It defines FECs and "specified emergency services," includes FECs under EMTALA requirements, and determines Medicare payments for FEC services under outpatient department (OPD) guidelines. Additionally, the Act exempts laboratory and imaging services provided by FECs from physician self-referral prohibitions.

The Equality Act amends existing civil rights laws to explicitly include protections against discrimination based on sex, sexual orientation, and gender identity in areas such as public accommodations, employment, housing, credit, and jury selection. It clarifies and expands the definition of sex to include sex stereotypes, pregnancy, childbirth, related medical conditions, sexual orientation, gender identity, and sex characteristics. The Border Airport Fairness Act of 2025 requires the President to designate eligible airports near the northern or southern border as ports of entry. It also terminates user fees for these airports, provided they meet specific criteria related to location, association with border crossings, and Customs and Border Protection standards.
