution to exclude Taiwan from international organizations and supports Taiwan's meaningful participation globally.

This bill requires the President to review and report to Congress on whether sanctions should be imposed on specific individuals, including Hong Kong officials and judges, based on their actions related to human rights and democracy. The review will assess if these individuals meet the criteria for sanctions under existing laws and executive orders, such as the Global Magnitsky Act and the Hong Kong Autonomy Act. Individuals to be reviewed include those previously sanctioned like John Lee Ka-chiu, and other officials such as Paul Lam Ting-kwok. This bill aims to ensure accountability for actions undermining Hong Kong's autonomy and human rights.

The Combat Veterans Pre-Enrollment Act of 2025 directs the VA Secretary to establish a pilot program by October 1, 2027, allowing eligible service members to pre-enroll in the VA healthcare system within 180 days of separation from active duty. It requires collaboration between the VA, Defense, and Homeland Security departments to create the pre-enrollment system and mandates regular reports to Congress on the program's implementation, participation, and effectiveness. The program will run for three years, after which the Comptroller General will assess its impact and provide recommendations.
