The Fair Access In Residency (FAIR) Act of 2025 aims to ensure equitable treatment of osteopathic (D.O.) and allopathic (M.D.) medical school graduates in residency applications. It requires hospitals receiving Medicare funds to report detailed data on D.O. and M.D. applicants and acceptances for each residency program. Hospitals failing to submit this required data will face a 2% reduction in their Medicare payments. This collected data will also be made publicly available to promote transparency in the residency recruitment process.

This bill aims to create national uniformity for preterm infant formula by temporarily freezing state regulations that differ from federal standards for two years. It mandates a study by the FDA to review the availability and rules surrounding this specialized formula, including whether premarket approval should be required. The temporary freeze on state rules does not prevent lawsuits or criminal charges against manufacturers for willful misconduct that causes serious harm or death.

The United States-Abraham Accords Cooperation and Security Act of 2025 directs the FDA to establish an Abraham Accords Office to strengthen international oversight of FDA-regulated products by providing technical assistance and facilitating communication between the FDA and Abraham Accords countries. Within two years, the Secretary of Health and Human Services must select a location for the office in an Abraham Accords country. The Secretary must submit a report to Congress within three years on the Abraham Accords Office. This act aims to align regulatory requirements and improve coordination between the FDA and entities in Abraham Accords countries.

The "One Flag for All Act" generally prohibits the display of flags other than the U.S. flag on the exterior or in public areas of covered federal buildings. There are explicit exceptions for flags such as POW/MIA flags, state flags displayed at a Member of Congress's office, flags representing the Armed Forces, flags of historical significance, and flags representing local jurisdictions where the building is located. The bill defines "covered public buildings" broadly, including federal buildings, Senate and House buildings, military installations, and U.S. embassies and consulates.

The "Rural Physician Workforce Production Act of 2025" aims to boost the number of physicians practicing in rural areas by establishing a new payment system to support medical resident training in those locations. This includes an "elective rural sustainability per resident payment" to hospitals training residents in rural areas and adjusts graduate medical education funding to further support rural training programs. The Act ensures that hospitals training residents in rural areas receive additional financial support, without being subject to existing program limitations, to cover the costs of training. It also includes provisions to maintain budget neutrality within Medicare's medical education spending.

This bill disapproves and nullifies the Environmental Protection Agency's final rule regarding Trichloroethylene (TCE) regulation under the Toxic Substances Control Act (TSCA).

This bill nullifies the FDA's January 2023 modifications to the risk evaluation and mitigation strategy (REMS) for mifepristone, an abortion pill. It also prevents the Secretary of Health and Human Services from creating or enforcing similar regulations related to mifepristone's distribution.

This bill disapproves and nullifies the Environmental Protection Agency's rule regarding Trichloroethylene (TCE) regulation under the Toxic Substances Control Act.
